정규직 전환에 내재된 경쟁적 관점들에 대한 Q 방법론 분석

학위논문(석사) -- 서울대학교대학원 : 행정대학원 공기업정책학과, 2022. 8. 정광호.This study started by examining various social controversies and issues surrounding the ‘Policy for Conversion of Temporary Workers in the Public Sector to Regular Workers’ has been implemented by the government since 2017. In addition, the international situation and the flow of domestic history related to temporary workers, the current status of discussions about temporary workers, and the reality of temporary workers were checked in detail. Most of the existing studies started from the perspective of a third party, but this study tried to derive new implications and hypotheses by exploring hidden perceptions from the perspective of the person concerned. For this purpose, the direct opinions and hidden voices of individual members were explored, not the voices represented by the media or unions, through the use of Q-Methodology, which quantitatively analyzes the subjective domain of human beings. In collecting the statements, this study tried not to manipulate the results but to exclude deception. Unstructured samples were used to collect a free and broad perspective. As a result, 34 statements were collected through various literature data, anonymous bulletin boards, online communities, and preliminary interviews with public institution workers. For this study's subjects, not the general public but policy targets which workers of the relevant policy implementation agency were selected. To prevent bias in the research subject and to secure inclusiveness in the general perception, the groups with the same condition were set for ‘workers who joined as regular workers through open recruitment’ and ‘workers who were converted from temporary workers to regular workers’. A total of 32 people were included in the study, considering the type of employment, gender, age, and marital status at the same rate. As a result of the study, it was possible to find four types of perceptions, which were distinguished in terms of policy acceptability, major concerns, improvement requirements, and tendencies related to the conversion policy to regular workers. The first type; “pragmatic, realistic Individualism” is the type that pursues personal interests and happiness. If the ripple effect of the policy does not lead to a downward leveling of wages and welfare, the acceptance of the policy is high. For this type, ‘appropriate compensation for performance’ should be institutionally supported. Laws and systems need to be improved so that the hiring practices of expedient temporary workers can be improved. The second