Cultura pol铆tica y democratizaci贸n en Am茅rica Latina
El prop贸sito de este art铆culo es analizar la forma en que los valores pol铆ticos heredados de la etapa colonial tienen una larga y profunda presencia en Am茅rica Latina; y observar los efectos de los reg铆menes democr谩ticos, en nuestras naciones, a lo largo del siglo XIX y XX. El argumento central es que la democracia no comprende 煤nicamente condiciones de bienestar econ贸mico y creaci贸n de sistemas pol铆ticos relativamente competitivos, sino que requiere desarrollo de valores democr谩ticos, en particular en sociedades que como las latinoamericanas a煤n mantienen una pesada herencia cultural no-democr谩tica. Although the concept of political culture was born in the 60s, its content has been varying in different scale since, and has produced a difficult and quite often pointless argument among political scientists, sociologists and even anthropologists. The purpose of this essay is to enter into debate from two apparently conflicting theoretical perspectives: the interpretative sociology, which seek out the meaning and codifications of the social action; and the more recent comparative politics advances, which attempt to explain the values and political attitudes change in contemporary societies

El concepto de cultura pol铆tica si bien nace como tal en los a帽os sesenta, su contenido ha venido variando desde entonces en muy diversos grados, generando un arduo y a veces infructuoso debate entre polit贸logos, soci贸logos y hasta antrop贸logos. El prop贸sito de este ensayo es incursionar en el debate desde dos perspectivas te贸ricas aparentemente opuestas: la sociolog铆a interpretativa, que busca entender los significados y c贸digos de la acci贸n social, y los m谩s recientes aportes de la pol铆tica comparada que buscan explicar el cambio de valores y actitudes pol铆ticas en las sociedades actuales
Algunos problemas en el tejido institucional de las universidades p煤blicas mexicanas
El objetivo del ensayo consiste en examinar aquellas 谩reas complejas que parecen, desde hace al menos dos d茅cadas, estar entorpeciendo el desarrollo, consolidaci贸n o crecimiento de las universidades p煤blicas en M茅xico. Identificamos, entre otros, dos 谩mbitos problem谩ticos. Por un lado, la inadecuaci贸n entre la estructura acad茅mica y las necesidades actuales del avance del conocimiento; y por otra, el desfase entre la organizaci贸n administrativa y de gobierno, frente a las nuevas pol铆ticas nacionales de educaci贸n superior. Aunque estrechamente relacionados, con fines de exposici贸n, en la primera parte abordamos el aspecto acad茅micocient铆fico, y en la segunda, el burocr谩tico-de gobierno. Ambos son parte de un tejido institucional cuyos cambios urgen en las universidades p煤blicas mexicanas
Democracy in Latin America: status and prospects
The purpose of this essay is to examine the status of democracy in Latin American countries as well as the prospects upcoming for the region in the present decade. We will provide a map of the subject that includes a basic definition of democracy, an overview of theories about how democracies arise and may be maintained, as a continuum, and a review of what we know empirically about Latin American democratization. We suggest a model in which political culture and social structure influence each other, and that both directly influence political processes, which in turn mediates between these causal factors and the actual emergence of democratic rules of the political game in every particular country. The approach is completed with a series of lapop Data that shows up how far and in what direction democracy is taking place in Latin America

The book to be presented has a great value. In the first place it was a necessary publication, for both the academy as well as for the political life of our country. For the academy because the Partido de la Revoluci贸n Democr谩tica (PRD) and the political parties and organizations that formed it have been the least studied in the wide range of political parties in Mexico. There are several works and researches on the PRI (Hern谩ndez, 1998; Garrido, 1994; B谩ez, 2001), several volumes on the PAN (Loaeza, 1999; Misrahi, 1998), but there are few texts on PRD or the Mexican left wing in general (Bartra, 1982; Bruhn, 1997, 1998; Carr, 1996). The academy gets shyly toward the analysis of the political parties after 1988, when numerous approaches on the hegemonic system-party start coming tolight, led by the works of Giovanni Sartori (1980) principally. Gradually start the research on the old and new parties. Nonetheless, to this approach a text that accounted for the origin, evolution, performance and perspectives of the Mexican transition heir, the PRD was missing. That is the reason why the book by Igor Vivero was, in the first place, definitely necessary
