    A Regulatory Analysis of the Specific Allocation Fund (DAK) and Horizontal Equalization in Indonesia

    This chapter examines the regulatory arrangements implemented by the Republic of Indonesia governing intergovernmental fiscal arrangements relating to specific funding allocations. The Specific Allocation Fund (DAK) is a statutorily created and governed policy instrument enabling the central government to make specific fiscal transfers to regional and district governments that qualify for horizontal equalization assistance. The question that forms the basis of this chapter is whether the measures implemented to achieve DAK policy objectives constitute a coherent and operationally effective regulatory scheme. The mechanics and operational well functioning of the regulatory scheme are analyzed by examining the regulatory coherence of the statutory arrangements underlying the DAK. An outcome of this analysis includes consideration of the benefits of creating of a special administrative body to improve the functioning of the regulatory scheme.

    The Effect of Songs on Social-Emotional Literacy in an Early Childhood Classroom

    Children in an early childhood Montessori classroom were taught songs that included words to label emotions and phrases for solving social conflicts. The purpose of this research was to find out if children’s emotional vocabulary and problem-solving strategies would be affected by learning words and phrases from songs about feelings and communication for six weeks. Data was collected through comparing words known to describe emotions on faces of an emotion chart, phrases known to communicate feelings, and records of children’s behaviors and conflict resolution strategies both pre and post-intervention. The results showed an increase in both the amount of words and variety of words known, and an increase in independently attempting to problem solve, while non-verbal reactions to problems. such as crying and hitting, decreased. Songs were found to be an effective tool to use to teach children in early childhood about emotional literacy. Because songs are shown to be an effective way to communicate important messages, teachers could consider using them to teach about other sensitive information, such as about privacy and stranger

    This report is the Users' Manual that accompanies MEDS-E, the economic component of a new Windows-based version of the MEDS (Models of the Economic-Demographic System) software. MEDS-E is designed to make use of the all-Canada population and labour force projections from MEDS-D in projecting various Canadian macro-economic aggregates. The projections, which are made year-to-year, extend as far as 2051. The time paths of the economic projections are determined by the population and labour inputs, type of aggregate production function chosen, rates of depreciation, and investment, consumption, and other parameters.
