    South-South education relations

    While scholarly interest in South–South cooperation (SSC) has substantially grown over the past decade, South–South education relations have received only scant attention in the Anglophone academic literatures on SSC, international development and international and comparative education. This chapter adopts an historical and global approach to this topic in an effort to contribute to closing this research gap. The chapter unfolds as follows: the first section introduces the concepts of ‘the South’ and ‘South–South cooperation’, counter-posed with practices of ‘triangular collaboration’ and ‘best practice transfer’. On this basis, the second section conducts a critical review of existing South–South education cooperation literatures. Framed by these discussions, two case studies of contemporary South–South education relations are presented: the ÂĄYo, Sí Puedo! (Sure, I Can!) global literacy campaign promoted by the governments of the Republic of Cuba and the Bolivarian Republic of Venezuela; and the education cooperation agenda of the so-called BRICS. The conclusion resumes the question of whether South–South education cooperation simply represents ‘best practice transfer’ or Third World solidarity for global transformation, while proposals for a future research agenda are developed.info:eu-repo/semantics/acceptedVersio

    Ramp Rates Effect in Ramp Method for Partial Discharge Inception Voltage Measurement in Mineral Oil

    AbstractIEC 61294 regulates about Partial Discharge Inception Voltage (PDIV) measurement procedure in liquid insulation using the ramp method with speed 1kV/s. This PDIV test method is assumed to give the PDIV test results higher than it should be. This paper aims to study the feasibility of the using ramp rates lower than 1kV/s on PDIV measurement in mineral oil. Experiments were performed using test circuit complied with IEC 60270 standard. The needle–plane electrode configuration with a gap distance of 50mm was used. Tests were carried out with the mineral oil, Nynas 4000X, with moisture content less than 10ppm. Test voltage with ramp rate 0.25kV/s, 0.5kV/s, 1kV/s and 2kV/s were applied to the test vessel to examine PDIV value respectively. In addition to PDIV level measurement, Partial Discharge (PD) activities were also measured for 1minute at each PDIV level. Moreover, the combine test method which is combination of ramp method and step method was applied to the test electrode system. The test results show that the usage of lower ramp rate in ramp method for PDIV level measurement produced lower PDIV level. The PDIV levels and PD activities obtained in the test using the ramp rate of 0.25kV/s and 0.5kV/s decreased insignificantly compared to the test results acquired from the test with ramp rate 1kV/s. Test result comparison illustrates that the combine method is the better alternative method compared with reducing ramp rate for PDIV measurement in mineral oil

    Analysis of a global Moreton wave observed on October 28, 2003

    We study the well pronounced Moreton wave that occurred in as- sociation with the X17.2 are/CME event of October 28, 2003. This Moreton wave is striking for its global propagation and two separate wave centers, which implies that two waves were launched simultane- ously. The mean velocity of the Moreton wave, tracked within different sectors of propagation direction, lies in the range of v ~ 900-1100 km/s with two sectors showing wave deceleration. The perturbation profile analysis of the wave indicates amplitude growth followed by amplitude weakening and broadening of the perturbation profile, which is con- sistent with a disturbance first driven and then evolving into a freely propagating wave. The EIT wavefront is found to lie on the same kinematical curve as the Moreton wavefronts indicating that both are different signatures of the same physical process. Bipolar coronal dim- mings are observed on the same opposite East-West edges of the active region as the Moreton wave ignition centers. The radio type II source, which is co-spatially located with the first wave front, indicates that the wave was launched from an extended source region (& 60 Mm).     We model the propagation of a coronal shock wave, using nonlinear geometrical acoustics. The method is based on the Wentzel-Kramers-Brillouin (WKB) approach and takes into account the main properties of nonlinear waves: i) dependence of the wave front velocity on the wave amplitude, ii) nonlinear dissipation of the wave energy, and iii) progressive increase in the duration of solitary shock waves. We address the method in detail and present results of the modeling of the propagation of shock-associated extreme-ultraviolet (EUV) waves as well as Moreton waves along the solar surface in the simplest solar corona model. The calculations reveal deceleration and lengthening of the waves. In contrast, waves considered in the linear approximation keep their length unchanged and slightly accelerate.Comment: 15 pages, 7 figures, accepted for publication in Solar Physic

    Partindo de um quadro teĂłrico neo-gramsciano crĂ­tico Ă  globalização, este artigo aplica a nova teoria do regionalismo (NTR) e a teoria do regionalismo regulatĂłrio (TRR) Ă  sua anĂĄlise e teorização dos tratados de comĂ©rcio da Aliança Bolivariana para os Povos da Nossa AmĂ©rica (ALBA-TCP) como regionalismo contra-hegemĂŽnico na AmĂ©rica Latina e Caribe (ALC). A ALBA estĂĄ centrada na ideia de um Socialismo do SĂ©culo XXI, que, como (inicialmente) tambĂ©m a Revolução Bolivariana da Venezuela, substitui a 'vantagem competitiva' pela 'vantagem cooperativa'. Em seu carĂĄter de conjunto de processos multidimensionais e transnacionais a ALBA-TCP opera dentro de/transversalmente a um nĂșmero de setores e escalas, ao mesmo passo que as transformaçÔes estruturais sĂŁo movidas pela interação de agentes do Estado e agentes nĂŁo estatais. A polĂ­tica de Educação Superior para Todos (ESPT) do governo venezuelano rejeita a agenda neoliberal globalizada de mercadorização, privatização e elitismo e reinvindica educação pĂșblica gratuita em todos os nĂ­veis como um direito humano fundamental. A ESPT estĂĄ sendo regionalizado em um espaço educacional emergente da ALBA e assume um papel-chave nos processos de democracia direta e participatĂłria, dos quais a construção popular (bottom-up) da contra-hegemonia e a redefinição polĂ­tica e econĂŽmica da ALC dependem. Antes de produzir sujeitos empreendedores conformes ao capitalismo global, a ESPT procura formar subjetividades ao longo de valores morais de solidariedade e cooperação. Isso serĂĄ ilustrado com referĂȘncia a um estudo etnogrĂĄfico de caso da Universidade Bolivariana da Venezuela (UBV).This paper employs new regionalism theory and regulatory regionalism theory in its analysis and theorisation of the Bolivarian Alliance for the Peoples of Our America (ALBA) as a counter-hegemonic Latin American and Caribbean (LAC) regionalism. As (initially) the regionalisation of Venezuela's Bolivarian Revolution, ALBA is centred around the idea of a 21st Century Socialism that replaces the 'competitive advantage' with the 'cooperative advantage'. ALBA, as a set of multi-dimensional inter- and transnational processes, operates within and across a range of sectors and scales whilst the structural transformations are driven by the interplay of state and non-state actors. The Venezuelan government's Higher Education For All (HEFA) policy, which is being regionalised within an emergent ALBA education space, assumes a key role in the direct democratic and participatory democratic processes upon which a bottom-up construction of counter-hegemony depends. HEFA challenges the globalised neoliberal higher education agenda of commoditisation, privatisation and elitism. Rather than producing enterprising subjects fashioned for global capitalism, HEFA seeks to form subjectivities along the moral values of solidarity and cooperation