type; “justifiable, self-achievement, Ascription” is the type that shows best the effect of the policy related to the conversion policy to regular workers. They consider achievements such as status or honor important. So it was found that job self-esteem is increased just by granting the status of a full-time employee, even if it was not accompanied by a salary increase. For this type, ‘systematic job education and training’ is necessary. And follow-up management is necessary so that public enterprise can play a practical role in achieving social goals. The third type; “satisfied, relationship-oriented, Affective” is the type that emphasizes mutual relationships between colleagues. They value the camaraderie they feel at the actual work site rather than the outward standing, in addition, have a great desire for relationships and communication. So ‘appropriate communication activities and personnel arrangement according to their inclinations’ are necessary that leads their characters can be induced into work performance. The fourth type; “adaptive, broad perspective Universalism” is the type that adapts to policies and their influences but thinks and reacts from a broad view. They are concerned about the continuation and diffusion of policies and worried about the reduction of new hires. ‘Inspection and response through follow-up monitoring’ is necessary so that the policy of converting regular workers is a direction rather than a one-time event. As described above, policies were suggested for each of the four types of perception discovered through the research. And five policy hypotheses were presented based on the perceptions discovered during the research process. In addition, four additional research hypotheses were presented by reflecting the characteristics of the study subjects that are distinguished by type. This study tried to find implications by examining the types of perceptions from the point of view of the policy target. By trying to gain insight into the policy, wanted to find the human resource management strategies to be added to public institutions that have completed the implementation of the conversion policy to regular workers. Despite the many limitations of the study, it is expected that this study will serve as a stepping stone for the expansion of new research, and it is hoped that it will contribute in part to adjusting the direction of policy implementation.본 연구는 2017년 이후 정부 주도로 시행한 ‘공공부문 비정규직 근로자의 정규직 전환 정책’을 둘러싸고 사회적으로 나타났던 각종 논란과 쟁점에 대하여 살펴보면서 시작하였다. 그리고 비정규직과 관련한 국제정세와 국내 역사의 흐름, 비정규직에 대한 논의 현황과 비정규직의 현실을 구체적으로 확인해 보았다. 