    (Excerpt) The strong policy in favor of centralizing bankruptcy disputes in a single forum often overrides the deference typically owed to the enforceability of the enforceability of forum-selection clauses (“FSC”). As such, with the exception of the Seventh and Tenth Circuits, FSCs are less likely to be enforced in bankruptcy cases, especially when the pending claim is constitutionally core. This memorandum explores the treatment of FSCs in bankruptcy cases. Section I discusses bankruptcy courts’ strong presumption for centralized proceedings; Section II examines the treatment of FSC when the matter is core; and Section III reviews the rejection of the “core v. non-core” analysis by certain circuits

    Tuberculosis (TB) is a disease associated with inequality, and wise investment of economic resources is considered critical to its control. Panama has recently secured its status as an upper-middle-income country with robust economic growth. However, the prioritisation of resources for TB control remains a major challenge. In this article, we highlight areas that urgently require action to effectively reduce TB burden to minimal levels.     A rare-event study of frequency regulation and contingency services from grid-scale batteries

    We perform a rare-event study on a simulated power system in which grid-scale batteries provide both regulation and emergency frequency control ancillary services. Using a model of random power disturbances at each bus, we employ the skipping sampler, a Markov Chain Monte Carlo algorithm for rare-event sampling, to build conditional distributions of the power disturbances leading to two kinds of instability: frequency excursions outside the normal operating band, and load shedding. Potential saturation in the benefits, and competition between the two services, are explored as the battery maximum power output increases

    Activation of the innate immune receptor Dectin-1 upon formation of a 'phagocytic synapse'.

    Innate immune cells must be able to distinguish between direct binding to microbes and detection of components shed from the surface of microbes located at a distance. Dectin-1 (also known as CLEC7A) is a pattern-recognition receptor expressed by myeloid phagocytes (macrophages, dendritic cells and neutrophils) that detects β-glucans in fungal cell walls and triggers direct cellular antimicrobial activity, including phagocytosis and production of reactive oxygen species (ROS). In contrast to inflammatory responses stimulated upon detection of soluble ligands by other pattern-recognition receptors, such as Toll-like receptors (TLRs), these responses are only useful when a cell comes into direct contact with a microbe and must not be spuriously activated by soluble stimuli. In this study we show that, despite its ability to bind both soluble and particulate β-glucan polymers, Dectin-1 signalling is only activated by particulate β-glucans, which cluster the receptor in synapse-like structures from which regulatory tyrosine phosphatases CD45 and CD148 (also known as PTPRC and PTPRJ, respectively) are excluded (Supplementary Fig. 1). The 'phagocytic synapse' now provides a model mechanism by which innate immune receptors can distinguish direct microbial contact from detection of microbes at a distance, thereby initiating direct cellular antimicrobial responses only when they are required

    High resolution HLA analysis reveals independent class I haplotypes and amino-acid motifs protective for multiple sclerosis.

    We investigated association between HLA class I and class II alleles and haplotypes, and KIR loci and their HLA class I ligands, with multiple sclerosis (MS) in 412 European American MS patients and 419 ethnically matched controls, using next-generation sequencing. The DRB1*15:01~DQB1*06:02 haplotype was highly predisposing (odds ratio (OR) = 3.98; 95% confidence interval (CI) = 3-5.31; p-value (p) = 2.22E-16), as was DRB1*03:01~DQB1*02:01 (OR = 1.63; CI = 1.19-2.24; p = 1.41E-03). Hardy-Weinberg (HW) analysis in MS patients revealed a significant DRB1*03:01~DQB1*02:01 homozyote excess (15 observed; 8.6 expected; p = 0.016). The OR for this genotype (5.27; CI = 1.47-28.52; p = 0.0036) suggests a recessive MS risk model. Controls displayed no HW deviations. The C*03:04~B*40:01 haplotype (OR = 0.27; CI = 0.14-0.51; p = 6.76E-06) was highly protective for MS, especially in haplotypes with A*02:01 (OR = 0.15; CI = 0.04-0.45; p = 6.51E-05). By itself, A*02:01 is moderately protective, (OR = 0.69; CI = 0.54-0.87; p = 1.46E-03), and haplotypes of A*02:01 with the HLA-B Thr80 Bw4 variant (Bw4T) more so (OR = 0.53; CI = 0.35-0.78; p = 7.55E-04). Protective associations with the Bw4 KIR ligand resulted from linkage disequilibrium (LD) with DRB1*15:01, but the Bw4T variant was protective (OR = 0.64; CI = 0.49-0.82; p = 3.37-04) independent of LD with DRB1*15:01. The Bw4I variant was not associated with MS. Overall, we find specific class I HLA polymorphisms to be protective for MS, independent of the strong predisposition conferred by DRB1*15:01

