The 20/30 GHz satellite systems technology needs assessment
Rain attenuation in the 20/30 GHz bands, and the resultant impact on system user costs were estimated for a variety of satellite communication system concepts. Results of previous and current NASA Lewis contractual and in-house studies on system design are reported as well as market studies conducted to evaluate the concepts and test their relevancy against forecasted market needs. The 20/30 GHz bands appear attractive economically and, with certain technology, appear to offer a virtually unlimited spectrum resource. This attractiveness is especially relevant to high density trunking where there is sufficient traffic to justify dual-station site diversity
A Third Planet Orbiting HIP 14810
We present new precision radial velocities and a three-planet Keplerian orbit
fit for the V = 8.5, G5 V star HIP 14810. We began observing this star at Keck
Observatory as part of the N2K Planet Search Project. Wright et al. (2007)
announced the inner two planets to this system, and subsequent observations
have revealed the outer planet planet and the proper orbital solution for the
middle planet. The planets have minimum masses of 3.9, 1.3, and 0.6 M_Jup and
orbital periods of 6.67, 147.7, and 952 d, respectively. We have numerically
integrated the family of orbital solutions consistent with the data and find
that they are stable for at least 10^6 yr. Our photometric search shows that
the inner planet does not transit.Comment: ApJL, accepte
A Spin-Orbit Alignment for the Hot Jupiter HATS-3b
We have measured the alignment between the orbit of HATS-3b (a recently
discovered, slightly inflated Hot Jupiter) and the spin-axis of its host star.
Data were obtained using the CYCLOPS2 optical-fiber bundle and its simultaneous
calibration system feeding the UCLES spectrograph on the Anglo-Australian
Telescope. The sky-projected spin-orbit angle of was
determined from spectroscopic measurements of Rossiter-McLaughlin effect. This
is the first exoplanet discovered through the HATSouth transit survey to have
its spin-orbit angle measured. Our results indicate that the orbital plane of
HATS-3b is consistent with being aligned to the spin axis of its host star. The
low obliquity of the HATS-3 system, which has a relatively hot mid F-type host
star, agrees with the general trend observed for Hot Jupiter host stars with
effective temperatures K to have randomly distributed spin-orbit angles.Comment: 13 pages. Accepted for publication in the Astrophysical Journa
ERTS-1 observations of sea surface circulation and sediment transport, Cook Inlet, Alaska
Cook Inlet is a large tide-dominated estuary in southern Alaska. Highly turbid streams enter the upper inlet, providing an excellent tracer for circulation in the lower inlet. MSS 4 and 5 images both can be used in this area to plot sediment and pollutant trajectories, areas of (probable) commercial fish concentration, and the entire circulation regime

Reliability modeling of a 1-out-of-2 system: Research with diverse Off-the-shelf SQL database servers
Fault tolerance via design diversity is often the only viable way of achieving sufficient dependability levels when using off-the-shelf components. We have reported previously on studies with bug reports of four open-source and commercial off-the-shelf database servers and later release of two of them. The results were very promising for designers of fault-tolerant solutions that wish to employ diverse servers: very few bugs caused failures in more than one server and none caused failure in more than two. In this paper we offer details of two approaches we have studied to construct reliability growth models for a 1-out-of-2 fault-tolerant server which utilize the bug reports. The models presented are of practical significance to system designers wishing to employ diversity with off-the-shelf components since often the bug reports are the only direct dependability evidence available to them
Are intellectual property rights stifling agricultural biotechnology in developing countries: IFPRI 2000-2001 Annual Report Essay
For more than a century, plant breeders in government-funded research centers have sought out crop varieties with characteristics that might help poor farmers in developing countries grow more food. They have painstakingly bred and cross-bred these varieties through generations to achieve a desirable mix of characteristics. At an accelerating pace in the 1960s and 1970s the work of these breeders changed the developing world ā the higher-yielding varieties of wheat, rice, and other food staples they produced helped avert catastrophic famine in Asia ā and their work continues to improve the lives and livelihoods of millions of people. Now, however, critics of the newest tool in the agricultural researchers' toolbox ā genetic engineering ā argue that the new environment for agricultural research may leave farmers in the developing countries out in the cold. Accessing other people's technology: do non-profit agencies need it? how to obtain it?
As patents and other forms of intellectual property become more pervasive in the next generation of biotechnologies, designing polices and practices to ensure sufficient freedom to operate (i.e., the ability to practice or use an innovation) will be crucial for non-profit agencies in the developed and developing world, especially those intent on developing improved seed varieties and other technologies destined for commercial release. Are non-profits exempt from intellectual property claims? What constitutes infringement of a patent? How does a non-profit establish its freedom to operate? We address these issues in this paper and evaluate various options for accessing other people's technologies. Options include cross- licensing agreements, research-only or cost-free licenses, market segmentation strategies, mergers or joint ventures, and patent pooling or clearinghouse mechanisms. A Nearly Polar Orbit for the Extrasolar Hot Jupiter WASP-79b
We report the measurement of a spin-orbit misalignment for WASP-79b, a
recently discovered, bloated transiting hot Jupiter from the WASP survey. Data
were obtained using the CYCLOPS2 optical-fiber bundle and its simultaneous
calibration system feeding the UCLES spectrograph on the Anglo-Australian
Telescope. We have used the Rossiter-McLaughlin effect to determine the
sky-projected spin-orbit angle to be lambda = -106+19-13 degrees. This result
indicates a significant misalignment between the spin axis of the host star and
the orbital plane of the planet -- the planet being in a nearly polar orbit.
WASP-79 is consistent with other stars that have Teff > 6250K and host hot
