    Edge states of the quantum Hall fluid provide an opportunity to study mesoscopic effects in a highly correlated electron system that is both experimentally accessible and theoretically tractable.     Dynamics of Electrons in Graded Semiconductors

    I present a theory of electron dynamics in semiconductors with slowly varying composition. I show that the frequency-dependent conductivity, required for the description of transport and optical properties, can be obtained from a knowledge of the band structures and momentum matrix elements of homogeneous semiconductor alloys. New sum rules for the electronic oscillator strengths, which apply within a given energy band or between any two bands, are derived, and a general expression for the width of the intraband absorption peak is given. Finally, the low-frequency dynamics is discussed, and a correspondence with the semiclassical motion is established.Comment: 4 pages, Revte

Now, the media and technology marketplace is being globalized in digital networks. The law is only beginning to respond to this change. To analyze this process in the field of intellectual property, this Article will consider the following questions: First, how is the patchwork of national laws lagging behind new networks in this field? Second, how does the international regime of intellectual property leave these laws in conflicts relative to the emerging global marketplace? Third, what strategies are available to private parties for dealing with legal uncertainties that are emerging in the short term? Lastly, how can these strategies be coordinated in the long term