    Household stored water quality in an intermittent water supply network in Panama

    Safe water storage is critical to preserve water quality, especially when intermittent piped drinking water supply creates a need for household storage. This study characterized household storage practices and stored water quality in 94 households (N = 94) among four peri-urban neighborhoods in Arraiján, Panama with varying degrees of supply intermittency. We found that 18 (19.1%) households stored drinking water in unsafe containers. Forty-four (47%) samples of household stored drinking water had residual chlorine levels 10 most probable number (MPN)/100 mL total coliform bacteria. Eight (44%) samples were positive for Escherichia coli, whereas only one (1.3%) sample from the safe containers was positive. Twenty-nine (30.9%) samples had >500 MPN/mL heterotrophic plate count bacteria. These findings suggest that longer supply interruptions were associated with longer storage times and lower chlorine residual, which were associated with higher concentrations of indicator bacteria. This is one of the first studies in the Central-American region to show an association between the lack of turnover (replacement with fresh water) and greater contamination during household water storage. Thus, when drinking water supply is not completely continuous and household storage is required, decreasing the time between supply periods can facilitate safer water storage.     A Small Form Factor Aerial Research Vehicle for Pick-and-Place Tasks with Onboard Real-Time Object Detection and Visual Odometry

    This paper introduces a novel, small form-factor, aerial vehicle research platform for agile object detection, classification, tracking, and interaction tasks. General-purpose hardware components were designed to augment a given aerial vehicle and enable it to perform safe and reliable grasping. These components include a custom collision tolerant cage and low-cost Gripper Extension Package, which we call GREP, for object grasping. Small vehicles enable applications in highly constrained environments, but are often limited by computational resources. This work evaluates the challenges of pick-and-place tasks, with entirely onboard computation of object pose and visual odometry based state estimation on a small platform, and demonstrates experiments with enough accuracy to reliably grasp objects. In a total of 70 trials across challenging cases such as cluttered environments, obstructed targets, and multiple instances of the same target, we demonstrated successfully grasping the target in 93% of trials. Both the hardware component designs and software framework are released as open-source, since our intention is to enable easy reproduction and application on a wide range of small vehicles.Comment: \copyright 2023 IEEE.     Outcome of seizures in the general population after 25 years: a prospective follow-up, observational cohort study.

    We investigated long-term (to 25 years) seizure prognosis and survival in people with newly diagnosed epilepsy in the community. We explored whether prognosis is different in those with epilepsy (>2 unprovoked seizures) and those with a single seizure at presentation. This is a prospective observational cohort study of people with newly diagnosed seizures. We investigated seizure outcome and survival in people presenting with a single seizure and in those presenting with >2 seizures (epilepsy). 695 people (median follow-up 23.6 years) had unprovoked epileptic seizures. For seizure analysis we excluded 38 people with missing data leaving 657 (309 male, and 249 aged <18 years). Seizures recurred in 67%. The 354 people with epilepsy were only slightly more likely to have further seizure recurrence than the 302 people with a single seizure at presentation (HR 1.32, 95% CI 1.09 to 1.59). In 327 people with complete follow-up, 268 (82%, 95% CI 77% to 86%) were in terminal remission; (80%, (95% CI 73% to 85%) in those with epilepsy at presentation). Premature mortality was increased in people with epilepsy (standardised mortality ratio 1.67; 95% CI 1.40 to 1.99) and those with a single seizure at presentation (standardised mortality ratio 2.65; 95% CI 2.23 to 3.15). It is also high in those with early remission. People with epilepsy and with single seizures at presentation in the community generally have good prognosis for seizure control with prolonged follow-up. The risk of premature mortality is significantly increased in both groups