기존 연구의 대부분은 제3자의 관점에서 시작되었으나, 본 연구는 당사자의 관점에서 숨어있는 인식을 탐색하여 새로운 시사점과 가설을 도출하고자 하였다. 이를 위하여 인간의 주관적 영역을 정량적으로 분석하는 Q 방법론(Q-Methodology)의 활용을 통해, 언론이나 노조에 의해 대변되는 목소리가 아닌 구성원 개인의 직접적인 의견과 숨은 목소리를 탐색하였다. 본 연구의 진술문 수집에 있어서, 연구 결과를 조작적으로 견인하기보다 작위성을 배제하고자 노력했으며, 자유롭고 폭넓은 관점을 수집하고자 비구조화된 표본(unstructured sample)을 활용하였다. 다양한 문헌자료와 익명의 게시판, 온라인 커뮤니티, 공공기관 근로자를 대상으로 한 사전 인터뷰 등을 통하여 34개의 진술문을 수집하였다. 연구 대상으로는 일반적 대중이 아닌 정책 당사자로서 해당 정책 이행기관의 근로자를 선정하였으며, 대상의 편중을 방지하고 보편적 사고에서 포괄성을 확보하고자 ‘공채를 통해 정규직으로 입사한 근로자’와 ‘비정규직에서 정규직으로 전환된 근로자’의 그룹을 동일하게 설정하였다. 입사 유형, 성별, 연령별, 결혼 상태별 경우의 수를 동일한 비율로 고려하여 총 32명을 대상으로 연구를 진행하였다. 연구결과 정규직 전환 정책과 관련한 정책 수용도, 주요 관심사, 개선 요구사항, 성향 등에서 구분되는 4가지 인식 유형을 발견할 수 있었다. 첫 번째, “실속형, 현실주의형 개인주의” 유형은 개인의 이익과 행복을 추구하는 유형이다. 정책의 파급 효과가 급여와 복지의 하향 평준화로 이어지지 않는다면 정책 수용도가 높은 편이다. 이 유형에 대하여는 ‘성과에 대한 적정한 보상’이 제도적으로 뒷받침되어야 하고, 편법적 비정규직의 채용 관행이 개선될 수 있도록 법과 제도 개선을 필요로 한다. 두 번째, “대의명분형, 자아성취형 귀속주의” 유형은 정규직 전환 정책과 관련한 정책 효과가 가장 잘 드러나는 유형이다. 지위나 명예와 같은 귀속적 특성을 중요하게 생각하며 급여 상승을 수반하지 않더라도 정규직의 신분 부여만으로 업무적 자존감이 높아지는 것을 알 수 있었다. 이 유형에 대하여는 ‘체계적인 직무교육 및 훈련’이 필요하고, 공공기관이 사회적 목표를 달성하는데 실질적 역할을 할 수 있도록 사후관리가 필요하다. 세 번째, “만족형, 관계지향형 감성주의” 유형은 사람들 간의 상호 관계를 중시하는 유형이다. 소위 겉으로 드러나는 명분과 포장보다는 실제 근로 현장에서 느끼는 동료애를 소중히 여기며 관계와 소통의 욕구가 크므로 이들의 장점이 업무적 성과로 유도될 수 있도록 ‘적절한 커뮤니케이션 활동과, 성향에 맞는 인사배치’가 필요하다. 네 번째, “순응형, 넓은시야형 보편주의” 유형은 정책과 정책의 영향에 대하여 순응하지만, 보다 넓은 시각에서 생각하고 반응한다. 정책의 지속과 확산에 대한 우려 및 신규채용 축소에 대한 우려를 하고 있다. 정규직 전환 정책이 일회성 이벤트가 아닌 방향성이 되도록 ‘후속 모니터링을 통한 점검과 대응’이 필요하다. 이와 같이 연구를 통해 발견한 4가지 인식 유형별로 각각 정책을 제언하고, 연구 과정에서 발견한 인식에 근거하여 5가지 정책적 가설을 제시하였다. 또한, 유형별로 구별되는 연구 대상자의 특성을 반영하여 추가로 4가지 연구 가설을 제시하였다. 본 연구는 정책 당사자 관점의 인식 유형 탐구를 통해, 정규직 전환 정책 시행이 완료된 기관에서 추가해야 할 인적자원 관리 방안을 찾고, 정책에 대한 통찰을 시도하여 새로운 시사점을 찾고자 하였다. 여러 가지 연구 한계점이 있음에도 불구하고, 본 연구가 새로운 연구로 확장되는데 디딤돌이 되기를 바라며, 정책 이행의 숨 고르기와 방향성 점검에 일부분 기여할 수 있기를 기대한다.제 1 장 서론 1 제 1 절 연구의 배경 및 목적 1 1. 연구의 배경 1 2. 연구의 필요성과 목적 4 제 2 절 연구의 대상 및 방법 6 1. 연구의 범위와 대상 6 2. 연구의 방법 9 제 2 장 이론적 논의 및 선행 연구 검토 11 제 1 절 비정규직의 역사와 이론적 논의 11 1. 비정규직의 등장과 구분 11 2. 공공부문 비정규직 관련 해외 사례 13 3. 비정규직에 대한 정책 현황 14 제 2 절 선행 연구의 검토 19 1. 비정규직의 현실 분석 19 2. 정규직 전환을 둘러싼 쟁점 21 3. 정규직 전환 사례를 통한 연구 23 4. 정규직 전환 정책 시행 이후의 방향성 모색 24 5. 연구의 차별성 27 제 3 장 연구 방법 29 제 1 절 Q 방법론의 배경과 의의 29 1. 고등학교 생활과 윤리, 윤리와 사상 과목을 중심으로

학위논문(석사)--서울대학교 대학원 :사범대학 윤리교육과,2020. 2. 김형렬.본 연구는 롤스(John Rawls)의 『만민법』에 대한 비판적 고찰을 바탕으로 『만민법』의 도덕교육적 함의를 살펴보는 것을 목적으로 한다. 이를 위해 고등학교 생활과 윤리와 윤리와 사상 교과서에『만민법』관련 내용이 삽입된 단원의 서술을 분석하여,『만민법』의 인권 개념 및 해외 원조와 국제주의에 대한 논쟁을 활용할 수 있는 방안을 구안하였다. 이를 통해 학생들이 보편적 가치를 중시하면서도 비판적 문해력(critical literacy)을 갖추어 세계 사회의 일원으로서 필요한 역량을 갖출 수 있도록 도움을 줄 수 있는 방안을 모색하고자 하였다. 이를 위해 본 연구는 우선 롤스의 『만민법』에 나타난 국제적 정의관의 특징에 대해 논하고, 특히 『만민법』에서의 국제적 정의관이 그의 『정치적 자유주의』에서의 논의와 어떠한 관련이 있는지 살펴보았다. 