THE MAKING OF THE TURKISH FINANCIAL CRISIS
There can be little doubt that at the turn of the century the Turkish economy was in need of an urgent stabilization in order to halt a treacherous process of high and volatile inflation, unsustainable public debt accumulation, and increasing financial fragility, resulting from irresponsible policies and lack of fiscal discipline that had been endemic under various governments since the early 1980s. However, the stabilization program formulated and launched with strong support from the IMF failed to deliver its promises, plunging the economy into an unprecedented crisis, in large part because of serious shortcomings in its design as well as in crisis intervention which appears to have drawn no useful lessons from the recent bouts of crises in emerging markets.
Physics of Extremely High Energy Cosmic Rays
Over the last third of the century, a few tens of events, detected by
ground-based cosmic ray detectors, have opened a new window in the field of
high-energy astrophysics. These events have macroscopic energies, unobserved
sources, an unknown chemical composition and a production and transport
mechanism yet to be explained. With a flux as low as one particle per century
per square kilometer, only dedicated detectors with huge apertures can bring in
the high-quality and statistically significant data needed to answer those
questions. In this article, we review the present status of the field both from
an experimental and theoretical point of view. Special attention is given to
the next generation of detectors devoted to the thorough exploration of the

Cosmic Rays above eV
We briefly review the status of cosmic ray studies between eV and
the highest observed energies, namely a few times eV. Because of the
rather low incident fluxes in this energy range, the studies mostly rely on
ground based, large aperture detectors reconstructing the cosmic ray's
properties through the detection of the air-showers they generate by
interacting with the atmosphere. We stress the fact that many issues such as
the chemical composition of the cosmic rays, their acceleration mechanisms, the
structures displayed in their energy spectrum are mostly open questions which

Dilemmas of Structural Adjustment and Environmental Policies under Instability
Cataloged from PDF version of article.The Turkish structural adjustment since 1980 has been associated with chronic instability. Since the late 1980s, the weaknesses in the fiscal system and the premature external liberalization emerge as the main factors hindering the passage toward stable growth. Enforced and erratic distributional changes and relative stagnation of capital accumulation have undermined the growth potential of the economy. Further, it is demonstrated that existing market structures may negate environmental policies based on market incentives. These observations, as well as those on the interactions of the market system and the environment, create strong arguments in favor of an active state
Extremely high energy cosmic rays and the Auger Observatory
Over the last 30 years or so, a handful of events observed in ground-based
cosmic ray detectors seem to have opened a new window in the field of
high-energy astrophysics. These events have energies exceeding 5x10**19 eV (the
region of the so-called Greisen-Zatsepin-Kuzmin spectral cutoff); they seem to
come from no known astrophysical source; their chemical composition is mostly
unknown; no conventional accelerating mechanism is considered as being able to
explain their production and propagation to earth. Only a dedicated detector
can bring in the high-quality and statistically significant data needed to
solve this long-lasting puzzle: this is the aim of the Auger Observatory
