    The Brookings Institution\u27s new book, The New Germany and the New Europe, is an attempt along these lines. Actually a collection of twelve scholarly papers, it is an in-depth examination of the roiled political and economic currents that washed away the Berlin Wall and the rest of the Iron Curtain and continue to affect the flow of so much of current events. There are two more substantive shortcomings that pervade the book. The first of these; to be fair, the book shares with many of the policy debates that presently occur on the planet: a persistent failure to consider the limits on the willingness of the populations of the NATO countries to bear the costs of what is recommended, or already underway, and the consequences of reaching those limits. The second major flaw in the book is related to the first. Little consideration is given to events at the level at which most people function, namely, the household, the workplace, and the local community. Keeping these deficiencies in mind, the book does contain a great deal of information and a number of valuable insights

    Proof of a generalized Geroch conjecture for the hyperbolic Ernst equation

    We enunciate and prove here a generalization of Geroch's famous conjecture concerning analytic solutions of the elliptic Ernst equation. Our generalization is stated for solutions of the hyperbolic Ernst equation that are not necessarily analytic, although it can be formulated also for solutions of the elliptic Ernst equation that are nowhere axis-accessible.Comment: 75 pages (plus optional table of contents).     Encoding algebraic power series

    Algebraic power series are formal power series which satisfy a univariate polynomial equation over the polynomial ring in n variables. This relation determines the series only up to conjugacy. Via the Artin-Mazur theorem and the implicit function theorem it is possible to describe algebraic series completely by a vector of polynomials in n+p variables. This vector will be the code of the series. In the paper, it is then shown how to manipulate algebraic series through their code. In particular, the Weierstrass division and the Grauert-Hironaka-Galligo division will be performed on the level of codes, thus providing a finite algorithm to compute the quotients and the remainder of the division.Comment: 35 page

    Stopping power of antiprotons in H, H2, and He targets

    The stopping power of antiprotons in atomic and molecular hydrogen as well as helium was calculated in an impact-energy range from 1 keV to 6.4 MeV. In the case of H2 and He the targets were described with a single-active electron model centered on the target. The collision process was treated with the close-coupling formulation of the impact-parameter method. An extensive comparison of the present results with theoretical and experimental literature data was performed in order to evaluate which of the partly disagreeing theoretical and experimental data are most reliable. Furthermore, the size of the corrections to the first-order stopping number, the average energy transferred to the target electrons, and the relative importance of the excitation and the ionization process for the energy loss of the projectile was determined.     Deducing the Multi-Trader Population Driving a Financial Market

    We previously laid out a framework for predicting financial movements and pockets of predictability by deducing the heterogeneity in the multi-agent population in temrs of trader types playing in an artificial financial market model [7]. This work explores extensions to this basic framework. We allow for more intelligent agents with a richer strategy set, and we no longer constrain the estimate for the heterogeneity over the agents to a probability space. We then introduce a scheme which accounts for models with a wide variety of agent types. We also discuss a mechanism for bias removal on the estimates of the relevant parameters

    The large scale gas and dust distribution in the galaxy: Implications for star formation

    Infrared Astronomy Observations are presented for the diffuse infrared (IR) emissions from the galactic plane at wavelengths of 60 and 100 microns and the total far infrared intensity and its longitudinal variations in the disk were derived. Using available CO, 5 GHz radio-continuum, and HI data, the IR luminosity per hydrogen mass and the ingrared excess (IRE) ratio in the Galaxy were derived. The longitudinal profiles of the 60 and 100 micron emission were linearly decomposed into three components that are associated with molecular (H2), neutral (HI), and ionized (HII) phases in the interstellar medium (ISM), and the relevant dust properties were derived in each phase. Implications of the findings for various models of the diffuse IR emisison and for star formation in the galactic disk are discussed

    Discovery of VHE and HE emission from the blazar 1ES 0414+009 with H.E.S.S and Fermi-LAT

    The high energy peaked BL Lac (HBL) object 1ES 0414+009 (z=0.287) is a distant very high-energy (VHE, E > 100 GeV) blazars with well-determined redshift. This source was detected with the High Energy Stereoscopic System (H.E.S.S.) between October 2005 and September 2009. It was also detected with the Fermi Large Area Telescope (LAT) in 21 months of data. The combined high energy (HE) and VHE spectra, once corrected for gamma-gamma absorption on the extragalactic background light (EBL), indicate a Compton peak located above few TeV, among the highest in the BL Lac class.Comment: proceeding from the 25th Texas Symposium on Relativistic Astrophysics (Heidelberg, Germany, 2010
