For this, content analysis, model design and validation were conducted. The suggested model includes 137 evaluation indicators which can be categorized by context, input, process and product levels. In order to validate the model, first, experts reviewed the indicators and survey tools, and then the model was applied to the current vocational high schools that have employed the Mtual Creative(MC) educational system operated by the Educational Office of Jeollanam-do Province in South Korea. The MC educational system was developed to innovate vocational education at high school levels. The system includes educational goals, curriculum and methods, roles of teachers, learning environment, administrative system, and performance management. As a result, the applicability of the model was explained and the outcomes of the MC system were reported. For further research, some strategies for the on-going improvement of the model were suggested
