The design of migrant integration policies in Spain: discourses and social actors
Spain is one of the countries with the lowest social spending within the EU-15, and its welfare state has developed later and with less intensity. At the end of the 20th century, Spain became an immigration country, reaching 5.7 million immigrants in 2011. This article explores how the definition of migrant "integration" is based more on a concept of universal rights and social cohesion by the main actors (political parties, trade unions, third sector organizations and immigrant associations) than on a notion of a cultural type. We will also analyze how the influence of European policies and restrictive liberalism have led to the implementation of programmes which aim to make civic integration compulsory for the renewal of residence and work permits. The empirical evidence for this article stems from 60 qualitative interviews with social actors in migrant integration policies during 2010 and 2011. The impact of the economic crisis on the foreign population, especially regarding its position in the labor market, will also be considered, explaining the reduction of specific and general policies targeting the migrant population. This cut in social spending has involved a deinstitutionalization of this particular policy field
The Role of the 'Cities for Change' in Protecting the Rights of Irregular Migrants in Spain
Have the new municipalist pro-migrant policies succeeded in protecting the rights of irregular migrants? Cities in Spain have powers to design and implement services and programs aimed at the reception and integration of immigrants. Cities can also include those who are in vulnerable conditions, guaranteeing them access to healthcare, minimum income coverage or labour training, regardless of the immigration status. However, old municipal politics have been characterised by pragmatism, being mainly focused on regular immigrants. Besides, there has been a restrictive and punitive turn in immigration policy directly connected to the economic recession and austerity as of 2008. To explore what possibilities do cities have to expand and protect the rights of irregular immigrants, we analyse in this contribution the cases of Madrid and Barcelona for the years 2015-2019 when progressive municipalists fronts ruled the cities. Based on the textual analysis of policy documents and in-depth interviews with political parties, street-level bureaucrats and activists, we first examine the competencies that municipalities have in migration matters and mainstream approaches in Spain. Then we discuss the action of the new municipalism, focusing the analysis on four political measures that have been rebel and innovative in protecting irregular immigrants, namely, the proactive census, the prevention of irregularity, access to healthcare and changes in police protocols. These real experiences allow us to argue that cities can achieve changes in the way state control is enforced. Esta
es
una
tesis
de
sociología
sobre
las
políticas
públicas
de
integración
de
los
inmigrantes
extranjeros
en
España
que
se
marca
como
objetivo
conocer
los
discursos
políticos,
los
instrumentos
y
decisiones
adoptadas,
así
como
la
implementación
de
estas
políticas
específicas.
El
foco
se
ha
puesto
sobre
la
visión
cultural
y
simbólica
de
la
integración
en
el
Estado
Español,
sin
descuidar
la
relevancia
que
tiene
en
el
proceso
de
integración
de
la
población
extranjera
el
acceso
al
Estado
del
Bienestar
y
la
reglamentación
de
los
derechos
de
los
inmigrantes
en
España.
La
principal
hipótesis
que
se
pretende
contrastar
es
que
ha
habido
una
institucionalización
(débil)
de
las
políticas
de
integración
de
inmigrantes
en
España
durante
la
etapa
de
gobierno
del
partido
socialista
(2004-‐2011)
que
se
enmarca
en
una
coyuntura
de
incremento
del
gasto
social
en
España.
Este
proceso
de
institucionalización
de
una
política
pública
específica
implica
una
consolidación
de
esta
área
en
la
agenda
política
(estatal,
autonómica
y
municipal),
su
aparición
estable
en
el
discurso
político
parlamentario,
una
especialización
en
la
gestión
e
implementación
de
este
tipo
de
política
sectorial
y,
finalmente,
una
extensión
de
la
responsabilidad
de
la
ejecución
de
estas
políticas
a
diversos
actores
sociales
y
a
la
práctica
totalidad
de administraciones
públicas.
El
abordaje
de
esta
temática
desde
una
metodología
cualitativa
se
ha
concretado
en
la
realización
de
trabajo
de
campo
en
tres
comunidades
autónomas:
Cataluña,
Madrid
y
Andalucía.
Los
actores
considerados
para
ser
informantes
en
las
entrevistas
en
profundidad
son
representantes
políticos
en
las
cámaras
nacional
y
autonómica,
gestores
políticos
con
responsabilidades
en
esta
área,
los
departamentos
de
inmigración
de
los
sindicatos,
entidades
de
apoyo
a
inmigrantes,
y
asociaciones
de
inmigrantes.
El
estudio
de
la
implementación
se
ha
realizado
a
nivel
local
en
municipios
seleccionados
en
estos
tres

This
dissertation
in
sociology
deals
with
public
policies
for
migrants’
integration
in
Spain.
Its
main
goal
is
to
analyse
political
discourses,
resources,
decisions,
as
well
as
the
process
of
implementation
of
these
specific
policies.
