    A REVIEW ON PUBLIC PARTICIPATION IN ENVIRONMENTAL IMPACT ASSESSMENT IN MALAYSIA

    Environmental Impact Assessment (EIA) was introduced to measure the benefit or cost from physical development to the public and community. In Malaysia, EIA was initiated in 1988 as a mandatory legislative requirement to protect and enhance the quality of the environment through licensing, setting of standards, coordination of research and dissemination of information to the public. Public involvement in assessment period is vital, and this conceptual paper identifies that there are three levels of participation in EIA. However, public participation in EIA in Malaysia, in general, is only instrumental due to weaknesses in regulation, lack of awareness and expertise among the public. This further raises the question of effective EIA implementation when public representation is characterized by pseudo participation and select involvement rather than broad participation of all community members, which is an important prerequisite for effective public participation.EIA, community involvement, public participation process

    TOURISM DEVELOPMENT IN MALAYSIA. A REVIEW ON FEDERAL GOVERNMENT POLICIES

    Tourism development in Malaysia began since 1960s. Embarking on the strategy to develop rural areas and provide diversity in national economy, tourism industry drastically become as the second most important sector after petroleum. Therefore, the aim of this article is to review the progress of tourism development in Malaysia from the period of the First Malaysian Plan (1966-1970) until the Ninth Malaysian Plan (2006-2010). This paper is also discussed several approaches related to tourism administration and policy taken by the federal government as stated in the New Economic Policy (1970) and the National Tourism Master Plan (1975). Further elaboration is then centred on the growth of tourism industry in Malaysia from 1987 to 2009.Tourism development, Malaysia Plan, international arrival, tourism growth.

    IMPROVING STUDENTS’ READING COMPREHENSION THROUGH MIND MAPPING TECHNIQUE OF VIII GRADE AT SMP N 5 TOLITOLI

    The objective of this research is to find out whether mind mapping strategy can improve students’ reading comprehension or not..This research is pre experimental research design consist of one group pre-test and post-test. The Population of this research is the eighth grade of SMPN 5 Tolitoli in 2016/2017 academic year. The sample of this research is selected by using purposive sampling technique and the selected class is VIII b consisted of 21 students. In collecting the data, the researcher took from the result of pre-test and post-test. The researcher analized the data  statically.The result of the test showed that the students’ mean score in posttest 81.14 is higher than pretest 51.4  To know the significant difference between pretest and posttest, the researcher compared the value of t-counted and t-table by applying 0.05 level of significance for two-tailed test with 20 degree of freedom (21-1=20), the researcher found that the tcounted (15,98) is higher than ttable (2,080) and the hypothesis of this research is accepted.The researcher concluded that application mind mapping strategy can improve students’ reading comprehension of eight grade at SMP N 5 Tolitoli.  Key words:improving reading comprehension,and mind mapping

    THE USE OF MIND MAPPING TECHNIQUE IN IMPROVING STUDENTS’ WRITING ABILITY IN NARRATIVE TEXT AT GRADE VIII OF MTs DDI KELURAHAN BARU TOLITOLI

    The objective of this research was to identify whether the use of mind mapping was effective to improve students’ skill in writing narrative text. This pre-experimental study  used 25 students as a sample. They were grade VIIIC of MTs DDI Kel.Baru. The procedure of this research consisted of pretest, treatment, and posttest. The researcher gave pretest and posttest to know the use of mind mapping technique can improve the students’ writing ability or not.  The result of the analysis showed that mind mapping technique contributed greatly to the students in writing narrative text. It can be seen by the difference of the mean score between pre-test and post-test. The mean score of pre-test was 48.60 while in the post-test improved up to 71.00. The data of this research were analyzed by using SPSS Program 16.0.Moreover, the Minimum Mastery Criterion of English lesson was 75 (seventy-five). Then the data of both tests were analyzed by using T-test, and the result showed that the T-test value 11.362 was greater than T-table value 2.064. It can be inferred that mind mapping technique was very effective to improve students’ ability in writing narrative text.  Key words: improving, teaching writing, narrative text, mind mapping technique. ABSTRAC

