    Arrangement of cooperation between labour market and regional vocational education system

Purpose: Modern educational environment in the system of vocational education focuses on the requirements of labour market and those of employers to the content of graduates’ professional competencies. Thus, the purpose of this paper is to develop practical guidance on the arrangement of cooperation between labour market and regional vocational education system. Design/methodology/approach: Participative approach allowed considering the cooperation between labour market and regional system of vocational education as the process aimed at creating management tools for formation, use, development of human resources. The research involved 300 teachers, 400 students, 100 employers, who found out the effectiveness criteria for the cooperation between labour market and vocational education system. Findings: The findings reveal national models characteristics and universal tools for cooperation between vocational education institutions and enterprise. National models characteristics allow identifying the most advantageous cooperation tools; comparing suggested tools with the experience of others and thereby assessing their relevance and implementation risks. Research limitations/implications: The research results allow us to plan strategies for further studies of this problem, which are related to the development of models for cooperation between labour market and vocational education system. Practical implications: The identification of universal tools for cooperation between vocational education institutions and enterprise promotes the integration of national vocational education systems into national educational space. The materials of the paper can be useful for university leaders and professors; employees of centres for professional advancement and retraining in selecting and structuring the content of academic and teaching staff’s advanced training. Social implications: The revealed criteria contribute to vocational education programmes integration, connection between professional and educational standards, students’ professional identity. Originality/value: The effectiveness of the cooperation between labour market and vocational education system will be improved by studying national models and identifying the most advantageous cooperation tools (modular training, voluntary social/ecological year, educational resources integration, state and public management, clustering vocational education institutions and industry companies). This will allow comparing the suggested tools for collaboration between labour market and vocational education system with the experience of others and thereby assess their relevance and implementation risks. Improving the cooperation between labour market and vocational education system will be successful provided that universal tools for cooperation (socio-economic, educational, practical, innovative and technological) are identified, which promotes the integration of national vocational education systems into national educational space. The effectiveness of cooperation between labour market and vocational education system will increase on condition of criterion assessment (clustering, subjectivity, transdisciplinarity), promoting vocational education programmes integration, connection between professional and educational standards, students’ professional identity, students’ engagement in the development and implementation of research and production projects, stepped formation of professional competencies

    Special competence in the structure of vocational pedagogical integrity in the sphere of vocational education

    The significance of the issue under study lies in research of the subject matter, character and components of special competences, as well as defining feasible ways of their formation in the framework of a higher vocational pedagogical institution. The article is aimed at providing the rationale for necessary formation of special competences in education for vocational teachers with implementation of Vocational and Federal State Education Standards. The main method of studying the given issue consists in pedagogical modeling of educational procedures for vocational teachers which allows it to outline the formation process of a special competence in learning specialist disciplines after determining its structure and contents. It was deemed necessary and proved to form special competence in education of future vocational teachers. The process of special training was structured with relevant amendments and supplements to its contents. On the top of it, this process of was accompanied by specially designed learning and teaching materials. The contents of the article could be of interest for graduate students and postgraduates as well as teachers who are involved in working on educational projects for vocational teachers. © Authors

    The managerial mechanism of future competitive technical specialists vocational training: The Russian experience

Modern economies demand the training of technical specialists’ new generation ready to project and engineering, production and technological, organizational and management, science and research, service and operational professional activities, as well as the fulfillment of skilled work using modern equipment for the developed technological process. One of the variants of the organization of vocational training of future competitive technical specialists is based on the integration of educational curricula of different levels (primary, secondary and high). The purpose of the paper is to develop a managerial mechanism for future competitive technical specialists’ training based on the integration of educational curricula at different levels (primary, secondary and high). The leading method is the method of action research, allowing obtain new knowledge on the managerial mechanism for vocational training of specialists, capable of a certain type of practical activities, self-organization and competitiveness on the labor market through the integration of primary, secondary and high levels of educational curricula. The article defines the essence of integrated educational curricula of primary, secondary and high levels of vocational training; it justifies the organization of control and assessment procedures of students’ vocational training through the integration of educational curricula at different levels; proposes an algorithm of students’ selection to study on integrated educational curricula.     Formation of official loyalty of cadets in educational process of higher educational institutions of Russian penitentiary system