다음으로 롤스의『만민법』에 대한 비판적 논의들을 탐구하였다. 마지막으로, 현행 고등학교 생활과 윤리, 윤리와 사상에서 만민법에 대한 비판적 논의를 적용할 수 있는 방안에 대해 논의하였다. 구체적으로, 『만민법』의 인권 개념을 활용하는 탐구 활동 자료를 구안하였으며, 해외 원조를 둘러싼 롤스와 지구적 평등주의자들 간의 논쟁, 국가 중심적인 롤스의 국제주의와 세계 시민주의의 논쟁을 활용한 교과서 탐구 활동을 자료를 제시하였다. 2009 개정 교육과정에 이어 2015 개정 고등학교 도덕과 교육과정에서는 세계 사회의 일원으로서 세계 시민성과 공동체 역량을 함양할 수 있도록 여러 이론적 근거와 함께 구체적인 방안의 탐구를 제시하고 있다. 그러나 생활과 윤리, 윤리와 사상 모두에서 빈곤과 해외 원조를 비중 있게 다루고 있음에도 불구하고, 원조를 둘러싼 논쟁을 의무와 자선의 논쟁에 초점을 맞추어 다루고 있는 점과 국제주의와 세계 시민주의의 단순 비교와 차이점에 대한 서술이 주를 이루고 있다는 점이 한계로 제시될 수 있다. 『만민법』에서 인권은 본질적이고 핵심적인 논의로 다루어지는 개념이지만 교과서에서 인권에 대한 롤스의 주장은 구체적으로 다루어지지 않고 있으며, 『만민법』의 바탕이 되는 『정치적 자유주의』에 대한 소개가 이루어지지 않고 있다. 이에 본 연구는 『만민법』의 인권 개념 및 해외 원조와 국제주의에 대한 논쟁을 고등학교 도덕과에서 활용할 수 있는 방안을 다음과 같이 제시하였다. 첫째, 해외 원조에 대한 롤스의 주장을 보다 명확하게 파악하기 위해서는 롤스의『만민법』에 대한 종합적이고 비판적인 이해, 특히 그의 인권 개념에 대한 이해가 선행되어야 한다. 인권과 원조의 의무를 함께 이해하면 해외 원조에 대한 롤스의 핵심 주장, 즉 원조의 목적 내지 범위에 대한 논의를 보다 명확하게 이해할 수 있기 때문이다. 둘째, 해외 원조와 관련하여 지구적 평등을 강조했던 베이츠와 포기 등의 세계 시민주의자들과의 논쟁이 함께 소개되어야 한다. 원조의 목적과 범위에 대한 롤스와 세계 시민주의자들의 차이와 이에 대한 논쟁은 원조를 의무와 자선의 관점 중 어떤 것으로 봐야 할지와는 또 다른 성격의 논쟁으로 해외 원조에 대하여 학생들이 다양한 관점과 근거를 탐구하고 이를 통해 자신만의 견해를 구성하는데 도움을 줄 수 있다. 나아가 이는 지구 공동체의 성원으로서 보편적이고 도덕적인 가치의 중요성을 깨닫게 할 뿐만 아니라 비판적 문해력을 통해 세계를 바라볼 수 있게 만들 것이다. 마지막으로, 국가와 세계 사회를 바라보는 롤스와 세계 시민주의와의 차이점 역시 논쟁을 바탕으로 이해할 수 있도록 제시될 필요가 있다. 우리는 한 국가의 시민이면서 세계 사회의 시민이다. 전통적인 의미에서의 국경과 영토의 영향력이 축소되고 전 지구적 연대와 협력의 중요성이 증대되고 있지만, 우리는 여전히 한 국가의 구성원으로서도 권리와 의무를 지니기 때문이다. 따라서 학생들은 국제 관계를 이해하는 롤스의 관점과 세계 시민주의 각각을 이해하고 어떤 면에서 어떤 관점이 더 적절한지 혹은 어떤 근거로 비판할 수 있을지 자신의 입장을 세워나가야 한다. 이에 원조에 대한 논쟁과 마찬가지로 국제주의와 세계 시민주의의 논쟁을 통해 비판적 관점에서 각각을 이해할 수 있는 기회가 제공되어야 한다.Based on a critical review of Rawlss The Law of Peoples (LP), this study aims to propose its implications for ethics education. In LP, Rawls offers a political conception of international justice beyond the individual state by extending his theory for domestic justice as fairness represented in Political Liberalism. In particular, he provides a modified view of a hypothetical contract device whereby the contracting parties are representatives of peoples who can choose the fundamental principles and norms of international law and practice. Rawlss LP has received much criticism for its key assumptions that the parties who choose principles of global justice are not individuals but peoples (i.e., the inadequate use of the term peoples) and that members living in well-ordered societies do not owe to the members of other societies the same sort of justice that they owe to one another (i.e., an anti-cosmopolitan stance). In the light of such criticism, this study