Data warehouse - opportunity for local authorities
Local government exists in a very complex organizational environment, which has been subjected to an ever increasing pace of changes. This situation has generated a huge impact on the local government's reaction towards two major elements in is administration - decision making and technology approaching. The data warehouse technology offers a solution to this problem. But there are various obstacles that inhibit the government from adopting this technology

Po přistoupení ČR k Evropské unii všichni zainteresovaní s napětím očekávali možnost čerpání finančních prostředků z fondů EU. Na tuto skutečnost se připravovaly jak univerzity tak orgány veřejné správy. Pro zaměstnance regionálních samospráv to byla i výzva dokázat vyčerpat prostředky alokované v čase do území, a to do jisté míry v konkurenčním prostředí regionálních celků. Článek popisuje realizované projekty ve vztahu k Pardubickému kraji. Identification of data content based on measurement of quality of performance
Managing of business processes is done based on decision making and performance of workers in management positions who utilize business information systems as a necessary support tool. Business processes and business data form a coherent unit as business processes need relevant data for their execution while business data should fully serve to business processes. A change of the information system as a whole or a modification of a partial module of the information system are initiated exclusively by changes in the flow of instances of the business flow; this means either external changes such as customers’ requirements, change in suppliers’ approach or internal changes such as a change in activity flow or change in work activities as such. Current information systems are developed on the platform of relation database systems with the basic principle of relation data model. Analysis and design of a relation data model requires application of specialized methods leading to definition of relation schemes including integrity constraints. For development of a data model technical expertise is necessary which cannot be delegated on actors of working activities or managers of business processes. However, only the actors in process instances and managers of the process know their needs in relation with execution of the process, therefore, they should characterize their requirements on the module of the information system by identifying the data content.Information system serves as support for carrying out particular business process. Composition of indicators is changeable together with methods of measuring and evaluating and also the process itself changes as a result of its improvements. When controlling the values of indicators, it is necessary to take into account that within one process it is possible to measure indicators and then evaluate the same process or it is possible to measure indicators which provide data about quality or lack of quality of another process. The composition of indicators for measuring and evaluating quality of process performance or any change in the method of controlling should be an impulse for change of information environment. Therefore, development of each data model should be preceded by identification of data content with exact characteristics of requirements of composition and relation between measuring indicators
Identifikace metrik IT služby pro business proces při plánování přechodu na outsourcing
Business processes, especially key value-add processes, need to be supported by targeted and relevant information services to ensure high performance. Company management perceives information services as a necessary part of the business process and expects their continuous performance. Therefore, the cost of IT technologies represents a significant item in company budget. This places executives into a contradictory position. On one hand, they should increase efficiency and decrease cost; on the other hand they need to devote financial/human/technological resources to develop information services as the company information environment needs to be flexibly adapted to the needs of the changing markets. Developing of internal information environment by own resources is demanding and it takes sources of the company which could be devoted to its primary activities. One of the solutions for this situation is outsourcing, however transition to outsourcing is related to many risks. They include the transition to a new mode of service providing, the necessity to include the relation "external service provider - internal service customer", selection of correct type of outsourcing and suitable external provider. The greatest risk is connected with defining the service parameters in contractual relationship for ensuring service quality; this risk is related to identification of these service quality parameters. This text focuses on defining the assumptions for monitoring of information services quality within information processes which are selected for outsourcing. A method is modelled which identifies the metrics that will become the base for definition of information services quality parameters.Business procesy, zejména pak klíčové hodnototvorné procesy, musí ke svému výkonu mít cílené a relevantní informační služby. Management firmy vnímá informační služby jako nezbytnou součást business procesu a předpokládá jejich téměř bezvýpadkový provoz. Proto náklady na informační a komunikační technologie bývají značnou položkou ve firemním rozpočtu. Tím se ale dnešní vedoucí pracovníci ocitají ve složité, přímo rozporuplné, situaci. Na jednu stranu mají za cíl zvyšovat efektivitu a snižovat náklady, a na druhou stranu musí věnovat finanční / lidské / technologické zdroje pro rozvoj informačních služeb, neboť je třeba firemní informační prostředí rychle přizpůsobovat podle potřeb měnícího se trhu. Rozvíjení interního informačního prostředí vlastními silami je zátěžové, a zároveň ubírá podniku zdroje, které by podnik mohl věnovat primárním činnostem. Jako řešení této situace se pak nabízí outsourcing, který je vnímaný jako strategický nástroj v organizaci. Přechod na outsourcing je však spojen s řadou rizik a úskalí. Mezi rizika patří přechod na nový režim poskytování služeb, nutnost začlenění vztahu „externí poskytovatel služeb – interní odběratel služeb“, dále výběr příslušného typu outsourcingu či výběr vhodného externího poskytovatele. Největší riziko je však spojeno s ukotvením parametrů služeb ve smluvním vztahu pro zabezpečení kvality služeb, resp. jedná se zejména o riziko spojené s vlastní identifikací těchto parametrů kvality služeb. Text se zaměřuje na vymezení předpokladů pro sledování kvality informačních služeb v rámci informačních procesů, které jsou vytěsněny pro outsourcing. Je modelován postup pro identifikaci metrik, které se stanou pokladem pro definici parametrů kvality informačních služeb

The purpose of the eGovernment Act is to create optimum conditions for electronic communication both among the public authorities themselves and also between the citizens and the authorities. The purpose is not to make only some agendas or some stages of the processes in the public administration sector electronic but to offer a comprehensive solution to all the agendas performed by bodies of public administration. There is necessary to evaluate the new services and IT processes by help of suitable measures
Tools for process modelling in the public administration
Process modelling serves to present trend of the quality management. The quality management systems have their basis in standards and methods; they can be implemented through the quality certificates. The process definition in the form of process modelling is also the necessary basis for data modelling. But these two modelling approaches have various variants of realization. Implementation of these methods has aim – an increase in quality in
processes as well as in data and generally quality in the institution. The question is how the tools and techniques of methods are used and utilized. This paper deals with process approach as the integral part of methods in the area of the Czech public administration
Shromažďování požadavků pro specializované informační systémy ve veřejné správě
Identification of quality requirements is a necessary prerequisite for the development of a functional information system, collection, and analysis of data requirements and data functionalities are the initial steps in the general process of information system development. The quality of the process of collecting and evaluating requirements is a fundamental prerequisite for the created information system to accurately support the work needs of users. Users are therefore interested in participating in this requirements collection process. However, the situation is different for information systems in public administration, the aim of which is regulation and restriction. Here, the reluctance of users to cooperate and pass on the information needed for further development of the system can be assumed. This can then be reflected in the malfunction of the information system in the sense of incorrect support in the enforcement of regulation or restriction by the public administration. The article deals with the process of collecting and evaluating requirements for the restriction targeted information systems.Identifikace požadavků na kvalitu je nezbytným předpokladem pro rozvoj funkčního informačního systému, sběr a analýza požadavků na data a datové funkcionality jsou počátečními kroky v obecném procesu rozvoje informačního systému. Kvalita procesu sběru a vyhodnocování požadavků je základním předpokladem pro to, aby vytvořený informační systém přesně podporoval pracovní potřeby uživatelů. Uživatelé mají proto zájem zúčastnit se tohoto procesu shromažďování požadavků. Jiná situace je však u informačních systémů ve veřejné správě, jejichž cílem je regulace a omezení. Zde lze předpokládat neochotu uživatelů spolupracovat a předávat si informace potřebné pro další rozvoj systému. To se pak může projevit nefunkčností informačního systému ve smyslu nesprávné podpory při prosazování regulace či omezování ze strany veřejné správy.
