    Studying the evolution of European Union's stabilisation policy is a difficult task that requires certain focusing. In a broad sense, stabilisation policy can be defined as a set of measures taken by the government and implemented by certain bodies and mechanisms to overcome problems of the economy or to restore its equilibrium. Of course, processes ongoing at global, regional, and national levels in the economic system should also be taken into account in determining the instruments of the stabilisation policy. For the European Union in particular, the stabilisation instruments in its development are expressed in changes both in the strategic and in the structural and the institutional aspects and the evolution of the stabilisation policy can be characterized as distinct periods of development

    Supersolid phase of hardcore bosons on triangular lattice

    We establish the nature of the supersolid phase observed for hardcore bosons on the triangular lattice near half-integer filling factor, and study the phase diagram of the system at finite temperature. We find that the solid order is always of the (2m,-m',-m') with m changing discontinuously from positive to negative values at half-filling, contrary to predictions of other phases, based on an analogy with the properties of Ising spins in transverse magnetic field. At finite temperature we find two intersecting second-order transition lines, one in the 3-state Potts universality class and the other of the Kosterlitz-Thouless type

    Isospin dependence of mass-distribution shape of fission fragments of Hg isotopes

    Using an improved scission-point model, the mass distributions are calculated for induced fission of even Hg isotopes with mass numbers A=174 to 196. With increasing A of a fissioning AHg nucleus the mass distribution evolves from symmetric for 174Hg, to asymmetric for isotopes close to 180Hg, and back to more symmetric for 192,194,196Hg. In the fissioning Hg isotopes their excitation energy weakly influences the shape of the mass distribution. In 180,184Hg, the mass distributions of fission fragments remain asymmetric even at high excitation energies

    Hausdorff distances for searching in binary text images

    Hausdorff distance (HD) seems the most efficient instrument for measuring how far two compact non-empty subsets of a metric space are from each other. This paper considers the possibilities provided by HD and some of its modifications used recently by many authors for resemblance between binary text images. Summarizing part of the existing word image matching methods, relied on HD, we investigate a new similar parameterized method which contains almost all of them as particular cases. Numerical experiments for searching words in binary text images are carried out with 333 pages of old Bulgarian typewritten text, 200 printed pages of Bulgarian Chrestomathy from year 1884, and 200 handwritten pages of Slavonic manuscript from year 1574. They outline how the parameters must be set in order to use the advantages of the proposed method for the purposes of word matching in scanned document images

In this work we present several such measures in a unified manner and introduce a new, naturally arisen variant of Hausdorff distance.     Several recently proposed modifications of Hausdorff distance (HD) are examined with respect to word image matching for bad quality typewritten Bulgarian text. The main idea of these approaches presumes that omission of the extreme distances between the points of the compared images eliminates the noise (to some extent) and the algorithms become more robust. A few robust HD measures, namely, censored HD, LTS-HD, and a new binary image comparison method that uses a windowed Hausdorff distance, lie in the base of the computer experiments carried out using 54 pages of typewritten text
