    The Model of Decision Support to Prevent the Transmission of a Financial Crisis to the Real Economy

    The aim of the article is to form an integrated model to forecast, identify a financial crisis and minimize its spread to the real economy. The conceptual scheme reflecting the investigation of the transmission of a financial crisis to the real economy is presented. It is based on the hypothesis that the development of a crisis in the financial sector of the economy precedes a crisis in the real economy, but it is possible to mitigate the consequences of the former and partially manage the crisis in the real economy by influencing the channels of its transmission at different stages of penetration. It is proved that the most appropriate for forming an integrated model of the transmission of a financial crisis is the use of simulation models, since such models allow testing the possibility of preventing the transmission of a financial crisis to the real economy. Building a plan of experiments for the simulation model is based on the Graeco-Latin square methodology, which is due to the effectiveness of this tool in limiting the studied data ranges. In order to evaluate the results of the conducted experiments and choose an effective management model that will correspond to an optimal variant of crisis prevention, Harrington’s desirability function is chosen, which is based on the idea of converting the natural values of private responses into a dimensionless scale of desirability or preference. The function built is the basis for the formed approach to determining optimal and suboptimal solutions for minimizing the transmission of a financial crisis to the real economy. As a result of the study, it was determined that only 20 % of the options (25 decisions) of possible management ones can have a positive result. The formed block of decision support models is an important component of the developed integrated model, which allows modeling the process of the transmission of a financial crisis from the burst of a bubble in the financial sector to the impact on certain parts of the real economy

    A Methodological Approach to Evaluating the Progress of the Implementation of the Smart City Concept in Ukrainian Cities

    Ukrainian cities are joining the global movement for digitalization. They have gradually started to use benefits of ICT, claiming their smartness and promoting newly implemented technological solutions. However, till the date we do not have a commonly accepted definition or framework for measuring their success. Based on the reviewed international and national frameworks, there proposed a methodological approach to evaluating the progress of Ukrainian cities in implementing the Smart Sustainable City Framework. The research takes into account both the theoretical base (components and definitions of Smart Sustainable City defined by different scholars) and practical side (the available evaluation methodologies). The developed Framework comprises two stages: a) creation of conditions for concept building; b) actual measurement of sustainability and smartness of cities, each of which including several dimensions. The model uses 54 indicators, the data being taken from both official statistical sources and survey data. The methodology has been used to measure the index of six selected Ukrainian cities that are considered quite progressive in terms of ICT usage and smart solution implementation. The results reveal that cities with officially adopted relevant strategies typically demonstrate better results than those that implement innovations on an ad-hoc basis

    The modern development of teacher training system demonstrates the rethinking of teacher professional competences and focuses on general pedagogical, educational, methodological and psychological skills of a comprehensive school teacher. Improving the effectiveness of school education makes high demands on the personal qualities and professional competences of a teacher. In the new socio-economic conditions the approaches to the organization and content of methodological work in terms of in-service teacher training are changing. The successful pedagogical process is largely determined by the activity of emotionally secure, socially and professionally competent teacher, ready to continuing professional development. It implies a broad general cultural background, mastering of reflective skills. The study of these problems is associated with the increasing role of professional components in the development of teacher as a highly qualified specialist. This is due to the multidimensional scope of teacher’s activities, research attitude to the work, readiness to implement innovations. Such specialists make it possible to provide methodological support and i-service training of teachers at a qualitatively new level.El desarrollo moderno del sistema de formación docente demuestra el replanteamiento de las competencias profesionales docentes y se centra en las habilidades pedagógicas, educativas, metodológicas y psicológicas generales de un maestro escolar integral. Mejorar la efectividad de la educación escolar exige mucho sobre las cualidades personales y las competencias profesionales de un maestro. En las nuevas condiciones socioeconómicas, los enfoques para la organización y el contenido del trabajo metodológico en términos de capacitación docente en servicio están cambiando. El exitoso proceso pedagógico está determinado en gran medida por la actividad de un maestro emocionalmente seguro, social y profesionalmente competente, listo para continuar el desarrollo profesional. Implica un amplio trasfondo cultural general, el dominio de las habilidades reflexivas. El estudio de estos problemas está asociado con el creciente papel de los componentes profesionales en el desarrollo del maestro como especialista altamente calificado. Esto se debe al alcance multidimensional de las actividades de los docentes, la actitud investigadora hacia el trabajo, la disposición para implementar innovaciones.     The general trends of contemporary education include the desire to integrate and universalize social relations. This study aims to explain that the process leads to the intensification of intercultural interaction between representatives of different cultural communities. The expansion of intercultural contacts in the modern world emphasizes the importance of achieving mutual understanding between people of different cultures. The study concludes that multicultural education should become an inseparable part of general education, including additional professional education, since interpersonal relationships take place in a multiethnic and multicultural environment.Las tendencias generales de la educación contemporánea incluyen el deseo de integrar y universalizar las relaciones sociales.     At the moment, there is an active digital transformation of the practice and processes in HR management. The use of electronic means, artificial intelligence and information technology can significantly increase the efficiency of HR management. This study presents the concept and various aspects of the use of artificial intelligence in HR management. The purpose of the study is to identify the key aspects of the highly qualified stuff formation in the digital economy. The research method is a comparative and causal analysis of management decisions and steps to prepare and implement the digital HR transformation. As a result of the study, a model of the recruitment process based on artificial intelligence and a map of possible risks were obtained. The results of the study can be useful in the implementation of HR management based on artificial intelligence and information technology

