La Llei general de la comunicació audiovisual com a norma bàsica estatal i el seu encaix en el Dret públic de Catalunya

The approval of the Law of the Spanish Parliament on general audiovisual communication (Ley 7/2010) is a really important milestone in the media legislative framework. This law represents the culmination of a political and legislative effort, which has been deployed for decades, designed to finally give Spain a basic standard in terms of regulation of audiovisual communication services. On the other hand, for the first time a legal instrument will have the capacity to cover the sector of audiovisual communication on a horizontal basis, with a systematic structure, and respecting the principle of technological neutrality and the existing level of technological development. Catalonia had already been done this job and approved the Law 22/2005 of 29 December, on audiovisual communication in Catalonia with the aim of becoming a standard set of systematic regulations on audiovisual communications in Catalonia. It is therefore particularly interesting to analyse some of the possible differences and imbalances between the basic law just enacted at Central Government level and the pre-existing Catalan legislative framework in this sector. Of course, in some cases it should be to considered, ultimately, to what extent the Spanish law does respect the constitutional rules regarding the distribution of competences, or moves within an overly extensive interpretation of the notion of “basic legislation”

Flowability of granular materials with industrial applications: an experimental approach

Designing bulk material handling equipment requires a thorough understanding of the mechanical behaviour of powders and grains. Experimental characterization of granular materials is introduced focusing on flowability. A new prototype is presented which performs granular column collapse tests. The device consists of a channel whose design accounts for test inspection using visualization techniques and load measurements. A reservoir is attached where packing state of the granular material can be adjusted before run-off to simulate actual handling conditions by fluidisation and deaeration of the pile. Bulk materials on the market, with a wide range of particle sizes, can be tested with the prototype and the results used for classification in terms of flowability to improve industrial equipment selection processes.Postprint (published version

Participation in the Metropolitan Urban Planning: from the shared diagnosis to the participated strategy of the Advancement of the metropolitan PDU

La redacción del PDU metropolitano —el plan urbanístico que definirá el modelo territorial de las próximas décadas en el ámbito metropolitano—, responde a dos lógicas: estratégica y urbanística. A su vez, se sitúa a caballo entre dos escalas: regional y municipal. Por tanto, debe construir un discurso inclusivo, aflorar la consciencia metropolitana a partir de los principios de cooperación y reconocimiento mutuo, y reforzar los vínculos de proximidad como una herramienta de cohesión social. Desde el inicio del proceso de redacción, hemos entendido la participación ciudadana como un proceso para compartir el conocimiento generado y recoger la voz de diferentes agentes del territorio. Para ello, fue necesario un ejercicio de responsabilidad, innovación y transparencia. Durante seis meses, se realizaron varias sesiones de participación por todo el territorio metropolitano. Al finalizar este período de consulta, recopilamos los principales retos, restricciones, resultados y aprendizajes. La ponencia se centra en la participación en documentos de carácter estratégico y urbanístico dentro del contexto metropolitano, la metodología y resultados del trabajo vinculado al Avance del PDU, tanto durante su redacción como durante el período de información pública, y las principales conclusiones y aprendizajes a tener en cuenta en próximas fases.The drafting of the Metropolitan Urban Master Plan (PDU) will define the territorial model for the next decades in the metropolitan area, based on two different logics: strategical and urban. In turn, it works on two territorial scales: regional and municipal. Therefore, the PDU must build an inclusive vision, raise a metropolitan awareness based on the principles of cooperation and mutual recognition, and strengthen the bonds of proximity as a tool of social cohesion. From the beginning of the drafting of the Plan’s Proposal, citizen participation has been understood as a process aimed at sharing knowledge and gathering the voice of different civil stakeholders. It was necessary to take into account responsibility, innovation and transparency. Over 6 months, ad hoc participation forums were deployed in working sessions all around the metropolitan area. When the public consultation finished, we gathered its main challenges, constraints, outputs and learnings. This paper focus on: participation in documents of an strategic and urban planning nature within the metropolitan context, the methodology and re- sults of the work related to the PDU Proposal during its drafting and during the period of public information and the main findings and learnings to be taken into account in future stages.Peer Reviewe

La participación en la planificación urbanística metropolitana: de la diagnosis compartida a la estrategia participada del Avance del PDU metropolitano

