    Post-Pandemic Education: Falling or Preparing for a Jump?

    Abstract. Relevance. The article provides an overview and analysis of the consequences of changes in the global educational space during the period of action of measures to counter the spread of the new COVID-19 coronavirus infection.The aim of the work was to understand the current state and identify possible trajectories of developmentof educational systems in the “post-pandemic” era. Research methodology and methods. The main methods used in the preparation of the work were methods of analysis and synthesis. The review and understanding of various standpoints on the educational organizations functioning in the situation of emergency introduction of quarantine measures and the uncertainty of their consequences allowed us to summarize the main challenges facing the education system today. The forecasting method was used to systematize the capabilities of universities in overcoming crisis phenomena and determine the strengths that can be used as the basis for the transformation of University management.Results. The analysis of the trajectories of the prospective organization of the educational process at the University of “post-pandemic” time is carried out. The article highlights the main ways of the educational system adaptation to work in the conditions of an unpredictable crisis consequences and presents the authors’ vision of the future of higher education in Russia, which is inextricably linked with the country’s attractiveness in the global educational space.Scientific novelty. The authors systematize the impact of the pandemic on various sectors of the economy, including the education sector. The results of the analysis of the practical experience of educational systems in  the new conditions are presented. Scenarios of educational organizations development in an unfavorable dynamic uncertain environment are shown.Practical significance. The results obtained will be useful in adjusting University management systems and developing strategies for universities to overcome the crisis caused by COVID-19 and its consequences

    Characterization of the complete genome sequence of the recombinant norovirus GII.P16/GII.4_Sydney_2012 revealed in Russia

    Noroviruses (the Caliciviridae family) are a common cause of acute gastroenteritis in all age groups. These small non-envelope viruses with a single-stranded (+)RNA genome are characterized by high genetic variability. Continuous changes in the genetic diversity of co-circulating noroviruses and the emergence of new recombinant variants are observed worldwide. Recently, new recombinant noroviruses with a novel GII.P16 polymerase associated with different capsid proteins VP1 were reported. As a part of the surveillance study of sporadic cases of acute gastroenteritis in Novosibirsk, a total of 46 clinical samples from children with diarrhea were screened in 2016. Norovirus was detected in six samples from hospitalized children by RT-PCR. The identified noroviruses were classified as recombinant variants GII.P21/GII.3, GII.Pe/GII.4_Sydney_2012, and GII.P16/GII.4_Sydney_2012 by sequencing of the ORF1/ORF2 junction. In Novosibirsk, the first appearance of the new recombinant genotype GII.P16/GII.4_Sydney_2012 was recorded in spring 2016. Before this study, only four complete genome sequences of the Russian GII.P16/GII.3 norovirus strains were available in the GenBank database. In this work, the complete genome sequence of the Russian strain Hu/GII.P16-GII.4/RUS/Novosibirsk/NS16-C38/2016 (GenBank KY210980) was determined. A comparison of the nucleotide and the deduced amino acid sequences showed a high homology of the Russian strain with GII.P16/GII.4_Sydney_2012 strains from other parts of the world. A comparative analysis showed that several unique substitutions occurred in the GII.P16 polymerase, N-terminal p48 protein, and minor capsid protein VP2 genes, while no unique changes in the capsid VP1 gene were observed. A functional significance of these changes suggests that a wide distribution of the strains with the novel GII.P16 polymerase may be associated both with several amino acid substitutions in the polymerase active center and with the insertion of glutamic acid or glycine in an N-terminal p48 protein that blocks the secretory immunity of intestinal epithelial cells. Further monitoring of genotypes will allow determining the distribution of norovirus recombinants with the polymerase GII.P16 in Russia

    Genesis of precious metal mineralization in intrusions of ultramafic, alkaline rocks and carbonatites in the north of the Siberian platform

    The gold and platinum-group elements (PGE) mineralization of the Guli and Kresty intrusions was formed in the process of polyphase magmatism of the central type during the Permian and Triassic age. It is suggested that native osmium and iridium crystal nuclei were formed in the mantle at earlier high-temperature events of magma generation of the mantle substratum in the interval of 765–545 Ma and were brought by meimechite melts to the area of development of magmatic bodies. The pulsating magmatism of the later phases assisted in particle enlargement. Native gold was crystallized at a temperature of 415–200◦C at the hydrothermal-metasomatic stages of the meimechite, melilite, foidolite and carbonatite magmatism. The association of minerals of precious metals with oily, resinous and asphaltene bitumen testifies to the genetic relation of the mineralization to carbonaceous metasomatism. Identifying the carbonaceous gold and platinoid ore formation associated genetically with the parental formation of ultramafic, alkaline rocks and carbonatites is suggested

    SCREENING OF RICE ACCESSIONS FOR GREENBUG RESISTANCE

    During recent years the harmfulness of greenbug for rice crops has significantly increased. Laboratory experiments were conducted to study insect resistance of 200 accessions from the collection of the Donskoy Agrarian Scientific Center. The overwhelming majority of the studied forms were heterogeneous in their resistance. Twelve forms (5.5%) with the resistance score 2.2-3.0 were identified. The accessions NSH-1 (Hungary), ‘Musa Karem’ (Iran) and Zlatyi х Strelets (Russia) do not contain susceptible components and can be recommended as sources of aphid resistance for breeding rice varieties

    Occlusion abnormality and flat foot deformity: synergy in orthodontics and orthopaedics