    Identification of species in the genus Nitraria L. (Nitrariaceae) based on nucleotide variability of nuclear ribosomal DNA

    Intragenomic polymorphism of ITS1 and ITS2 of nuclear ribosomal DNA sequences was analysed in 33 samples belonging to the Nitraria species N. schoberi, N. sibirica, and N. komarovii. The nucleotide variability of the ITS region was detected in the Nitraria species as single-nucleotide substitutions (mainly transitions) and single-nucleotide deletion. Information about the nucleotide variability of fragments is given for the first time by us. The ITS1-5.8S-ITS2 region contained 17 phylogenetically informative single-nucleotide polymorphisms. Eleven single-nucleotide substitutions (transitions, C/T) were detected in ITS1. The ITS2 spacer contained 273–274 bp and was more conservative. A total of 5 phylogenetically informative single-nucleotide polymorphisms (4 transitions: C/T, G/A, one transversion: G/C), one single-nucleotide deletion (T/–) were detected in ITS2. The average GC content was 61.5 %. The GC content was lower in N. sibirica (59.2 %) than in N. schoberi and N. komarovii (62.7 %). It has been shown that the shorter ITS2 is a suitable molecular marker separating these species, due to the low interspecific variability and simultaneous available intraspecific variability. Phylogenetic ML and BI trees constructed separately for the ITS1 and ITS2 spacers, as well as separately for the full-size ITS region and the ITS2 spacer, were congruent. The results obtained on the intraspecific differentiation of N. sibirica revealed two main ribotypes among the samples of this species: the main Siberian sibirica-ribotype and the main Kazakh sibiricaribotype. Geographical features of the distribution of N. sibirica ribotypes, as well as the presence of significant differences between the main Siberian and Kazakh sibirica-ribotypes (3 single-nucleotide substitutions) indicated significant inter-population differences and taxonomic heterogeneity of N. sibirica. Most likely, the processes of homogenization of nuclear ribosomal DNA of N. sibirica samples, the origin of which is associated with hybridization and speciation, are currently continuing