It
focuses
on
the
cultural
and
symbolic
perspective
of
integration
into
the
Spanish
State,
without
neglecting
the
influence
of
the
access
to
Welfare
State
and
the
regulation
of
migrants’
rights
on
the
process
of
integration
of
the
foreign
population.
The
main
hypothesis
to
test
is
that
there
was
a
(weak)
institutionalization
of
migrants’
integration
policies
in
Spain
during
the
Socialist
Party
term
in
2004-‐2011,
that
is
embedded
in
a
context
of
increased
social
spending
in
Spain.
This
process
of
institutionalization
of
a
specific
public
policy
involves
the
consolidation
of
this
area
on
the
political
agenda
(at
various
levels:
State,
Autonomous
Communities,
and
municipalities),
its
regular
appearance
in
parliamentary
political
discourses,
an
expertise
for
managing
and
implementing
this
sectoral
policy,
and,
finally,
the
extension
of
the
responsibility
for
policy
implementation
to
various
social
actors
and
almost
all
public
administrations.
The
qualitative
methodological
approach
took
shape
in
conducting
fieldwork
in
three
Autonomous
Communities:
Catalonia,
Madrid,
and
Andalusia.
The
actors
considered
as key
informants
for
in-‐depth
interviews
were
political
representatives
in
the
national
and
regional
chambers,
policy-‐makers
with
responsibilities
in
this
area,
immigration
departments
of
trade
unions,
organizations
supporting
migrants,
and
migrants’
associations.
The
research
on
policy
implementation
was
carried
out
at
the local
level
in
selected
municipalities
within
these
three
territories
Extracting Temporal Relationships in EHR: Application to COVID-19 Patients
Association rules are one of the most used data mining techniques. The
first proposals have considered relations over time in different ways, resulting in the
so-called Temporal Association Rules (TAR). Although there are some proposals to
extract association rules in OLAP systems, to the best of our knowledge, there is no
method proposed to extract temporal association rules over multidimensional
models in these kinds of systems. In this paper we study the adaptation of TAR to
multidimensional structures, identifying the dimension that establishes the number
of transactions and how to find time relative correlations between the other
dimensions. A new method called COGtARE is presented as an extension of a
previous approach proposed to reduce the complexity of the resulting set of

Capital social y redes políticas de las asociaciones de inmigrantes en Galicia
Este artículo se centra en analizar la participación política de los extranjeros asentados en Galicia a través del tejido asociativo inmigrante. Se considera que la participación social en entidades creadas por inmigrantes es sinónimo de integración social y favorece la participación política. Esta participación política se divide en dos componentes: el derecho de acceso a la toma de decisiones y la participación efectiva, entendida como los contactos, las prácticas asociativas y las relaciones con actores sociales y políticos.Partimos de una metodología mixta que combina la explotación de datos de un cuestionario con el análisis de entrevistas cualitativas. A partir del Cuestionario a Asociaciones de Inmigrantes en Galicia, obtenemos datos cuantitativos de 32 asociaciones de inmigrantes sobre las actividades y sus relaciones de tipo institucional y político. Las 43 entrevistas semiestructuradas a líderes asociativos, representantes institucionales y entidades del tercer sector nos posibilitarán que profundicemos en los discursos que sostienen su actuación y su posición ideológica.Los principales resultados nos señalan una participación política de las entidades de extranjeros circunscrita al ámbito municipal. La existencia de mecanismos formales permite su articulación como actores sociales pero con escasa incidencia política, lo que puede traducirse en un bajo contacto con entidades políticas y sociales. Cuando este contacto se produce, está más dirigido a solventar necesidades derivadas de la vulnerabilidad social que a resolver demandas típicas de un proceso de asentamiento consolidado.This article examines foreigners' political participation in Galicia through migrant associations. It considers that social participation in organizations promoted by migrants implies social integration and favors political involvement. This political participation is divided into two elements: the right of access to decision making and effective participation, which is understood as contacts, associative practices and relationships with social and political actors. A mixed methodology is used combining data drawn from a questionnaire and the analysis of qualitative interviews. From the questionnaire administered to immigrant organizations in Galicia, we obtained quantitative data on the activities and institutional and political relations of 32 immigrant associations. The 43 semi-structured interviews of association leaders, institutional representatives and third sector entities allows us to look deeper into the discourses that support their actions and their ideological-political position. The main results point to a political participation of foreigners' organizations circumscribed to the local sphere, as well as to the existence of formal mechanisms that allow their consideration as social actors but with scarce political incidence characterized by little contact with political and social entities. When this occurs, it is more aimed at solving needs derived from social vulnerability rather than the typical demands of a consolidated settlement process.Aquest article se centra a analitzar la participació política dels estrangers establerts a Galícia a través del teixit associatiu immigrant. Es considera que la participació social en entitats