Reprint from Transactions, American Geophysical Union, V. 36, Number 4, August 1955.Includes bibliographical references.The mechanism by which the tidal changes propagate salinity into the Delta channels and the manner in which this propagation is opposed by the fresh water stream flows are expressed in mathematical form. Solutions of the basic differential equation are given which are suitable for computation of salinity changes and a method of computation is described. As an example of the use of these methods they are applied to the historical records to determine a depletion curve for the Delta by using the observed salinities as an indicator and finding the flows out of the Delta which were necessary to hold the salinities to the observed amounts. While the primary usefulness of this depletion curve is to form a basis for further estimates of ocean salinity encroachment, it is compared to use curves derived from independent sources

The Role of Immigrants, Asylum Seekers, and Refugees in Confronting Maine’s Demographic Challenges

The state of Maine currently faces a looming “demographic winter.” The state and its communities will struggle to maintain viable and vibrant communities in the decades to come due the current demographic situation, and will encounter a host of economic and political challenges as a result. Working to make Maine an attractive destination for immigrants, asylum seekers, and refugees must be at the forefront of efforts to address this challenge. This article lays out the difficult demographic situation that Maine currently faces and will face in the years to come and articulates why, more than ever, fostering greater diversity in the state’s population is essential to its future

A hybrid approach for rural broadband access networks

Recent regulatory developments by the US’s Federal Communications Commission and the UK’s Office of Communications (Ofcom) have opened up new opportunities for wireless systems to utilize unoccupied TV ‘White Space’ (TVWS) channels now available after analog switchover for secondary use as shown in Fig. 1a. TV-band spectrum has favourable radio propagation characteristics that allow signals to travel relatively long distances over hilly terrain or in built-up urban areas. This, coupled with the fact that the regulations currently being drawn up by the FCC and Ofcom are widely expected to allow licence-exempt access to TVWS spectrum, make TVWS attractive for applications such as: i) rural broadband; ii) high-definition CCTV transmissions in towns and cities; iii) data offloading for already-congested cellular networks; iv) machine-to-machine (M2M) communications; etc

Channel estimation and transmit power control in wireless body area networks

Wireless body area networks have recently received much attention because of their application to assisted living and remote patient monitoring. For these applications, energy minimisation is a critical issue since, in many cases, batteries cannot be easily replaced or recharged. Reducing energy expenditure by avoiding unnecessary high transmission power and minimising frame retransmissions is therefore crucial. In this study, a transmit power control scheme suitable for IEEE 802.15.6 networks operating in beacon mode with superframe boundaries is proposed. The transmission power is modulated, frame-by-frame, according to a run-time estimation of the channel conditions. Power measurements using the beacon frames are made periodically, providing reverse channel gain and an opportunistic fade margin, set on the basis of prior power fluctuations, is added. This approach allows tracking of the highly variable on-body to on-body propagation channel without the need to transmit additional probe frames. An experimental study based on test cases demonstrates the effectiveness of the scheme and compares its performance with alternative solutions presented in the literature

Choice, power and perspective: The neglected question of who initiates engaged campus-community partnerships

To address society’s complex challenges, campus-community partnerships are increasingly being undertaken by academia. As a result, questions of how to ensure that these partnerships succeed have taken on a new urgency. This urgency has led to an emphasis on the creation of ‘how to’ guides focused on the mechanics of building effective partnerships. This article argues that this focus is premature and attention instead needs to be directed to the neglected but ultimately more fundamental question of who is ‘allowed’ to initiate the partnerships. It is argued here that the seemingly simple and straightforward issue of who initiates the partnership leads us into the complex problems of choice, power and perspective which bedevil campus-community partnerships. Until these problems are fully addressed, the partnership approach is unlikely to achieve its status as a central means by which community-university engagement can be realised in academia.
