    One of the aims of the South African government is to create higher income opportunities for the previously disadvantaged black community. In agriculture, this would involve reestablishing and supporting diverse forms of successful black agriculture. The main objective of this paper is to debate the issue of opportunity cost assumptions in the calculation of comparative advantage indicators for smallholders. This study reveals that these farmers can produce efficiently, even when subjected to opportunity cost assumptions that apply to their traditionally white commercial counterparts.     The land refonn programme of the South African government has three focus areas, namely restitution of land rights to the victims of forced removals, redistribution of land to the disadvantaged and tenure refonn aimed at promoting security of tenure for all. In realising a programme of rapid and effective land reform it is important that all possible options ofland transfer to previously disentitled South Afiicans should be pursued. This paper briefly describes the different options for land reform in South Africa and discusses the progress made in implementing the land reform programme of the government and each of the options outside the programme. Based on current trends in the land redistribution programme and private land and a number of other assumptions it is estimated that around 0.39% of commercial farm land in South Africa could be transferred through a combination of models to Jess advantaged groups by the end of 1996

    Le présent article se propose de faire une analyse plus approfondie des principaux thèmes développés dans ces deux livres. Dès la première lecture, on s’aperçoit que la dimension historique (et non seule-ment les événements qui ont marqué l’Allemagne au cours de la dernière décennie) est complète-ment absente. Les personnages, souvent des jeunes, vivent en dehors de la société, uniquement préoccupés par des relations au sein du petit groupe qu’ils forment. Apparaissent alors les problèmes de la vie quotidienne, de la sphère privée : les réceptions mondaines, les relations amoureuses, la drogue et ainsi de suite. Fait significatif : plusieurs récits se passent dans une île ou une maison isolée à l’écart des agglomérations. Indifférents aux mutations de la société moderne, vivant difficilement les relations avec la génération précédente, ces personnages constatent le vide de leur âme, et se souviennent avec nostalgie de certains moments de leur enfance. Et le style des récits vient renforcer ce constat : il confirme le lecteur dans l’impression que ces jeunes vivent dans l’incertitude sur leurs objectifs, sur leur place dans la vie.Die 1970 in Berlin geborene Schriftstellerin Judith Hermann hat bisher zwei Erzählbände veröffentlicht – Sommerhaus, später (1998) und Nichts als Gespenster (2003) –, denen unzweifelhaft ein großer Verkaufserfolg beschieden war. Der vorliegende Artikel möchte die Hauptthemen dieser beiden Bücher näher untersuchen. Schon beim ersten Lesen dieser Texte fällt auf, dass die geschichtliche Dimension (und nicht nur die Ereignisse, die Deutschland in den zehn vorhergehenden Jahren beschäftigten) völlig ausgeklammert bleiben. Die Personen, meist junge Leute, leben außerhalb der Gesellschaft und unterhalten ausschließlich Beziehungen innerhalb ihres kleinen Freundeskreises. Alles dreht sich um ihre eigenen, alltäglichen Probleme: Besuche, Liebesverhältnisse, Empfänge, Rauschgift usw. Bemerkenswert ist, dass mehrere Erzählungen sich auf einer Insel oder einem einsamen, fernen Ort abspielen. Die Figuren Judith Hermanns, die den Veränderungen der modernen Gesellschaft gleichgültig gegenüberstehen und nur schwer Kontakt zur Elterngeneration finden, verspüren ein geistiges Vakuum und entsinnen sich wehmütig ihrer eigenen Kindheit. Auch der Stil dieser Erzählungen verstärkt diesen Eindruck : Der Leser fühlt, dass diese Jugendlichen mit ihren Lebensinhalten, ihrem Platz in der Welt nicht ins Reine gekommen sind

    The impact of anti-dumping duty on consumer prices of frozen bone-in chicken portion imports from the European Union

    The South Africa Poultry Association remarks that frozen bone-in portions of fowls are imported at dumping prices, thereby negatively affecting the poultry industry within the entire SACU region. In this paper, we investigate how a 15 percent, 20 percent and 25 percent increase in anti-dumping duties imposed on frozen bone-in portions affects consumer prices. A fixed effect zero-truncated negative binomial regression and a two Stage Least Squares (2SLS) estimator were used in the analysis. Findings suggest that increasing anti-dumping duties will lead to a reduction in imports of frozen bone-in portions and this will translate into higher consumer prices ranging between 28.34 R/kg and 29.71 R/kg

    Socio-economic determinants of rural household food expenditure: A quantile regression analysis

    This paper provides an analysis of factors that influence rural household expenditure on food using a quantile regression analysis. The objective was to investigate if there are any relationships to discern between household expenditure on food and a number of other socio-economic factors in addition to household income and household size as stipulated in Engel�s law. The results indicate that indeed there are relationships that could be discerned between household food expenditure and gender, education, occupation, household income, number of people depending on household income, gender distribution by age groups and number of livestock sales per annum. However, household income has a relatively smaller effect in magnitude as compared to the rest of these factors. Furthermore, the results show that the relationships differ along the quantiles. In other words, some factors had a significant and higher effect in the lower quantile compared to the higher quantile. On the basis of such results, the study suggests that tailor-made interventions should be considered in the development initiatives that are targeting rural households as different factors affect these households differently

    South Africa’s domestic resource mobilization position: is it good or bad and why

    This paper presents a case study on South Africa’s resource mobilisation. Domestic resource mobilisation is defined as the generation of savings from domestic resources and encouragement of investments from foreign investors to create a big domestic resource pull and the allocation of resources to economically and socially productive sectors. In South Africa, government fiscal policy and the monetary policy as well as the expenditure systems are well developed. The government lead institutions in the domestic resource mobilisation include, and not limited to, National Treasury, South African Receiver of Revenue (SARS), South African Reserve Bank (SARB), Fiscal and Financial Commission (FFS), and Statistics South Africa. The market oriented financial system of South Africa implies minimum state interventions as market mechanism is assumed to achieve the highest efficiency in terms of resource allocation. However, government acknowledge that market imperfections do occasionally arise and that intervention by way of regulation is sometimes justified. The government therefore promulgates legislation and creates regulatory authorities and authorise them to influence the economy according to government policy. South Africa has put in place strong administrative measures to ensure efficient tax collection process, however, the country still experiences large loses in the form of illicit financial flows. It is estimated that the country lost over US$ 24 billion in the last decade. South Africa’s domestic resource mobilisation status has been very good, however, recently a number of variables that are used to measure the healthy nature of this are going the opposite direction