    © Author(s).This article is aimed at revealing the foundations of the formation of the official loyalty among the cadets of higher education institutions of the FPS of Russia by the institutions staff, and first of all, by the faculty. Leading methods of research of this problem in this article were: the analysis of scientific papers and official documents, questionnaires, interviews, observation. The article describes the key problems of formation of the official loyalty among FPS of Russia employees. Article identifies factors both assisting and impeding the process of the purposeful formation of official loyalty. Also the attention is focused on the heterogeneity of mechanisms of formation of official loyalty in behavior on the level of compliance with legal and ethical norms, disclosed the peculiarities of formation of official loyalty in the context of the educational process in educational institutions of the FPS of Russia.     The subject of the study is the institution of digital rights, which has recently been enshrined in Russian legislation. This topic is relevant since the definition of digital rights causes numerous discussions and disputes. Practice on this issue has not yet developed, and there are conflicts in the current legislation. The purpose of the article is to consider the scope of digital rights and define the category "digital rights", given that there is a deep difference between its broad and narrow definitions. The following tasks have been solved to achieve this goal: (1) to consider the regulatory framework governing digital rights; (2) to analyze the main approaches to the definition of digital rights; (3) to study various definitions of digital objects; (4) to highlight the main characteristics of digital objects; (5) to propose original definitions of "digital rights" and "digital objects".Methodology. The authors use the general scientific dialectical method, as well as formallegal, system-structural, formal-logical methods and methods of cognition. The synergetic method is used to clarify the main features of digital rights. It allows isolating new rules and reality from the creative potential of chaos.The main results and the scope of the study. Considering law as a variable phenomenon, it has been proved that it is constantly changing. Analysis allows the authors to conclude that digital rights are an independent special type of rights that arise only in relation to digital objects created in digital form. The features of digital rights include: digital format, occurrence only in the cyber-physical space, consolidation in the form of software algorithms, the accounting system is carried out without an intermediary, the owner’s digital rights are realized with access to the Internet and a key in the form of login.The main qualitative characteristics of digital objects include the following: digital objects are not material; in some cases, they cannot be materialized and there is no need for that; digital objects are created using modern high-tech systems; it is possible to make transactions with digital objects only in the cyber-physical space; the right of inheritance for some digital objects is limited to inheritance by will due to the peculiarities of ownership of these objects; digital objects can be disposed of without the participation of third parties and intermediaries; transactions with digital assets are confidential.Conclusions. Based on the study results, original definitions of "digital rights" and "digital objects" have been proposed. Digital right is a digital algorithm that enshrines the powers of individuals and legal entities to own, use, and alienate digital objects of civil rights in hightech systems, given that technical means provide the owner with the opportunity to exercise their powers. Digital objects represent an independent legal category, which is a cryptographic code that gives the owner the right to perform any actions with it - to own, dispose of, alienate, make transactions, and other actions not prohibited by law. Legislative amendments to the current Russian legislation are developed.Предметом исследования является институт цифровых прав в гражданском праве России. Цель статьи – рассмотреть объем цифровых прав и дать определение категории «цифровые права», учитывая, что между широким и узкоспециальным определением существует глубокое различие. Для реализации поставленной цели решаются следующие задачи: 1) рассмотреть нормативную базу, регламентирующую цифровые права; 2) проанализировать основные подходы к определению цифровых прав; 3) изучить различные дефиниции определения «цифровые объекты»; 4) выделить основные характеристики цифровых объектов; 5) предложить авторские определения «цифровых прав» и «цифровых объектов». В исследовании использован общенаучный диалектический метод, а также формально-юридический, системно-структурный, формально-логический методы познания. Синергетический метод использовался для выяснения особенностей и основных признаков цифровых прав, он позволил из созидательного потенциала хаоса вычленить новые правила и новую реальность. Проведенный анализ позволил сделать вывод, что цифровые права являются самостоятельным особым видом прав, которые возникают только в отношении цифровых объектов, созданных в цифровой форме. К особенностям цифровых прав следует отнести: цифровой формат, возникновение только в киберфизическом пространстве, закрепление в виде программного алгоритма, осуществление системы учета без посредника, реализация цифровых прав собственника при наличии доступа к сети «Интернет» и ключа в виде логина.     Digital transformation strategies of trade enterprises: Key areas, development and implementation algorithms

