According to need? The implementation of discretionary payments within social assistance schemes in Britain and the Netherlands
This in-depth cross-national case study questions broad assertions made to
date regarding the general similarities that can be found in exceptional need
systems within social assistance schemes in Britain (the Social Fund) and the
Netherlands (Bijzondere Bijstand). Based on qualitative documentary
analysis and in-depth interviews with those who administer discretionary
payments in both countries the research highlights that these nominally
similar schemes serve diverse goals and aims in their national contexts.
Reflecting the different traditions of cash and care and the administrative
structure of the state in the implementation of policy in this area, the first part
of the thesis demonstrates that Bijzondere Bijstand in the Netherlands is firmly
situated in an 'activity fare' context whilst the Social Fund remains largely
separate from the administration of 'welfare to work' in Britain. The second
part of the thesis highlights the empirically observed diversity that follows from
these configurations of social assistance. Those who administer these
payments have quite different educational and occupational backgrounds that
inform the ways they think about poverty and the poor and are related to what
they try to do for clients and customers with discretionary payments. The
Dutch 'paternalistic' administrator attempts to facilitate paths out of social
assistance for clients whilst Social Fund Officers are concerned with
'managerially' processing a large number of applicants in the context of
targets and budgets. Organisational contexts are shown to affect the
administration of discretionary payments to the 'deserving and undeserving
poor', but not the meanings that administrators imbue the forms of payment at
their disposal, grants and loans. Configurations of social assistance
essentially set the context for the degree to which administrators can award
payments in accordance with absolute and relative notions of poverty and
human need and the interpretation and construction of needs and wants. In
practice, need is a dynamic social construct that is informed by the
professionalism of the workers, the ideology of the programme they
implement and the structure and constraints of the bureaucracy in which they
work
Missing, Presumed Trafficked: Towards non-binary understandings of ‘wayward’ youth in Jamaica
Boys and LGBTQ youth, especially those who go missing from home, have recently started to appear in mainstream anti-trafficking discourse as a group of children who are peculiarly vulnerable to human trafficking. This paper reports findings from research with Jamaicans who experienced various forms of violence and exploitation as children. Our data is consistent with the claim that boys and LGBTQ Jamaicans are amongst those who experience forms of violence and exploitation that policy makers often discuss under the heading ‘sex trafficking’. However, the same data also challenges the conceptual binaries used to frame assumptions about ‘sex trafficking’ as a significant threat to Jamaican youth and informs assumptions about missing children as victims of trafficking. In this way, the paper provides empirical support for criticisms of the turn towards including boys and LGBTQ youth as victims of ‘sex trafficking’, and of dominant discourse on ‘child trafficking’ more generally
SOFIA: The future of airborne astronomy
For the past 20 years, the 91 cm telescope in NASA's Kuiper Airborne Observatory (KAO) has enabled scientists to observe infrared sources which are obscured by the earth's atmosphere at ground-based sites, and to observe transient astronomical events from anywhere in the world. To augment this capability, the United States and German Space Agencies (NASA and DARA) are collaborating in plans to replace the KAO with a 2.5 meter telescope installed in a Boeing 747 aircraft: SOFIA - The Stratospheric Observatory for Infrared Astronomy. SOFIA's large aperture, wide wavelength coverage, mobility, accessibility, and sophisticated instruments will permit a broad range of scientific studies, some of which are described here. Its unique features complement the capabilities of other future space missions. In addition, SOFIA has important potential as a stimulus for development of new technology and as a national resource for education of K-12 teachers. If started in 1996, SOFIA will be flying in the year 2000
Evaluation of the personal health budget pilot programme
1. The personal health budget initiative is a key aspect of personalisation across health care services in England. Its aim is to improve patient outcomes, by placing patients at the centre of decisions about their care. Giving people greater choice and control, with patients working alongside health service professionals to develop and execute a care plan, given a known budget, is intended to encourage more responsiveness of the health and care system.
2. The personal health budget programme was launched by the Department of Health in 2009 after the publication of the 2008 Next Stage Review. An independent evaluation was commissioned alongside the pilot programme with the aim of identifying whether personal health budgets ensured better health and care outcomes when compared to conventional service delivery and, if so, the best way for personal health budgets to be implemented
Exploring Meaningful Patient Engagement in ADAPTABLE (Aspirin Dosing: A Patient-centric Trial Assessing Benefits and Long-term Effectiveness).
BackgroundGenuine patient engagement can improve research relevance, impact and is required for studies using the National Patient-Centered Clinical Research Network including major multicenter research projects. It is unclear, however, how best to integrate patients into governance of such projects.MethodsADAPTABLE (Aspirin Dosing: A Patient-centric Trial Assessing Benefits and Long-term Effectiveness) is the first major multicenter research project to be conducted in National Patient-Centered Clinical Research Network. Here, we provide a description of how we implemented patient engagement in ADAPTABLE thus far, including a description of committee structures and composition, first-hand patient testimonials, specific contributions, and lessons learned during the planning and early implementation of ADAPTABLE.ResultsWe recruited 1 patient leader from 6 of the 7 enrolling networks to serve on a Patient Review Board for ADAPTABLE, supported the Board with an experienced patient engagement team including an "investigator-advocate" not otherwise involved in the trial, and facilitated bidirectional communication between the Board and ADAPTABLE Coordinating Center. The Board has reviewed and provided substantial input on the informed consent procedure, recruitment materials, patient portal design, and study policy including compensation of participants. Although it was "too late" for some suggested modifications, most modifications suggested by the patient leaders have been implemented, and they are enthusiastic about the study and their role. The patient leaders also attend Steering and Executive Committee calls; these experiences have been somewhat less productive.ConclusionsWith adequate support, a cadre of committed patient leaders can provide substantial value to design and implementation of a major multicenter clinical trial

This symposium was organized to review the science related to NASA's Airborne Astronomy Program on the occasion of the twentieth anniversary of the Kuiper Airborne Observatory (KAO). The theme selected, 'The Galactic Ecosystem: From Gas to Stars to Dust,' was considered to capture the underlying commonality of much of the research discussed. The 8 sessions were as follows: The Interstellar Medium; The Life Cycle of the ISM in Other Galaxies; Star and Planetary System Formation; Our Planetary System: The Solar System; The Enrichment of the Interstellar Medium; The Galactic Center: A Unique Region of the Galactic Ecosystem; Instrumentation for Airborne Astronomy; KAO History and Education; and Missions and the Future of Infrared Astronomy
SPIFI: a Direct-Detection Imaging Spectrometer for Submillimeter Wavelengths
The South Pole Imaging Fabry-Perot Interferometer (SPIFI) is the first instrument of its kind -a direct-detection imaging spectrometer for astronomy in the submillimeter band. SPIFI ’s focal plane is a square array of 25 silicon bolometers cooled to 60 mK; the spectrometer consists of two cryogenic scanning Fabry-Perot interferometers in series with a 60-mK bandpass filter. The instrument operates in the short submillimeter windows (350 and 450 μm) available from the ground, with spectral resolving power selectable between 500 and 10,000. At present, SPIFI’s sensitivity is within a factor of 1.5-3 of the photon background limit, comparable with the best heterodyne spectrometers. The instrument ’s large bandwidth and mapping capability provide substantial advantages for specific astrophysical projects, including deep extragalactic observations.