    Diagnosis of endometrial hyperplasia in routine gynecological practice

    Objective. To estimate the accuracy, sensitivity, specificity, positive predictive value (PPV) and negative predictive value (NPV) in diagnosis of endometrial hyperplasia using transvaginal ultrasonography (TVS) versus histopathological findings. Materials and methods. This is a retrospective study of 156 patients who underwent hysteroresectoscopy or diagnostic curettage. A comparative analysis of the preoperative diagnosis according to the TVS and postoperative diagnosis according to the histopathological conclusion was performed. All the patients were divided into 2 groups based on the TVS results before the procedure. Group 1 included 71 women with preoperative diagnosis of endometrial hyperplasia. Group 2 consisted of 85 women who underwent hysteroresectoscopy or diagnostic curettage for some other reasons. Using the statistical and mathematical methods, we determined the diagnostic value of TVS for diagnosis of both endometrial hyperplasia and pathology requiring subsequent invasive intervention into the uterine cavity. Results. According to histopathological findings, endometrial hyperplasia was found only in 35 (49.30 % PPV) out of the 71 patients who were positively diagnosed using TVS. The other 36 patients (50.70 %) had a negative histopathological diagnosis. The women of Group 2 were diagnosed correctly (absence of endometrial hyperplasia) in 52 cases (61.18 % NPV), but findings were positive in 33 (38.82 %) women according to histopathological examination. The sensitivity of TVS in the diagnosis of endometrial hyperplasia was 51.47 % (95 %CI 39.03–63.78) and the specificity was 59.09 % (95 %CI 48.09–69.46). However, the absence of indications for invasive intrauterine intervention was observed only in 4.22 % of women in Group 1 and in 2.35 % in Group 2. Conclusions. TVS has a low diagnostic value to identify an endometrial hyperplasia. TVS has a high diagnostic value for determination of intrauterine pathology which requires further hysteroresectoscopy or diagnostic curettage. Low diagnostic value of TVS in the diagnosis of endometrial hyperplasia necessitates an additional analysis considering the qualification of specialists performing ultrasound, the adequacy of the MOH Order No. 676 fulfillment, warranting reflection of parameters such as the endometrium structure, polypoid inclusions, sound conductivity, outer contour of the M-echo and uterine cavity surface as well as the endometrial-uterine ratio calculation in peri-and post-menopausal patients

    Observation of an Excited Bc+ State

    Using pp collision data corresponding to an integrated luminosity of 8.5 fb-1 recorded by the LHCb experiment at center-of-mass energies of s=7, 8, and 13 TeV, the observation of an excited Bc+ state in the Bc+π+π- invariant-mass spectrum is reported. The observed peak has a mass of 6841.2±0.6(stat)±0.1(syst)±0.8(Bc+) MeV/c2, where the last uncertainty is due to the limited knowledge of the Bc+ mass. It is consistent with expectations of the Bc∗(2S31)+ state reconstructed without the low-energy photon from the Bc∗(1S31)+→Bc+γ decay following Bc∗(2S31)+→Bc∗(1S31)+π+π-. A second state is seen with a global (local) statistical significance of 2.2σ (3.2σ) and a mass of 6872.1±1.3(stat)±0.1(syst)±0.8(Bc+) MeV/c2, and is consistent with the Bc(2S10)+ state. These mass measurements are the most precise to date

    Respiratory Syncytial Virus (RSV) RNA loads in peripheral blood correlates with disease severity in mice

    <p>Abstract</p> <p>Background</p> <p>Respiratory Syncytial Virus (RSV) infection is usually restricted to the respiratory epithelium. Few studies have documented the presence of RSV in the systemic circulation, however there is no consistent information whether virus detection in the blood correlates with disease severity.</p> <p>Methods</p> <p>Balb/c mice were inoculated with live RSV, heat-inactivated RSV or medium. A subset of RSV-infected mice was treated with anti-RSV antibody 72 h post-inoculation. RSV RNA loads were measured by PCR in peripheral blood from day 1-21 post-inoculation and were correlated with upper and lower respiratory tract viral loads, the systemic cytokine response, lung inflammation and pulmonary function. Immunohistochemical staining was used to define the localization of RSV antigens in the respiratory tract and peripheral blood.</p> <p>Results</p> <p>RSV RNA loads were detected in peripheral blood from day 1 to 14 post-inoculation, peaked on day 5 and significantly correlated with nasal and lung RSV loads, airway obstruction, and blood CCL2 and CXCL1 expression. Treatment with anti-RSV antibody reduced blood RSV RNA loads and improved airway obstruction. Immunostaining identified RSV antigens in alveolar macrophages and peripheral blood monocytes.</p> <p>Conclusions</p> <p>RSV RNA was detected in peripheral blood upon infection with live RSV, followed a time-course parallel to viral loads assessed in the respiratory tract and was significantly correlated with RSV-induced airway disease.</p
