Inland Waterways as Modern Landscapes in Northeast Italy: Recovering a Cultural Heritage for Sustainable Governance

It’s well known the role of modern States in both managing river catchments and reclaiming wetlands, probably the most relevant issues in an effectual creation of “modernity”. The process of hydraulic modernization starts in North East Italy in the last decades of 19th century, following the annexation of the Veneto Region to the Italian Kingdom (1866). Subsequently, and sympathetic with the coeval nationalist discourses on skilful exploitation of natural/national resources, large schemes were set up, taking advantage of the advancements in water engineering. In this context inland navigation is another meaningful economic aspect that it’s worth to be considered, especially when in the very first years of 20th it was addressed as one of the pre-eminent issues of the Italian economic development. During the second world war the majority of Veneto and Friuli navigable rivers and canals was heavily damaged and the following economic recession did not allow its efficient maintenance. Therefore the decline of the water transport led to a functional decadence of some fluvial and canal landscapes. Only recently a more mature appreciation of the cultural heritage related to riverscapes developed. In this light the importance of waterways today shifts from mere engineering point of view to wider cultural and recreational goals to the extent that rivers and canals are showing their undeniable relevance in whatever intervention of environmental planning

Italian Minor Rivers in a Bio-Regionalist Vision: the Case of the Low Plain between the Euganean Hills and the Venetian Lagoon

The most urgent issue currently affecting the quality of lived spaces in the Western world is the remarkable spread of the urban sprawl phenomenon. This leads to irreversible loss of the main support underpinning the basic eco-systems, with special regards to the dynamic of the hydro-geological system. The presence in Italy of a complex hydrographical network comes into collision with the expansion of the urban sprawl, thereby posing serious problems for correct territorial management. The case study here considered is the low plain between the Euganean Hills and the southern Venetian lagoon. Only recently we should note the growing social demand for green spaces and attractive landscapes as river corridors actually are. This specific point of view might allow the development of a sort of hydraulic humanism, that should underpin the recovery and reorganization of Italian hydro-geological management

'Il mondo là fuori mi sta aspettando'. Dall'altrove sognato alle geografie della memoria

A un certo momento della vita l’orizzonte quotidiano può non bastare. La consuetudine con i luoghi delle proprie radici è un vincolo dinamico, che evolve, si trasforma. Il senso più profondo della mobilità è un tutt’uno con le procedure della conoscenza, dell’accumulo di esperienze necessarie non solo alla semplice sopravvivenza, ma anche alle componenti più complesse della soggettività in rapporto alle strutture sociali. Mobilità, orizzonti e luoghi sono l’abecedario per definire una cartografia di base, la prima pagina di quell’atlante esistenziale che ogni individuo inizia fin dalla più tenera età a costruire per cogliere la sua posizione nel mondo. Ogni breve spostamento dalla residenza abituale che non sia legato ai modi e ai tempi della consuetudine quotidiana, presenta già il nucleo fondativo dell’erranza, dello spostarsi per curiosità, della coscienza del muoversi che allontana dagli scenari abituali. Oggi più che mai appare evidente lo stretto legame tra le varie tipologie di mobilità vicinali e le più memorabili esperienze che trasgrediscono (in senso letterale) i confini della territorialità domestica. Il testo affronta il caso di un viaggiatore-emigrante, consapevole della sua esperienza di scoperta. La ricerca di lavoro era solo un pretesto per colmare la sua innata curiosità del mondo

Territorio e urbanizzazione. Il paesaggio veneto e i suoi mutamenti.

