Diverse responses of coastal communities to offshore wind farming development in Southern Spain
Despite having one of the fastest rates of wind power growth in Europe, offshore wind power development in
Spain has been relatively slow. One of the factors affecting its deployment is strong local opposition. In this
paper, we explore the main factors affecting local perceptions of offshore wind farms in the coastal regions
of Southern Spain. We also compare local opinions of on-land and offshore farms, their impacts on local
landscapes/seascapes, and their compatibility with local practices and values. To this end, a multi-phase
research approach was applied, based on several stages of data collection and analysis and on surveys conducted
between 2012 and 2022. Our study shows that the conflicts surrounding offshore wind farms are linked to the
perception of the sea and the wind as important local resources and the perceived right of the coastal region
to use these resources to generate wealth for their communities. The coastal communities’ values, perceptions,
and practices regarding the sea have a fundamental influence on their opinions. Our research indicates that
local people are more likely to accept offshore wind farms if they provide socioeconomic benefits for their
communities and if joint use of marine resources can be guaranteed.Ministry of the Economy, Industry and Competitiveness and State Research Agency of Spain, and European Regional Development Fund CSO2017-86975-R

There is a long tradition of scientific exchanges between French and Spanish, although the epistemologies of both of them are not superposed. During a large part of the 20th century, the Iberian Peninsula was a field of study for numerous French geographers, particularly in the field of regional geography. At the same time, the French model of geography influenced the modernization of the Spanish geography. Currently bi-national research experiences more balanced exchanges in both directions and the research topics were extended to different branches of geography. This dynamic is promising and we have, with this special number, the objective of feeding it. Our objective is to contribute to this promising dynamic and to establish bases for a French-Spanish geography. We present the common elements of the past and present investigations of French and Spanish geographers. After outlining the broad lines of our common epistemology, we introduce a selection of articles presented at the first French-Spanish Geography Workshops (Granada, 2016). We have complemented the analysis of these articles with a critical reading of other texts published in France and Spain to define a broad domain of fields and geographic objects that feed scientific exchanges between both countries, which were consolidated in the second French-Spanish Geography Workshop (Paris, 2017).
The institutional contexts of the energy transition in Spain and Hungary: the diversity of a community goal
The energy policies of the different countries of the European Union are marked by the community objectives of achieving a 32% of renewable energy consumption of total consumption by 2030. Although there are ambitious objectives to promote the energy transition in the EU, the development of RES has been uneven between countries. The article analyzes how the energy transition process is developing in Spain and Hungary through a comparative study of the institutional contexts on which this process is based. Two countries whose natural potential has allowed them to be ambitious in their renewable energy development projections, but which must propose a new approach to their energy systems if they want to achieve their full development. Along with structural problems such as the energy tradition linked to hydrocarbons, the monopolization of electricity markets or administrative complexity, the social and landscape dimension of renewables are emerging as new challenges for both countries. The objective of the article is to analyze the similarities and differences between the two models of energy development that allow to exemplify the various national realities behind this European objective and to understand the uneven energy transition in different European countries
