    Internationalisation of the State in the Czech Republic: Igniting the Competition for Foreign Investment in the Visegrád Four Region

    This article focuses on a key episode in the Czech political-economic history of the 1990s, the abandonment of ‘Czech capitalism’, and the switch towards the competition state and an economic model based on foreign investment. The account of the U-turn in the policy approach to foreign investors identifies domestic actors that have had a crucial role in organising political support for the competition state. These actors, which the author calls the ‘comprador’ service sector, have an important role in mediating the structural power of transnational investors and translating it into other forms of power within the state. These actors also had a major role in shaping the U-turn in policy in the Czech Republic

    The case of Foxconn in Turkey: benefiting from free labour and anti-union policy

    Starting from the 2000s Foxconn invested in Czechia, Slovakia, Hungary, Russia and Turkey, implementing a territorial diversification strategy aimed at getting nearer to its end markets. This chapter investigates the development of Foxconn in Turkey where the multinational owns a plant with about 400 workers. A few kilometres from the city of \uc7orlu and close to highways, ports and international airports, the plant enables Foxconn to implement an efficient global supply chain. We illustrate this process by examining the company\u2019s localisation within a special economic zone, underlining the economic advantages derived from such a tax regime, bringing labour costs down to the Chinese level and obtaining proximity to European, North African and Middle East customers, thus lowering logistic costs. We also analyse the roles of labour flexibility and trade unions. In order to impose far-reaching flexibility on its workers Foxconn put in place a range of strategies, including an hours bank system, multitask operators and the recruitment of apprentices thanks a special programme funded by the state. We show how these have been crucial for Foxconn\u2019s just-in-time production contrasting its labour turnover problem. Finally, we highlight how the company has been able to implement a flexible working pattern, weaken the trade unions and undercut workers\u2019 opposition, thanks to favourable labour laws approved by successive governments in the past thirty years

    Are European Works Councils ready for Brexit? : An inside look

    On 31 January 2020, at 23:00, the United Kingdom (UK) officially ceased to be a member of the European Union (EU). One of the many areas that will likely be directly affected with regard to workers’ rights is the organisation and functioning of European Works Councils (EWCs). EWCs are company-level institutions set up in multinational companies (MNCs) to enable the provision of information to and consultation of employees on transnational matters. This policy brief shows that • Brexit will have an immediate effect on about 14% of all EWCs because they are based on UK national law. • There are also UK representatives in more than 70% of EWCs. • By 2018, most UK-based EWCs had already discussed the impact of Brexit. However, almost half of the EWCs with UK representatives had not yet discussed what will happen. • Of those EWCs with UK representatives, most think the UK members will remain members of the EWC, quite a few do not know, and about 16% predict that they will not remain members

    Foreign Direct Investments in Business Services: Transforming the Visegrád Four Region into a Knowledge-based Economy?

    Foreign direct investments (FDIs) in the service sector are widely attributed an important role in bringing more skill-intensive activities into the Visegrad Four (V4). This region—comprising Poland, the Czech Republic, Hungary and Slovakia—relied heavily on FDIs in manufacturing, which was often found to generate activities with limited skill content. This contribution deconstructs the chaotic concept of “business services” by analysing the actual nature of service sector activities outsourced and offshored to the V4. Using the knowledge-based economy (KBE) as a benchmark, the paper assesses the potential of service sector outsourcing in contributing to regional competitiveness by increasing the innovative capacity. It also discusses the role of state policies towards service sector FDI (SFDI). The analysis combines data obtained from case studies undertaken in service sector outsourcing projects in V4 countries. Moreover, it draws on interviews with senior employees of investment promotion agencies and publicly available data and statistics on activities within the service sector in the region. It argues that the recent inward investments in business services in the V4 mainly utilize existing local human capital resources, and their contribution to the development of the KBE is limited to employment creation and demand for skilled labour