Il testo considera le peculiari articolazioni del paesaggio veneto, dal rilievo alpino alla fascia litoranea, evidenziando la ricchezza morfologica e il pregio della millenaria sedimentazione antropica. La casualità delle vicende geologiche ha dotato il paesaggio veneto di alcune tra le più affascinanti aggregazioni rocciose del pianeta che si caratterizzano per l’elevarsi di grandi strutture rocciose di dolomia, isolate e dominanti il diramarsi dei sistemi vallivi. I mutamenti più sostanziosi delle fisionomie della collina veneta sono causati dal progressivo diffondersi di modelli insediativi di tipo urbano, del tutto avulsi dai volumi e lineamenti dell’edilizia locale tradizionali, cercando addirittura di demolirla o trasformarla, quasi a cancellarne la memoria. Per una efficace interpretazione non solo del sistema idrografico veneto, ma anche del complesso susseguirsi di paesaggi all’interno dei territori più densamente popolati della regione, è utile distinguere la vasta distesa alluvionale tra Prealpi e Adriatico in alta e bassa pianura

In sintonia con gli obiettivi della raccolta di saggi in onore di Massimo Quaini, il testo si concentra su un aspetto peculiare della sensibilità del geografo ligure, ovvero la sua attenzione alla tutela del paesaggio. Partendo da una narrazione personale basata su reminiscenze ed esperienze vissute, nel saggio si cerca di evidenziare le relazioni tra impegno civile e riflessione culturale che connotano le geografie emozionali di Quaini. Infine, si considera il ruolo delle pratiche quotidiane come processo continuo di arricchimento nelle procedure cognitive della geografia culturale

Chapter Predoni a casa nostra e il geografo solidale: Massimo Quaini tra terra e acqua

In accordance with the main goals of this collection of essays in honour of Massimo Quaini, the text focuses on a peculiar character of the Ligurian geographer’s sensibility, his attention to landscape protectionresearch activity developed in the context of the humanistic geography. Starting from a personal narrative based on his own reminiscences and neglected memories, the author tries to shed light on the relationships between civil commitment and cultural reflection which characterize environmental sensitivity, bringing together his interests with Quaini’s emotional geographies. Finally, some of Quaini’s everyday practicalities are highlighted as the easiest doorway to improve the cognitive procedures of cultural geography

Modernism and Water Engineering as Development Strategies: the Case of Venetian Inland Waterways in the New Italian State (1866-1966)

Surface freshwaters system management can be considered as one of the most relevant issues in an effectual organization of modern States. It follows that specific technocratic rhetoric have been spreading in order to promote the governance of a hydrographic network and water drainage and reclamation actually had the leading role in reinforcing the growing nationalism in all of Europe from the end of XIX century. Modernization operations actually began at the end of the Nineteenth century and developed even further after the first world war, in an atmosphere characterized by extensive plans of urban regeneration involving many Italian towns. During the second world war most of Italian infrastructures were heavily damaged and in the second post-war period, the economic recession did not allow a continuous and efficient maintenance of the waterway system in the Venetian inland. It was only during the last decades of the Twentieth century that a more mature consideration of the historical and cultural meaning of fluvial and urban landscapes developed

Con questo breve testo vorrei appunto soffermarmi su come si stia sviluppando all’interno delle scienze umane la suggestiva opportunità di coniugare la ricerca scientifica con le modalità espressive della narrazione autobiografica, dove il fluire esistenziale, in base alle attitudini individuali, si interseca con i più consueti strumenti di lettura e interpretazione degli stimoli esterni. Obiettivo del saggio è la definizione dell'idrofilia, cioè lo specifico apprezzamento per gli ambienti acquatici, declinabile come elevata preferenza individuale da cui derivare effetti rasserenanti

A pesar de los daños ambientales sufridos desde la mitad del siglo vigésimo, los rios, canales y lagos de la plana padana todavia se pueden considerar relevantes elementos territoriales donde encontrar un importante patrimonio cultural y natural. El renovado interés en morfologias y contextos ambientales marginales como la red hidrográfica secundaria, se puede evaluar como un proceso espontáneo y prolongado de aprendizaje territorial, una especie de alfabetización ambiental que enriquece el capital de una región. El objectivo de este ensayo es considerar el papel de los paisajes del agua como oportunidad para volver a encontrar algunos de los importantes lazos simbólicos y culturales que existieron durante el proceso de construcción de los paisajes hidraulicos en Europa y entonces entender su potencialidad para empezar una más eficaz planificación territoria
