Understanding notional machines through traditional teaching with conceptual contraposition and program memory tracing
A correct understanding about how computers run code is mandatory in order to effectively learn to program. Lectures have historically been used in programming courses to teach how computers execute code, and students are assessed through traditional evaluation methods, such as exams. Constructivism learning theory objects to students’ passiveness during lessons, and traditional quantitative methods for evaluating a complex cognitive process such as understanding. Constructivism proposes complimentary techniques, such as conceptual contraposition and colloquies. We enriched lectures of a “Programming II” (CS2) course combining conceptual contraposition with program memory tracing, then we evaluated students’ understanding of programming concepts through colloquies. Evaluation of potential Spanish text markers on social posts asfeatures for polarity classification
This work describes the identification and evaluation process of potential text markers for sen-timent analysis. Evaluation of the markers and its use as part of the feature extraction processfrom plain text that is needed for sentiment analysis is presented. Evaluation of text markerobtained as a result of systematic analysis from a corpus over a second one allowed us to iden-tify that emphasized positive words are strong indicators for positive text. The second corpusallowed us to evaluate the relation between the polarity of emphasized words and the text theyappear in. PROGRAMAS DE POSGRADO DE FINANCIAMIENTO COMPLEMENTARIO: MITOS Y REALIDADES
Se trata de presentar los mitos y realidades de lo que se ha denominado la privatización de la educación superior universitaria en el contexto de una universidad pública. Se presenta una comparación entre programas de posgrado totalmente financiados con fondos públicos, programas regulares, y programas de posgrado de financiamiento complementario. El estudio se basa en los datos auto-reportados por los programas en su Informe de Labores del 2010 realizado con indicadores de gestión del Manual de Acreditación de la Agencia Centroamericana de Acreditación de Postgrado, ACAP, y elaborado por el Sistema de Estudios de Posgrado de la Universidad de Costa Rica utilizando una plataforma de software libre para realizar encuestas en línea. Se presentan las diferencias entre los programas regulares, los programas de financiamiento complementario y los mixtos, poniendo en evidencia los beneficios de este último tipo de gestión

ANÁLISIS DE LAS POLÍTICAS PÚBLICAS DESDE LOS ACTORES: UN MODELO DE CUANTIFICACIÓN APLICADO A CASOS DE GOBIERNO DIGITAL EN COSTA RICA Y CHILE
This paper describes an analytical model intended to explain and/or predict the possible success or failure of public policies. Given that is more difficult to define the context of public actions, this model proposes that actors’ characterization involved in potential solutions is a key input to understand policies. Assessing actors’ veto power and support provides quantitative indicators such as feasibility and legitimacy for a given policy. The model was applied to analyze some digital government cases on Costa Rica and Chile. In this article state procurement projects in both countries are shown to illustrate the potential of the model.Este artículo describe un modelo de análisis de políticas públicas que se propone para poder explicar y predecir el menor o mayor éxito de éstas, dentro de un contexto global en el cual es más complejo definir el entorno de la acción pública. Dentro de este modelo se caracteriza a los actores involucrados estableciendo el poder de veto y el respaldo de éstos, lo cual permite generar indicadores de factibilidad y legitimidad de una política. Estos últimos reflejan las causas o las posibilidades de éxito de éstas. El modelo se ha aplicado a casos de gobierno digital en Costa Rica y Chile. Aquí se ilustra el modelo utilizando los proyectos de compras públicas llevados a cabo en ambos países

In this paper an analysis of technical and scale efficiency of the academic units of the University of Costa Rica is presented. The methodology used is data envelopment analysis (DEA), since it allows to measure relative efficiency and provides information on how to improve each academic unit that is inefficient. The results are reported for three groupings: one based on the training process, another based on size (according to three inputs) and the third based on the knowledge area. Three inputs and three outputs are used. A sensitivity analysis through the development of four models is performed. The emphasis is on the mathematical model used, the output-oriented
model, with variable returns of scale, solved each time with normalized data

La metodología utilizada es el Análisis Envolvente de Datos (DEA, por sus siglas en inglés), pues permite medir eficiencia relativa y proporciona información sobre cómo debe mejorar cada unidad académica que resulta ineficiente. Se reportan los resultados para tres agrupaciones: una basada en el proceso formativo, otra en el tamaño (de acuerdo a tres entradas) y la tercera basada en área de conocimiento. Se usan tres indicadores de entrada y tres de salida. Se realiza un análisis de sensibilidad por medio de la formulación de cuatro modelos. Se hace énfasis en el modelo matemático utilizado, correspondiente al modelo orientado a salidas y con rendimientos de escala variables, el cual se resuelve con los datos normalizados
Mobile internet tariff models: technical or political decisions? A Costa Rican case study
We focus on the discussion about the proposal of shifting to a post
paid mobile Internet tariff model based on usage, and its impact on universal use
and service access for the poor sectors of the country. This proposal aims to
address the problem of cellular data network saturation, by charging per down‐
loaded kilobyte instead of allowing unlimited use. We analyze the position of
important actors using the Advocacy Coalition Framework. The study reveals the
absence of public policies on IT connectivity and infrastructure in Costa Rica.
Based on the results, we conclude that the proposed change does not solve the
saturation problem, but rather imposes limitations on access and usage for lowincome

Typifying mechanisms for gender digital equity in Latin America
Gender digital equity in Latin America and the Caribbean is our goal.
We analyze gender specific structural inequalities that constitute barriers for
women’s access to ICT: such as education, traditional cultural beliefs and prac‐
tices, and economic inequality. We argue also that male-dominated ICT design
and implementation (functionality, content, and human-computer interaction) can
inhibit gender digital equity. We present a model to typify the existing mecha‐
nisms for reaching gender digital equity and propose a new mechanism: creating
gender consciousness in ICT design and construction, and attracting women to
the ICT field. The proposed model reflects the four mechanisms and depicts the
possible means through which they can be implemented. Moreover, the model
appoints actors capable of and responsible for such means. Recommendations for
