    Is There a Disability Gap in Employment Rates in Developing Countries?

    This paper examines differences in employment rates between persons with and without disabilities in 15 developing countries using the World Health Survey. We find that people with disabilities have lower employment rates than persons without disabilities in nine countries. Across countries, disability gaps in employment rates are more often found for men than women. The largest disability gap in employment rates is found for persons with multiple disabilities. For countries with a disability gap, results from a logistic decomposition suggest that observable characteristics of persons with/without disabilities do not explain most of the gap

    This open access book introduces the human development model to define disability and map its links with health and wellbeing, based on Sen’s capability approach. The author uses panel survey data with internationally comparable questions on disability for Ethiopia, Malawi, Tanzania and Uganda. It presents evidence on the prevalence of disability and its strong and consistent association with multidimensional poverty, mortality, economic insecurity and deprivations in education, morbidity and employment. It shows that disability needs to be considered from multiple angles including aging, gender, health and poverty. Ultimately, this study makes a call for inclusion and prevention interventions as solutions to the deprivations associated with impairments and health conditions

    Disability and social safety nets in developing countries

    This paper deals with how social safety nets may reach the poor with disabilities in developing countries. It presents a framework for analyzing the inclusion of disability in social safety nets. The paper first reviews evidence on the relation between disability and poverty, and, discusses the roles that safety nets may play with regard to disability. Safety nets can reach persons with disabilities through inclusive mainstream programs, as well as disability targeted programs. The advantages and challenges of disability targeting are then discussed. The paper proceeds to analyze different ways that can be used to include disability considerations in the implementation of mainstream safety nets, through the reduction of physical, communication, and social barriers surrounding such programs, and through the careful design and evaluation of safety nets. The use of disability targeting versus, or in combination with disability mainstreaming is thendiscussed.

    Monitoring multidimensional poverty in the U.S.

    On the international stage, poverty is increasingly understood multi-dimensionally as a deprivation of wellbeing in several dimensions rather than solely as a lack of income or low consumption. In the U.S., recent research shows that many people who are not counted as poor under the official or supplemental measures of income poverty experience multidimensional poverty. Yet there is no monitoring of multidimensional poverty. This paper examines trends in multidimensional poverty in the U.S. since 2013 using a measure that includes deprivations in family income, selfreported health status, educational attainment, employment status, and health insurance coverage. Using Current Population Survey data for years 2013 to 2017, the percentage of the total population experiencing multidimensional poverty decreased significantly each year, from 13.8% in 2013 to 10.0% in 2017. However, between 2016 and 2017, the extent of the decline in multidimensional poverty was smaller than in earlier years and became less widely shared across population groups. Increased deprivations in health insurance explain this more limited decline in multidimensional poverty in 2017

    Towards Inclusive Education : The impact of disability on school attendance in developing countries

    The paper aims to reduce the global knowledge gap pertaining to the impact of disability on school attendance, using cross-nationally comparable and nationally representative data from 18 surveys in 15 countries that are selected among 2,500 surveys and censuses.These selected surveys administered the Washington Group Short Set (WGSS) of disability-screening questions, covering five functional domains of seeing, hearing, mobility, self-care, and remembering, and collected information on educational status. Using both descriptive and econometric approaches, the paper finds that (i) the average disability gap in school attendance stands at 30% in primary and secondary schools in 15 countries; (ii) more than 85% of disabled primary-age children who are out of school have never attended school; (iii) the average marginal effect of disability on primary and secondary school attendance is negative and significant (-30%), and (iv) countries that have reached close to universal primary education report high ratios of disabled to non-disabled out-of-school children indicating that general education policies to improve access do not effectively mainstream disabled children in education, and (v) disabled children confront the same difficulties in participating in education, regardless of their individual and socio-economic characteristics

    Disability and Poverty in Developing Countries: A Snapshot from the World Health Survey

    The association between disability and poverty has been noted intuitively, although there is little systematic evidence to support this claim, mainly due to a lack of quality data on disability. This paper attempts to fill a knowledge gap on disability and poverty in developing countries by using a unique data set, the World Health Survey, which has comparable measures of disability and economic indicators for working age population in 15 developing countries. Disability is significantly associated with higher multidimensional poverty in most of the developing countries under study. At the individual level, in most of the countries included in the study, persons with disabilities have lower educational attainment and experience lower employment rates than persons without disabilities. At the household level, in most countries households with disabilities are not worse off when their well-being is measured by mean non-health PCE. However, in most countries, households with disabilities have a significantly lower mean asset index and report spending a higher proportion of their expenditure on health care

    Disability and poverty are dynamic and intricately linked phenomena. In developed countries, a large body of empirical research shows that persons with disabilities experience inter alia comparatively lower educational attainment, lower employment and higher unemployment rates, worse living conditions, and higher poverty rates. This study aims to contribute to the empirical research on social and economic conditions of people with disabilities in developing countries. Using comparable data and methods across countries, this study presents a snapshot of economic and poverty situation of working-age persons with disabilities and their households in fifteen developing countries. This research is relevant for several reasons. First, it contributes to a currently small body of empirical evidence on the economic status of persons with disabilities in developing countries. Second, by providing a baseline data on the economic well-being and the poverty status of working-age persons with disabilities and their households in 2003 in the countries under study, it can inform national disability policies. Finally, this study can also inform future data and research efforts on disability in developing countries. This study is structured as follows. Section two provides definitions and some background on disability and poverty. Section three describes the data and methods. Section four presents disability prevalence estimates in the fifteen developing countries under study and results on the economic well-being of working-age population at the individual and household levels. Section five gives results of an analysis of multidimensional poverty across disability status.     Assistive technology access in longitudinal datasets: a global review

    Functional limitations become more prevalent as populations age, emphasising an increasingly urgent need for assistive technology (AT). Critical to meeting this need trajectory is understanding AT access in older ages. Yet few publications examine this from a longitudinal perspective. This review aims to identify and collate what data exist globally, seeking all population-based cohorts and repeated cross-sectional surveys through the Maelstrom Research Catalogue (searched May 10, 2022) and the Disability Data Report (published 2022), respectively. Datasets incorporating functional limitations modules and question(s) dedicated to AT, with a wave of data collection since 2009, were included. Of 81 cohorts and 202 surveys identified, 47 and 62 meet inclusion criteria, respectively. Over 40% of cohorts were drawn from high-income countries which have already experienced significant population ageing. Cohorts often exclude participants based on pre-existing support needs. For surveys, Africa is the most represented region (40%). Globally, 73% of waves were conducted since 2016. 'Use' is the most collected AT access indicator (69% of cohorts and 85% of surveys). Glasses (78%) and hearing aids (77%) are the most represented AT. While gaps in data coverage and representation are significant, collating existing datasets highlights current opportunities for analyses and methods for improving data collection across the sector