    Digital transformation brings about fundamental transformations in relationships with partners, customers, and competitors. It is proved that digital transformation is to be studied thoroughly as a phenomenon that profoundly affects almost all the factors of the external and internal environment of the company. The article analyzes the key areas of the strategy development at the present stage of economy. The key trends of digital transformation in the activity of trade enterprises are taken into account. The article shows that such lines of innovative development as the improvement of digital methods of collecting, processing, and analyzing information; expansion of interaction with consumers in the digital environment; timely detection of changes in the competitive environment, a response to emerging threats by using technologies of Web Analytics, Video Analytics, Wi-Fi Analytics, data management platforms, Advanced Analytics, virtual and augmented reality technology, the Internet of Things, and many others can be regarded as the most important ones. The need for further improvement of digital technologies is recognized as a new company value for trade enterprises.     Features of economic costs of trading enterprise: Theory and practice

Under the conditions of commodity-money relations and economic isolation of the enterprise, there are inevitable differences between public expenses and production expenses of the company. Public production expenses are a combination of live and embodied labor which finds expression in the cost of production. Expenses of the enterprise consist of the sum of all expenses of the enterprise for production and its sale. These expenses, expressed in monetary terms, are called costs and are part of the product value. The largest share of the expenses for industrial production consists of raw materials and basic materials, followed by salaries and depreciation. Getting the maximum effect with the least costs, saving manpower, material and financial resources depend on how the company solves the problems of reducing the cost of production. The process of improving the organization of production and labor, in addition to cost saving by reducing the losses, more often than not provides for increased productivity of labor, i.e. saving the cost of human labor. At the current stage of economic development, the economy of human labor in comparison with the economy of social labor gives more significant results, as evidenced by the study of economic growth through the use of a production function

The processes of socialization and vocational education are dialectically interrelated. Education, as a structural component of vocational education is considered as the management process of socialization, providing personal self-realization, its positioning as an active entity of social reality. The purpose of the paper is to identify the characteristics of education as a management process of research universities students’ socialization. The leading method is the method of action research, allowing to obtain new knowledge about education as the management of socialization process and to propose methods of educating of research universities students. The article defines the essence of socialization, as a process of assimilation of social experience by joining the social environment and active reproduction of social relations’ system; functions are clarified (assimilation of social information, the development of diverse forms of activities and communication, the awareness of being the actor of social reality, self-realization, participation in the reproduction of social experience) and types (positive, negative, reformation) of socialization; the features of education as a students’ socialization process management are revealed (subjectivity, adaptability, humanity, dedication, nationality); the methods of education are proposed (psychological-pedagogical, subject-creative, cognitive-oriented) as the management process of research universities students’ socialization.     Slater-Pauling Behavior of the Half-Ferromagnetic Full-Heusler Alloys

    Using the full-potential screened Korringa-Kohn-Rostoker method we study the full-Heusler alloys based on Co, Fe, Rh and Ru. We show that many of these compounds show a half-metallic behavior, however in contrast to the half-Heusler alloys the energy gap in the minority band is extremely small. These full-Heusler compounds show a Slater-Pauling behavior and the total spin-magnetic moment per unit cell (M_t) scales with the total number of valence electrons (Z_t) following the rule: M_t=Z_t-24. We explain why the spin-down band contains exactly 12 electrons using arguments based on the group theory and show that this rule holds also for compounds with less than 24 valence electrons.
