    On the Importance of MC&A to Nuclear Security

    Over the past fifty years, the threats posed by nuclear material and nuclear weapons have changed. These changes demand a new response. During the Cold War, the primary concern was that more States might establish programs to develop nuclear weapons. This is still a possibility, however, the concern of State proliferation of nuclear weapons has been joined by a new concern, namely the concern that a non-State actor might acquire a nuclear weapon or misuse nuclear or other radioactive material to create a disruptive nuclear security event. Because the threat has changed, international and national approaches to nuclear security need to change. Measures should be adopted world-wide that respond to the potential for a non-State actor to acquire and misuse nuclear material. (The primary subject of this paper is containing nuclear material threats. However, the same concepts that apply to nuclear material apply to other radioactive material, and from this point forward “nuclear material” could be interchanged with “nuclear and other radioactive material.”) The first step in preventing a non-State actor from acquiring nuclear material is for States to require nuclear facilities (i.e. organizations that possess nuclear material) to establish programs to maintain control over and account for the nuclear material that they possess. Most States already require a program of accounting for and control of nuclear material as part of their international nuclear safeguards programs. Enhancing existing nuclear material control and accounting (MC&A) programs could help to address the evolved threat to nuclear security, in addition to improving safeguards. This paper addresses the need to enhance existing MC&A programs to accommodate the needs of nuclear security.     The influence of selected demographic and biographical characteristics on the level of cultural intelligence among mid-level managers of home health care systems in the United States

    Disparities exist in health care quality among racial and ethnic minority groups. Minority Americans receive lower quality health care than non-minorities even after adjustment for insurance status and income. A leading cause of these disparities is the biases and prejudices of health care providers. The primary purpose of this study was to determine if a relationship exists between levels of cultural intelligence (CQ) and selected demographic and biographical characteristics among mid-level managers of home health care systems throughout the United States. This research provides an understanding of factors influencing cultural intelligence among site directors in home health care. An examination of selected characteristics to determine their relationship with CQ revealed 13 variables related to overall cultural intelligence levels. International experience presented the strongest relationship with cultural intelligence, a finding consistent with prior literature. Regional variation was found between cultural intelligence levels of site directors in the East South Central division and the West South Central, South Atlantic, and Pacific divisions. Three clinical specialty areas including case management, general nursing practice, and nurse executive also related to cultural intelligence. Results found five models existed that explain a significant portion of the variance in each of four subscales and overall cultural intelligence levels. Characteristics that positively related in multiple models included prior international work experience and duration of international work and non-work experience. Prior clinical experience in general nursing positively correlated to cultural intelligence in four of the models, and a negative relationship between the East South Central division and cultural intelligence existed in four models. These results provide insight on antecedents of cultural intelligence and allow for greater understanding of cultural intelligence within the context of health care

    Organic/Inorganic Polymeric Composites for Heat-Transfer Reduction

    Organic/inorganic polymeric composite materials have been invented with significant reduction in heat-transfer properties. Measured decreases of 20-50 percent in thermal conductivity versus that of the unmodified polymer matrix have been attained. These novel composite materials also maintain mechanical properties of the unmodified polymer matrix. The present embodiments are applicable, but not limited to: racing applications, aerospace applications, textile industry, electronic applications, military hardware improvements, and even food service industries. One specific application of the polymeric composition is for use in tanks, pipes, valves, structural supports, and components for hot or cold fluid process systems where heat flow through materials is problematic and not desired. With respect to thermal conductivity and physical properties, these materials are superior alternatives to prior composite materials. These materials may prove useful as substitutes for metals in some cryogenic applications. A material of this type can be made from a blend of thermoplastics, elastomers, and appropriate additives and processed on normal polymer processing equipment. The resulting processed organic/inorganic composite can be made into fibers, molded, or otherwise processed into useable articles

    Cultural Resources Survey of the Leander Rehabilitation Center, Williamson County, Texas

    In August-September 1996, personnel from Prewitt and Associates, Inc., conducted a cultural resources survey of ca. 725 acres of the former Leander Rehabilitation Center. The project area lies adjacent to U.S. Highway 183 and FM 620 in southern Williamson County, Texas. The survey resulted in additional documentation of one previously recorded prehistoric archeological site (41 WM452), the identification and recording of four historic archeological sites (41WM892, 41WM893, 41WM896, and 41WM897), and reconnaissance-level documentation of 45 historic buildings and structures. Site 41WM452 is an extensive upland lithic scatter and lithic procurement site which lacks subsurface deposits, features, and datable materials. Site 41WM892 is a wood-chopper camp that contains a number of rock alignments and limited artifact deposits dating to the first decade of the twentieth century. Site 41WM893 is a remnant of a railroad spur used during the 1937-1941 construction of Marshall Ford Dam (now Mansfield Dam). Site 41WM896 contains a small number of features and sparse artifact deposits associated with the 1937-1945 Rhodes farmstead. Site 41WM897 is an isolated historic well with unknown associations. None of these archeological sites contains important information, and it is recommended that they be considered not eligible for listing in the National Register of Historic Places or for designation as State Archeological Landmarks. The 45 buildings and structures, at 36 locations, are associated with the former State Dairy and Hog Farm. This farm was established in 1942, expanded after 1945, and reached its peak years of production as a hog farm between 1950 and the late 1960s, Created to serve the needs of the State Board of Control and the State Hospital, the facility is significant for its success in food production for eleemosynary institutions in Austin and throughout Texas, as well as for its role in the application of modern psychiatric treatment based on the therapeutic value of manual labor. Among the surveyed resources are dwellings, an office and warehouse building, a dormitory, a variety of agricultural buildings and structures, and infrastructural elements, all built between 1943 and 1955. Twenty-one of the 45 surveyed resources are recommended as being eligible for listing in the National Register of Historic Places under Criteria A and C as Contributing resources in a historic district and for designation as State Archeological Landmarks
