    On the international cooperation of North-West Russia in the field of innovations in the Baltic

    This article focuses on the cooperation between the constituent entities of the Northwestern Federal District of the Russian Federation and the Baltic countries (Finland, Estonia, and Norway) in the field of innovations at national and regional levels, as well as at the level of corporate cooperation. The author reviews successful implementation of innovation projects within cross-border and transnational cooperation programmes. The most significant projects focus on the development of information and communications technologies in healthcare, the development of networks uniting innovation centres in the Baltic Sea region, and the transnational network of business incubators in the Baltic Sea region. The author identifies promising areas of cooperation between North-West Russia, Finland, Norway, and Estonia in the field of innovations, including telecommunications, information and, space; biological, environmental and nanotechnologies; software, medicine, education, culture, energy efficiency and ecological construction, as well as the development of creative industries. The article pays attention to large-scale national projects, such as "St. Petersburg Corridor - Two Model Open Innovation Platform" and "Partnership in commercialization of Russian innovations"

    Moral Decision-Making: How Utilitarian Similarity, Content, and Psychological Ownership Influence Moral Rationality.

    Is it acceptable and moral to sacrifice a few people’s lives or jobs to save many others? Research on moral dilemmas has shown that respondents judge personal moral actions as less appropriate than equivalent impersonal moral actions. Accordingly, theorists have argued that judgments of appropriateness in personal moral dilemmas are (i) more emotionally salient and more cognitively demanding than impersonal moral dilemmas (e.g., Greene et al., 2001) and (ii) dependent on utilitarian uncertainty – comprehensive information about moral actions and consequences boost utility maximization in moral choices (Kusev et al., 2016, Psych. Bull. & Rev.). In three experiments, we found that utilitarian similarity, content and ownership inform the psychological mechanisms employed in moral choice, independent of the emotional ‘personal involvement’ effects. Information about utilitarian content, similarity and ownership alter human utilitarian preferences. Our findings highlight a need to investigate how variation in moral descriptions produces variation in utilitarian judgment

    Psychological Engagement in Choice and Judgment Under Risk and Uncertainty.

    Theories of choice and judgment assume that agents behave rationally, choose the higher expected value option, and evaluate the choice consistently (Expected Utility Theory, Von Neumann, & Morgenstern, 1947). However, researchers in decision-making showed that human behaviour is different in choice and judgement tasks (Slovic & Lichtenstein, 1968; 1971; 1973). In this research, we propose that psychological engagement and control deprivation predict behavioural inconsistencies and utilitarian performance with judgment and choice. Moreover, we explore the influences of engagement and control deprivation on agent’s behaviours, while manipulating content of utility (Kusev et al., 2011, Hertwig & Gigerenzer 1999, Tversky & Kahneman, 1996) and decision reward (Kusev et al, 2013, Shafir et al., 2002)

At the present time there is a problem quite early start weakening postural balance. Diagnosis of the level of postural stability in older people will determine what is the cause of malfunction of the postural control system, and, consequently, increasing the risk of falls.     Square vortex solitons with a large angular momentum

    We show the existence of square shaped optical vortices with a large value of the angular momentum hosted in finite size laser beams which propagate in nonlinear media with a cubic-quintic nonlinearity. The light profiles take the form of rings with sharp boundaries and variable sizes depending on the power carried. Our stability analysis shows that these light distributions remain stable when propagate, probably for unlimited values of the angular momentum, provided the hosting beam is wide enough. This happens if the peak amplitude approaches a critical value which only depends on the nonlinear refractive index of the material. A variational approach allows us to calculate the main parameters involved. Our results add extra support to the concept of surface tension of light beams that can be considered as a trace of the existence of a liquid of light.Comment: 6 pages, 6 figures, submitted to Phys.
