Kinerja Lalu Lintas dan Geometri Jalan Terhadap Keselamatan pada Simpang Bersinyal
Permasalahan transportasi yang menyangkut keselamatan pengguna jalan adalah permasalahan kecelakaan lalu lintas. Kejadian kecelakaan lalu lintas pada bulan Januari 2022 di Simpang Rapak merupakan salah satu kejadian kecelakaan yang menimbulkan banyak kerugian materi maupun nyawa. Kondisi geometri jalan pada salah satu lengan Simpang Rapak merupakan pertemuan antaran turunan atau tanjakan dengan simpang bersinyal yang dilengkapi bundaran sehingga menyebabkan isu jarak pandang dan masalah operasional kendaraan. Penelitian ini bertujuan untuk mengevaluasi kondisi geometri dan kinerja Simpang Rapak. Metode analisis yang digunakan dalam penelitian ini adalah analisis geometri, analisis jarak pengereman, dan analisis simpang bersinyal. Indikator yang diukur meliputi panjang ruas jalan, panjang antrian, jarak pengereman, dan jarak pandang henti. Hasil analisis menunjukkan bahwa secara umum nilai kombinasi antara panjang antrian dan jarak pengereman kendaraan berat(564 meter) apabila dibandingkan dengan panjang ruas jalan yang diteliti (511 meter) tidaklah memenuhi syarat aman. HAK WARIS ANAK LUAR KAWIN YANG DIANGKAT ANAK OLEH KAKEK DAN NENEKNYA MENURUT HUKUM WARIS ADAT BALI (STUDI KASUS DI DESA BELUMBANG, KECAMATAN KERAMBITAN, KABUPATEN TABANAN, PROPINSI BALI)
The study deals with the inheritance right of illegitimate children adopted
by their grandparents in Balinese Adat law in Belumbang village. It aims to
examine the adoption process of the illegitimate children in Balinese Adat law, the
inheritance right of the illegitimate children adopted by their grandparents and
also the perception of Belumbang�s society about the implementation of rights
handover from a heir to an illegitimate child which has been adopted by his/her
grandparents according to the inheritance rights in Balinese Adat Law.
This research applies empirical and juridical study that requires literature
study and field study. The field data are collected as the primary data using
interview guideline, while the literature study data are collected as the secondary
data by studying documents. The samples are drawn using purposive sampling.
This research examined 4 elderly couples that had previously adopted illegitimate
children in Belumbang Village an this research also observed some references,
like: The Head of Belumbang Village, Belumbang�s Primary Local Leader,
Belumbang�s Secondary Local Leader, religious leader or clerics, as well as
community leader. The results of the study are analyzed qualitatively and
presented in a descriptive form.
The results of the study show that the adoption process of the illegitimate
children equals with other children in Balinese Adat law, which follows the steps
of family meeting, involving members of Adat law society, and organizing
Peperasan/Widhi Widana ceremony and Siar ceremony in Banjar/ village. The
adopted illegitimate male children have equal inheritance right with their male
blood brothers, meanwhile an illegitimate female child has no rights to heir. The
handover of the inheritance right is conducted after the heir has passed away as
his or her wish and as regulated in Awig-awig and Perarem of the Adat law
village of Belumbang
ALTERNATIF PENGALIHAN LALULINTAS DI KAWASAN UGM DENGAN DITUTUPNYA JALAN KALIURANG
Kaliurang Street is one of the streets with the heaviest traffic activity in
Sleman District. The main cause is the growth of the northern part of Yogyakarta,
it makes Kaliurang Street become the main connector in Sleman District. One of
Kaliurang Street�s segment is located in the middle of UGM campus, which splits
UGM campus into two parts, namely the west and the east. Besides giving the
impression of disintegration between the two parts of UGM campus, the heavy
traffic volume on Kaliurang Street also cause disturbance in teaching and
learning. To overcome these problems, the idea to close the Kaliurang Street
appears. However, the closing of Kaliurang Street�s segment will certainly cause
another problem. Re-transportation planning is highly needed around UGM
Campus so that the plan to close Kaliurang Street�s segment can be done.
The study begins with road networks modeling in the existing condition.
The basic map of road network is using Map Info 7.0 software to obtain the
coordinates of the intersection and the length of road information. The traffic
counting result in 2010 was converted into matrix of travel data using SATURN
9.2 software. Scenario implementation can be done after validation test using chi
square formula claimed to have found the adjustment of the data field conditions
with the data modeling results. Modeling traffic will then use the
software EMME-2 to obtain data on road traffic volume and traffic speed that
represents the traffic swift. Modeling ends when the entire road section has a
degree of saturation below 80%.
Scenario modeling after the closing segment of Kaliurang Street is the
construction of fly over as the infrastructure for continuous traffic, the
construction of UGM Ring Road as the infrastructure for internal traffic, and some
scenarios of traffic management and engineering support to obtain degree of
saturation below 80%. The construction of fly over, UGM Ring Road and several
traffic management and engineering efforts succeed lower the average degree of
saturation of 16.288% and increase the average of the traffic speed of 7.554%. In
each of the modeling process, the increase of speed traffic flow and the decrease
of degree of saturation value occur. They indicate the improvement from the
previous model