    Penelitian Tindakan Kelas (PTK) dilakukan guna perbaikan proses pembelajaran terhadap peningkatkan kemampuan membaca Alquran pada siswa kelas VIII di Sekolah Menengah Pertama Negeri 1 Tanah Pasir. Pelaksanaan penelitian tindakan kelas ini bertujuan untuk: (1) Mengetahui peningkatan kemampuan membaca Alquran siswa sebelum pelaksanaan strategi mengulang dan penggunaan media audio visual, (2) Mengetahui pelaksanaan strategi mengulang dalam meningkatkan kemampuan membaca Alquran pada siswa kelas VIII, (3) Mengetahui penggunaan media audio visual dalam meningkatkan kemampuan membaca Alquran pada siswa kelas VIII, (4) Mengetahui peningkatan kemampuan membaca Alquran siswa sesudah pelaksanaan strategi mengulang dan penggunaan media audio visual. Penelitian ini dilaksanakan pada semester I (ganjil) tahun ajaran 2011/2012 yaitu mulai tanggal 19 September 2011 hingga 21 November 2011. Lokasi penelitian pada Sekolah Menengah Pertama Negeri 1 Tanah Pasir beralamat di Jalan Cut Nyak Asiah, Desa Cangguek Kecamatan Tanah Pasir Kabupaten Aceh Utara. Subjek penelitian siswa kelas VIII1 dengan jumlah siswa 40 orang terdiri dari laki-laki 18 orang dan perempuan 22 orang. Tindakan pembelajaran dilaksanakan dalam 3 (tiga) siklus. Masing-masing siklus dilaksanakan dalam 1 (satu) pertemuan. Setiap siklus terdiri dari tahapan perencanaan, pelaksanaan tindakan, pengamatan dan refleksi. Pelaksanaan pembelajaran dirancang dengan menggunakan strategi rehearsal dan media audio visual. Alat pengumpul data melalui tes pilihan ganda dan tes kemampuan membaca Alquran, observasi, respon peserta didik terhadap pembelajaran dengan menggunakan strategi rehearsal dan media audio visual, dan dokumentasi. Teknik analisis data yang digunakan adalah kuantitatif dan kualitatif, dilakukan dengan teknik deskriptif persentase.     : This study aims to determine the mechanism, consideration, implementation, and dissemination of the principal decision-making through strategic management at Bandar Baru SMPN 1. This research used descriptive method with qualitative approach, data collection techniques were interviews, observation and documentation study. Subjects were principals, vice-principals, and teachers. The results showed that: (1) The mechanism of decision-making is done by identifying activities problems, formulate goals, determine alternatives, determine solutions, and decision-making, (2) consideration in decision-making is done by consensus paths between teachers and employees, (3) Implementation of decision-making implemented through legalization, operational plans, and communication, and action, monitoring, review and evaluation, and (4) socialization of decisions implemented through an open explanation to the vice principal and carried out according to plan

    Kemitraan Sekolah dan Orang Tua dalam Penanaman Kedisiplinan Ibadah Siswa. MA Asy-Syafi'iyah Kendari. Penelitian ini bertujuan untuk mengetahui bentuk kemitraan sekolah dan orang tua dalam penanaman kedisiplinan ibadah siswa, serta faktor pendukung dan penghambatnya. Merupakan penelitian kualitatif dengan pendekatan Sosiologi. Hasil penelitian menunjukkan: (1) Bentuk kemitraan: pertemuan guru dan orang tua, surat-menyurat antara sekolah dan orang tua, kegiatan home visit, keterlibatan orang tua dalam acara sekolah, perkumpulan orang tua dan guru, dan laporan berkala. (2)Faktor pendukung: kompetensi sosial guru, minat orang tua dalam pendidikan anak, dan akses sekolah yang terbuka terhadap orang tua.     AN ANALYSIS OF STUDENTS ANXIETY IN SPEAKING ENGLISH OF THE SECOND GRADE STUDENTS OF MA DDI LAKATAN

    This research aimed to find out what are the causes of students anxiety in speaking mainly in English subject. This type of research was a qualitative research method in which the research location is MA DDI Lakatan, whose data sources consist of 5 students namely Rf, Sm, Hk, Sw, Sp. The data collection method included interviews, questionnaires, and documentation. The data analysis technique was qualitative descriptive analysis (data reduction, data display and conclusion drawer). The result of interview showed that the students felt anxiety which were caused by some aspects; they fear of making mistake, less confident when they asked to speak in front of the class, fear of being ridiculed by peers, and had limited by vocabulary. The result of questionnaire also stated that the second grade students of MA DDI Lakatan felt anxiety in speaking English

    Rendahnya pemahaman siswa terhadap konsep perbandingan pecahan berpengaruhlangsung pada prestasi perbandingan pecahan. Pemahaman konsep harus diutamakansupaya siswa memiliki skill dalam menyelesaikan permasalahan perbandingan pecahanyang dihadapinya. Tujuan penelitian ini melalui kegiatan pembelajaran menggunakan mediaorigami dapat meningkatkan kemampuan siswa kelas III SD Negeri 1 Jangka dalammembandingkan pecahan. Jenis penelitian tindakan kelas dengan menggunakan modelKemmis dan Tagart. Subyek penelitian 20 siswa kelas III SDN 1 Jangka. Pengumpulandata dengan tes awal, tes akhir tindakan, observasi dan wawancara. Teknik analisis datadengan tahapan pengumpulan data, reduksi data, penyajian data, verifikasi data danpenarikan kesimpulan. Keberhasilan hanya satu tindakan berupa pembelajaran sebagaiusaha mempermudah pemahaman dengan membuat kedua pecahan kedalam bentuk konkritdengan Hasil penelitian pembelajaran berlangsung dengan baik, pembelajaran denganmenggunakan kertas origami dapat meningkatkan pemahaman konsep perbandinganpecahan pada siswa kelas III SD Negeri 1 Jangka