Las características e identidades de la sociedad actual, cada vez más informada y exigente, son múltiples y se superponen con lógicas diferentes. Actualmente, nos enfrentamos a la redacción del PDU metropolitano —el plan urbanístico que definirá el modelo territorial de las próximas décadas en el ámbito metropolitano—, que responde a dos lógicas: estratégica y urbanística. A su vez, se sitúa a caballo entre dos escalas: regional y municipal. Por tanto, debe construir un discurso inclusivo, aflorar la consciencia metropolitana a partir de los principios de cooperación y reconocimiento mutuo, y reforzar los vínculos de proximidad como una herramienta de cohesión social. Desde el inicio del proceso de redacción del Avance del Plan, el AMB siempre ha querido involucrar a las distintas administraciones públicas. Por consiguiente, hemos entendido la participación ciudadana relacionada con el Avance del PDU como un proceso para compartir el conocimiento generado de manera transparente y recoger la voz de diferentes agentes del territorio. Para diseñar un marco compartido de trabajo acorde con este enfoque, fue necesario un ejercicio de responsabilidad, innovación y transparencia. Durante 6 meses, se realizaron varias sesiones de participación por todo el territorio metropolitano. Al finalizar este período de consulta, recopilamos los principales retos, restricciones, resultados y aprendizajes. Classifying granular materials for feeding performance using experimental and numerical techniques

Flowability of powders and bulk solids is critical for the packaging industry in the selection and design of bulk material handling equipment. Nowadays, a variety of feeder systems are used for dosing operations in bagging lines, but a robust methodology for classifying granular materials based on the expected feeding performance from their physical and mechanical properties has not yet been established. This paper proposes an experimental protocol to characterise powders and bulk solids, including a new fully instrumented prototype for flowability assessment, with which granular column collapse tests are performed and monitored using a set of pressure switches and load cells, a 2D laser scanner, and a high-speed video camera. A new data treatment scheme for classification of powders and bulk solids into flowability clusters is also presented. Results show an agreement between feeder-type grouping of the granular material samples based on practice experience and cluster analysis based on their physical and mechanical properties.Postprint (published version

Feasibility and diastereoselectivity of acid-mediated three-component aza-Diels-Alder reactions: Preparation of diversely substituted hexahydro-2<i>H</i>-pyrano [3,2-<i>c</i>]quinolines

1384-1399Synthesis of highly functionalized substituted hexahydropyrano[3,2-c]quinolines 1 in high to moderate yields is described herein. The diastereoselectivity and regioselectivity obtained in the Povarov reactions of dihydropyrans is shown to depend on the nature of the catalytic acid and/or effect of the substitution of the aldehyde reactants used in the Povarov reaction. Thus, Lanthanide Lewis acid catalysts give higher endo diastereoselectivity than protic Brönsted acid catalysts such as trifluoroacetic acid (TFA), 4-nitrophatlic acid (4-NO2PhA) and sulfamic acid (HOTf) which give higher exo diastereoselectivity. Furthermore, it is found that ortho and di-ortho substitution of the aldehyde precursor increased the exo diastereoselectivity which is higher when the bulk of the ortho-group increases. In addition, substitution of the protic Brönsted acid (TFA) for TMSCl catalyst improves the yield of the Povarov reaction maintaining the high exo diastereoselectivity. The procedure allows for scale up of the Povarov reaction and the hexahydropyrano[3,2-c]quinolines can be obtained on a multigram scale

Povarov reaction, scope and limitations: Preparation of diversely heterocyclic tetrahydro-1<i>H</i>-cyclopenta[<i>c</i>]quinolines

1117-1130Parallel synthesis of diverse heterocyclic-tetrahydro-1H-cyclopenta[c]quinolines in excellent yields and high endo diastereoselectivity has been described herein. These compounds are highly functionalized natural product-like tricyclic systems, which may be useful as biologically relevant targets. Fine tuning of the reaction conditions need to be performed depending on the nature and molecular structure of the heterocyclic aromatic carbaldehyde, as well as the choice of the Lewis acid catalyst. Synthesis of the heterocyclic aromatic aldehyde precursors of the Povarov Reaction is also described
