Several European telecommunications regulatory agencies have recently introduced a fixed capacity charge (flat rate) to regulate access to the incumbents network. The purpose of this paper is to show that the optimal capacity charge and the optimal access-minute charge analysed by Armstrong, Doyle, and Vickers (1996) have a similar structure and imply the same payment for the entrant. I extend the analysis to the case where there is a competitor with market power. In this case, the optimal capacity charge should be modified to avoid that the entrant cream-skims the market, fixing a longer or a shorter peak period than the optimal. Sobre algunes espècies al·lòctones a l'alt Segre (NE de la península Ibèrica), noves o molt rares per a la flora catalana

Aportem informació recent sobre sis espècies de flora al·lòctona a la conca alta del riu Segre (Pirineus, Catalunya, NE de la península Ibèrica). Documentem per primera vegada l'existència de poblacions de Silene noctiflora a la península Ibèrica i la presència de Vitis riparia com a planta invasora a Catalunya. Constatem també que Heracleum mantegazzianum s'expandeix seguint el riu Segre a partir d'un focus d'introducció inicial a la part més alta de la conca.We provide recent data about six allocthonous flora species in the upper basin of Segre river (Pyrenees, Catalonia, NE Iberian Peninsula). We report for the first time populations of Silene noctiflora in the Iberian Peninsula and Vitis riparia as a invasive species in Catalonia. We also note that Heracleum mantegazzianum expands its regional area along the Segre river from an initial focus on the uppermost basin

Al present article, hi aportem dades d’un interès especial per a la flora regional de les conques superiors del Segre i el Llobregat (Pirineus orientals), referides a tàxons fins ara desconeguts a la zona o molt rars. Els tàxons al·lòctons Epilobium ciliatum Raf. (invasor) i Berberis vulgaris L. subsp. vulgaris i Paulownia tomentosa (Thunb.) Steud. (casuals) constitueixen una novetat per a la flora de Catalunya. També confirmem la presència actual de Bidens cernuus L., espècie que, aparentment, no havia estat observada al Principat des del començament del segle XX, i documentem una població de vinya referible a Vitis vinifera subsp. sylvestris (C.C. Gmel.) Hegi, tàxon sovint considerat de presència dubtosa al nord-est ibèric. Per a l’endemisme d’àrea limitada Delphinium montanum DC. —amb només una desena de localitats a escala global—, aportem una nova localitat, en la qual hi ha una de les poblacions més nombroses de l’espècie.We provide data of special interest to the regional flora of the upper Segre and Llobregat basins (Eastern Pyrenees) related with previously unknown taxa or that are very rare in this area. Alien plants, such as Epilobium ciliatum Raf. (invasive), Berberis vulgaris L. subsp. vulgaris and Paulownia tomentosa (Thunb.) Steud. (casuals), are new to the flora of Catalonia. We also confirm the presence of Bidens cernuus L.–a species that apparently had not been observed in Catalonia since the early twentieth century– and document a population of the European wild vine Vitis vinifera subsp. sylvestris (C.C. Gmel.) Hegi; a taxon often considered of dubious presence in the NE Iberian Peninsula. Seguiment de flora vascular protegida o amenaçada al Parc Natural de l'Alt Pirineu (Pirineus centrals)

En aquest treball es donen dades sobre set espècies de flora protegida i amenaçada presents al Parc Natural de l'Alt Pirineu: Arabis soyeri subsp. soyeri, Astragalus penduliflorus, Cerinthe glabra, Hippuris vulgaris, Hypericum linariifolium, Leontopodium alpinum i Matthiola valesiaca. S'aporten censos i/o estimacions de l'àrea d'ocupació, informació sobre l'estructura de les poblacions i s'avalua el seu estat de conservació local. La informació demogràfica contribueix a millorar el coneixement general sobre la dinàmica poblacional d'aquestes espècies, aspecte sobre el qual han estat poc estudiades. Són d'especial interès les dades sobre dos tàxons: Arabis soyeri subsp. soyeri, perquè és un endemisme rar i poc conegut dels Pirineus centrals, i Matthiola valesiaca, perquè s'han estudiat gairebé totes les poblacions pirinenques d'aquesta espècie. Aquestes dues perennes de vida llarga mostren un reclutament molt irregular, lligat a pertorbacions puntuals. El reclutament en Cerinthe glabra també està vinculat al soil disturbance, i s'ha constatat que és afavorit per l'activitat dels porcs senglars.Data about 7 species of protected or threatened flora in the Alt Pirineu Natural Park are shown. Arabis soyeri subsp. soyeri, Astragalus penduliflorus, Cerinthe glabra, Hippuris vulgaris, Hypericum linariifolium, Leontopodium alpinum and Matthiola valesiaca. We report information about population size, population structure and their local conservation status. Demographic information contributes to improve the general knowledge of the population dynamics of these species. There are of special interest the data about two taxa: Arabis soyeri subsp. soyeri, for being a rare and little known endemic of Central Pyrenees, and Matthiola valesiaca, because almost all the Pyrenean populations of this species have been studied; both are long-lived perennial species that show a very irregular recruitment linked to punctual soil disturbance. Recruitment in Cerinthe glabra is also linked to soil disturbance and it has proved that wild boar activity favours it