creades per immigrants és sinònim d'integració social i afavoreix la participació política. Aquesta participació política es divideix en dos components: el dret d'accés a la presa de decisions i la participació efectiva, entesa com els contactes, les pràctiques associatives i les relacions amb actors socials i polítics.Partim d'una metodologia mixta que combina l'explotació de dades d'un qüestionari amb l'anàlisi d'entrevistes qualitatives. A partir del Qüestionari a Associacions d'Immigrants a Galícia, obtenim dades quantitatives de 32 associacions d'immigrants sobre les activitats i les seves relacions de tipus institucional i polític. The recent Spanish emigration to Europe has been more diverse than the image that has been built from the political, media and even academic level. The figure of the young man with higher education who builds his migration project in a global city has been able to make other profiles invisible as young people with less studies and no previous migration experience. Within the framework of the new paradigms on mobility, more marked by circularity and with stages that can take place in various places, mobility capital is a tool that can illustrate these dynamics and diversity. The objective of this article is to address how, in space and time, mobility capital has been generated among people who have emigrated from Spain in recent years to one of its main destinations, Germany, from a series of semi-structured interviews with young emigrants after 2008.La reciente emigración española hacia Europa ha sido más diversa que la imagen que se ha construido desde el plano político, mediático e incluso académico. La figura del joven con estudios superiores que construye su proyecto migratorio en una ciudad global ha podido invisibilizar otros perfiles, como los de jóvenes con menos estudios y sin experiencia migratoria previa. Dentro del marco de los nuevos paradigmas sobre la movilidad, más marcada por la circularidad y con etapas que pueden transcurrir en varios lugares, el capital de movilidad es una herramienta que puede ilustrar esta dinámica y diversidad. Los resultados que se recogen en este artículo forman parte del Proyecto de I+D+I “La
nueva emigración desde España: perfiles, estrategias de movilidad y activismo político
transnacional” (CSO2016-80158R), financiado por el Ministerio de Economía, Industria y
Competitividad.Este artículo analiza la nueva emigración
española que se dirige a Francia a partir de
la crisis económica de 2008. Esta migración
intraeuropea da lugar a dos tipos ideales: los
emigrantes de origen español, los emigrantes
con pasado migratorio -reemigrantes o
descendientes-. Estos perfiles se comparan
con los distintos proyectos migratorios
y sus fases, para comprender los puntos
comunes y diferencias en cada una de ellas.
La salida de los emigrantes de origen español
está motivada de distintas maneras por la
crisis, y se caracteriza, mayormente, por su
juventud, por su alta cualificación y por su
temporalidad. La reemigración y la salida de
descendientes a Francia se justifica por una
mayor precariedad económica provocada por
la crisis económica, y se caracteriza por su
madurez, por un nivel educativo sobre todo
medio, y finalmente, por adaptar su proyecto
a la situación económica en España y Francia.
El estudio se basa en la explotación de datos
empíricos obtenidos en un trabajo de campo
cualitativo realizado en Francia.This article analyzes the new trend of Spanish
emigration to France since the economic
crisis of 2008. This intra-European migration
is characterized by two ideal types: native
individuals and emigrants with a migratory
past (onward migrants or descendants).
These two groups are compared herein as
regards their different migratory projects
and their stages, in order to understand both
the commonalities and differences in the
different stages of the migratory cycle. The
departure of the natives is less motivated
by the economic crisis, and this group is
characterized by its youth, its high level of
qualification, and mainly, its temporality.
The re-migration to France is justified by a
greater economic precariousness caused
by the economic crisis, and is characterized
by their more advanced age, by an average
educational level, and finally, by the
adaptation of their project to the economic
situation in Spain and France. The research
is based on empirical data obtained during

Study and Optimization of Design Parameters in Water Loop Heat Pump Systems for Office Buildings in the Iberian Peninsula
Water loop heat pump (WLHP) air conditioning systems use heat pumps connected to a common water circuit to fulfill the energy demands of different thermal zones in a building. In this study, the energy consumption was analyzed for the air conditioning of an office building in the typical climate of four important cities of the Iberian Peninsula. The energy consumption of one water loop heat pump system was compared with a conventional water system. Two design parameters, the range in the control temperatures and the water loop thermal storage size, were tested. Energy redistribution is an important advantage of the WLHP system, but significant savings came from high efficiency parameters in the heat pumps and minor air flow rates in the cooling tower. The low thermal level in the water loop makes this technology appropriate to combine with renewable sources. Using natural gas as the thermal energy source, a mean decrease in CO2 emissions of 8.1% was reached. Simulations showed that the installation of big thermal storage tanks generated small energy savings. Besides, the total annual consumption in buildings with high internal loads can be reduced by keeping the water loop as cool as possible
