    Imagining the Communities of Others:The Case of the Seljuk Turks

    Στα τέλη του 11ου αιώνα οι βυζαντινοί ιστοριογράφοι άρχισαν να χρησιμοποιούν μια σειρά κλασσικών και λαϊκότροπων εθνωνυμιών σε μια προσπάθεια να περιγράψουν τους Σελτζούκους Τούρκους, οι οποίοι εγκαταστάθηκαν σταδιακά στην Μικρά Ασία και γρήγορα έγιναν οι κύριοι εχθροί της Βυζαντινής Αυτοκρατορίας στην Ανατολή. Μελετώντας τα κλασσικά και σύγχρονα εθνωνύμια σε ιστοριογραφικά έργα της περιόδου από τα τέλη του 11ου αιώνα μέχρι το μέσον του 13ου αιώνα, υποστηρίζω ότι η εξέλιξη και χρήση των όρων Πέρσης, Τοῦρκος και Τουρκομάνος ήταν ριζωμένες περισσότερο σε προσπάθεια απεικόνισης σύγχρονων πολιτικών πραγματικοτήτων παρά στη μίμηση κλασσικών προτύπων. Με αυτή την εργασία εξετάζω, λοιπόν, πως αυτά τα εθνωνύμια, όταν χρησιμοποιούνται στην ιστοριογραφία, αντικατοπτρίζουν τον τρόπο με τον οποίο οι Ρωμαίοι του Μεσαίωνα αντιλαμβάνονταν τόσο τη δική τους όσο και την ταυτότητα των άλλων.no abstract available in Englis

    Some Computational Aspects of the Brain Computer Interfaces Based on Inner Music

    We discuss the BCI based on inner tones and inner music. We had some success in the detection of inner tones, the imagined tones which are not sung aloud. Rather easily imagined and controlled, they offer a set of states usable for BCI, with high information capacity and high transfer rates. Imagination of sounds or musical tunes could provide a multicommand language for BCI, as if using the natural language. Moreover, this approach could be used to test musical abilities. Such BCI interface could be superior when there is a need for a broader command language. Some computational estimates and unresolved difficulties are presented

    One of the most complex and problematic issues of our time, in order to reduce pollution and consumption of conventional energy resources, inclines the construction of human habitat in harmony with nature. Solution of the problem is to design buildings according to the principles and methods of bioclimatic architecture, which indicates the concept of designing buildings as an integral part of the environment.This is certainly not a new approach, since old civilizations built their habitats by these methods. Nevertheless, previous century architects, influenced by industrial revolution, were loyal to new technologies and rarely took into account the impact of their design on the environment or psychological impact on the residents of the city as a result of nature's suspension. By insisting on design standards that have faced away from nature, architecture has created environmental problems and lost communication with people. Furthermore, components that are produced in order to use natural energy sources, such as photo voltaic panels, solar collectors, thermal glass, and etc., that can be used for the final appearance of the building, are generally treated by the architects, as included rather than expressive elements.In developed countries, where over population is one of the biggest problems, the concept of "return to nature" is a renewal of the green area, destroyed for building of facilities, by creating gardens as an integral part architecture or by creating the architecture as a part of a garden.Applied to the topic of this report, the identification of a new aesthetics of public buildings, designed in the spirit of bioclimatic architecture, aim is to explore their structure and form as a value occurred when the architect manages to harmonize the life of nature and architecture in the mutual appreciation

    The topical issue of academic population housing at the beginning of the 21st century, especially in the Balkan area is focused on the more rational urbarchitectonic, functional organization of characteristic floor plan volumes and residential units in them. The authors emphasize the need for a different designing and conceptual formation of the residential space for the users, giving primacy to housing structures with ante-rooms and common areas, which is a core element for improvement of socialization links and emotional stability of student residents, and for organization of residential semi-groups Such approach fundamentally changes the belief where one residential unit was directly linked to the common communication area, floor corridor, in general, it is a new transformation of residential volumes and the form of collective housing, it is a new concept of building of student hostels as urbarchitectonic structures

    The key element to good space management is awareness of its historical development throughout history in particular that of his physical structure. Contemporary issues of less energy and economy expenses but greater ecology benefits, lead to greater involvement of the existing historic and abandoned structures in the process of city structure planning.The buildings were examined showing methods for achieving sustainability of the built environment by their re-use in the future. The paper analyses the historic, functional, structural and other aspects within revitalization of existing buildings for the purpose of student housing. The case study indicates potential for adaptation and strongly examines the idea of refurbishment rather then re-development of the existing buildings on the site and in its surroundings.The results indicate the re-use of existing building fund to accomplish various reimbursements, which promote cultural and historic sustainability and help in promoting architectural values along with practical extension of building life

    Serbia - public sector accounting review : report on the enhancement of public sector financial reporting

    The government’s public financial management (PFM) Reform Program 2016-2020 foresees the gradual transition of public sector financial reporting from a cash basis to an accrual basis of accounting and the application of International Public Sector Accounting Standards (IPSAS). This will significantly improve the quality of financial information and should enable better informed decision-making, more efficient use of public funds and resources and improved fiscal performance. This Report on the Enhancement of Public Sector Financial Reporting is one output of the Serbia Public Sector Accounting Reform Technical Assistance project funded by the Swiss State Secretariat for Economic Affairs (SECO) through the Strengthening Accountability and Fiduciary Environment (SAFE) Trust Fund under the Public Sector Accounting and Reporting Program (PULSAR) which provides support for the development and implementation of public sector accounting standards. This report supports the development of a plan towards that goal by assessing the institutional framework for public sector accounting as well as the gap between Serbian public sector generally accepted accounting principles (PS GAAP) and IPSAS