    The article examines the interrelation between malocclusion and foot deformities in adult patients. Revealing of this interrelation is necessary as it is not sufficiently reviewed in the available sources. However it is essential in prophylaxis, treatment and effective rehabilitation of orthodontic diseases. The group of grown up patient was researched: foot deformities were diagnosed via computer scanning, malocclusions were determined while clinical examination. During the study we came to a conclusion that there is an interconnection of distal occlusion and transverse flat foot, of mesial occlusion and longitudinal flat foot. We consider that comprehending of this interrelation is important in complex rehabilitation of patients with musculoskeletal disorders.в статье рассмотрена взаимосвязь патологий прикуса и деформаций стопы у взрослых пациентов. Необходимость выявления данной связи в том, что она недостаточно освещена в доступной литературе, однако необходима для профилактики, лечения и эффективной реабилитации пациентов с ортодонтической патологией. Проведено исследование группы взрослых людей: деформации стоп диагностировали при помощи компьютерного сканирования, патология прикуса определялась при клиническом осмотре. В ходе исследования сделан вывод о наличии взаимосвязи дистального прикуса с поперечным плоскостопием, а мезиального – с продольным. Понимание данной связи считаем важным для комплексной реабилитации людей с нарушениями опорно-двигательного аппарата

    Legal Barriers in the System of University Inclusive Education

    Introduction. The introduction of inclusive education into the practice of university education is a complicated and multi-aspect process accompanied by a complex of problems, including the problems of a legal nature. The solution of these problems is one of key tasks faced by the education system of Russia.The aim of the present research is to reveal and describe normative and legal barriers in the system of inclusive higher education, withdrawing the equal rights for education for all students regardless of their physical status and health.Methodology and research methods. The methods involve the analysis of legal and regulatory acts, regulating the orders and conditions of inclusive education at higher school. Russian and foreign literature on different aspects of inclusive education in higher school was reviewed, generalised and sistematised. The modelling method was employed.Results. On the basis of the existing legal norms, the reflection of the analysed materials made it possible to model the system of interaction between the participants of inclusive educational process – people with disabilities (HIA) and educational organisations. The constructed “theoretical” model allowed the authors to diagnose inclusion in higher education and to identify weaknesses in the provisions, which regulate the education of people with disabilities. Certain contradictions were found in the legal field of relations between these categories of students and educational institutions. The attention is drawn to the fact that in today’s Russia the system of spesialised support for universities and for students with special needs is being formed, including resource training centres. However, these structures need to determine their place and status in the field of educational rights.Scientific novelty. The authors firstly formulate the legal barriers, impeding the continuity of psychological medico-pedagogical support for students with disabilities. The conclusion is reached concerning the signs of discrimination in the rights of students with special educational needs and the urgent need for improved higher inclusive education, including the optimisation at the level of legislative regulation.Practical significance. The authors believe that introduction of changes into normative regulations with the purpose to provide equal rights and opportunities for receiving education by all citizens will contribute to more dynamic and orderly development of university inclusion in Russia and will help people with health disabilities to become full members of society.Введение. Внедрение в практику инклюзивного обучения – сложный, многоплановый процесс, сопровождающийся комплексом проблем, в том числе правового характера. Их решение – одна из ключевых задач, стоящих сегодня перед образовательной системой. Целью представленного в публикации исследования было выявление и описание нормативно-правовых барьеров в российской системе высшего инклюзивного образования, препятствующих обеспечению равных прав на получение качественной профессиональной подготовки всеми гражданами вне зависимости от их физического состояния и здоровья. Методология и методы. В работе использовались анализ нормативноправовых актов, регламентирующих порядок и условия вузовского инклюзивного образования; обзор, обобщение и систематизация содержания отечественной и зарубежной литературы о различных аспектах инклюзии в высшей школе. Применялся метод моделирования. Результаты. Осмысление проанализированных материалов позволило на основе действующих правовых норм смоделировать систему взаимодей ствия участников инклюзивного образовательного процесса – лиц с ограниченными возможностями здоровья (ОВЗ) и образовательных организаций. Сконструированная «теоретическая» модель дала возможность диагностировать состояние инклюзии в высшей школе и установить слабые места в положениях, регламентирующих механизм обучения инвалидов и лиц с ОВЗ. Обнаружены определенные противоречия в правовом поле взаимоотношений этих категорий обучающихся и образовательных учреждений. Обращается внимание на то, что в России формируется система специализированной поддержки вузов и сопровождения студентов с особыми потребностями в обучении, частью которой являются ресурсные учебно-методические центры. Однако данные структуры нуждаются в определении своего места и статуса в образовательном праве. Научная новизна. Впервые определены и сформулированы правовые барьеры, затрудняющие соблюдение преемственности в психолого-медико-педагогическом сопровождении обучающихся с ОВЗ. Сделан вывод о наличии признаков дискриминации прав студентов с особыми образовательными потребностями и необходимости совершенствования высшего инклюзивного образования, в том числе и на уровне законодательного регулирования. Практическая значимость. Авторы статьи полагают, что внесение в существующие нормативно-правовые документы изменений, направленных на реализацию равных прав и возможностей для получения образования всеми категориями граждан, будет способствовать более динамичному и упорядоченному развитию вузовской инклюзии в стране и поможет лицам с ограничениями по состоянию здоровья стать полноправными членами общества

    Synthesis of β-aminophosphonates and study of their acid-base properties and phase distribution in water-organic solvent systems

    New and previously known β-aminoethylphosphonates were synthesized by addition of primary and secondary amines to vinylphosphonates, and their IR and NMR spectra were examined. Diethyl 2-diethyl-aminoethylphosphonate and diethyl 2-morpholinoethylphosphonate were found to be stronger bases than the corresponding aminomethylphosphonates, but all these are weaker bases than their precursors, nonphosphorylated amines. Distribution constants of β-aminophosphonates between water and some organic solvents were determined and compared with those of their α-amino homologs. © 2005 Pleiades Publishing, Inc