analyzes how Rawlss discussions on international justice elaborated in LP are interpreted in high school Life and Ethics and Ethics and Thought textbooks. On the basis of the textbook analyses, this study also suggests the ways in which Rawls central ideas in LP and its criticism, including Rawlss support for basic human rights, the debates between internationalism and cosmopolitanism, can be best utilized in high school ethics textbooks. Self-care behavior and family support of diabetes mellitus patients with hypoglycemia in emergency rooms

간호학과/석사[한글] 본 연구는 저혈당증으로 응급실에 내원한 당뇨병 환자를 대상으로 자가간호행위 및 가족지지를 파악하기 위해 시도되었다. 본 연구는 조사연구로서, 자가간호행위 및 가족지지를 파악하기 위해 설문지를 이용한 양적 연구방법론 및 면담을 통해 현상을 분석하는 질적연구방법론인 트라이앵귤레이션(triangulation) 방법을 적용하였다. 연구의 대상자는 저혈당증을 주호소로 내원한 당뇨환자로 서울시 소재 A 종합병원 응급실을 방문한 총 31명을 대상으로 이루어졌다. 자료수집은 2008년 3월 28일부터 6월 6일까지 실시되었으며 구조화된 설문지 및 의무기록검토, 반구조화된 설문지를 이용해 30분 정도의 면담을 통하여 자료수집을 하였으며, 자료분석방법은 조사 연구 자료는 변수에 대한 기술적 통계를 사용하였고 면담내용은 변수의 영역에 따른 범주, 개념, 의미있는 진술로 분석하였으며 연구결과는 다음과 같다. 1. 본 연구의 대상자의 유병기간은 평균 15.75년으로 당뇨유형은 제2형 (90.3%)당뇨병이 많았으며 합병증이 동반된 경우는 74.2%로 나타났다. 내원시 평균혈당은 36.9mg/dl, 당화혈색소 수치는 6.7%로 나타났으며 대상자의 81%에서 의식변화를 동반한 중증의 저혈당증상으로 본 응급실을 내원하였으며 65%정도의 대상자는 저혈당의 직접적인 원인으로는 부적절한 식사로 나타났다. 2. 연구 대상자의 자가간호행위는 평균 4.70점(0.68)으로 나타났고 가족지지는 평균 3.65점(1.06)으로 나타났다. 가장 높은 자가간호행위 이행 점수를 보인 영역은 약물요법(4.70점)이었고 가장 낮은 영역은 혈당관리영역(2.50점)으로 나타났다. 가족지지에서 정서적 지지(3.65점)가 신체적 지지(2.18점)에 비해 높은 것으로 나타났다. 3. 자가간호행위 촉진요인으로는 습관형성, 정기적 외래예약, 신체적응, 절제, 신체변화 조기 파악, 합병증 발생시 자각으로 나타났고, 저해요인으로는 관리의 중요성 인식부족, 질병과정에 따른 주관적 판단, 신체적 제한, 노화, 욕구조절 능력 저하, 약물의존, 사회·환경적 제약, 가족 및 동료지지부족, 문맹, 의료진에 대한 신뢰감 부족, 저혈당 무감지증, 혈당기 없음으로 나타났다. 4. 가족지지 촉진요인은 헌신적 돌봄, 화목한 가족인지로 나타났고 저해요인으로는 비수용적인 자기주장, 비효율적인 가족구조, 가족의 기능상실, 갈등적 가족관계, 가족의 개인생활, 가족의 지식부족으로 나타났다. 이상의 연구결과를 통하여 저혈당증으로 응급실에 내원한 당뇨환자들의 자가간호행위에 있어 습관형성과 가족의 지지가 가장 큰 촉진요인으로 작용하고 있었으며, 당뇨 합병증과 중증의 질환들로 인한 신체적인 제약과 노인 특유의 요인들 그리고 오랜 유병기간 동안의 주관적 경험으로 인한 판단등이 중요한 저해요인임을 확인 할 수 있었다. 또한 가족지지에 있어서는 가족들이 헌신적 돌봄이 가장 큰 촉진요인이었으며 가족구조와 형태 및 가족특성에 따른 각각의 상황적 요인들이 저해요인으로 작용하고 있음을 알 수 있었다. 이로써 저혈당으로 응급실에 내원한 환자들의 중증 질환들과 노인의 특성을 고려한 당뇨관리 교육을 강화시키고, 저혈당을 일으킬 수 있는 상황별 대처 교육 프로그램의 개발과, 가족특성에 따른 상황적 요인들을 고려하여 가족들을 교육에 참여시킴으로, 저혈당과 같은 합병증 예방 뿐만 아니라 당뇨병 환자들의 삶의 질을 향상시키는데 이바지 할 것으로 기대된다. [영문] This research has attempted to grasp the understanding of self-care behavior and family support of diabetes mellitus patients with hypoglycemia in emergency rooms. Surveys have been used in this research as to determine self-care behavior and family support with interviews as to perform quality analysis on phenomena by adapting the triangulation method. The experimental group consisted of 31 diabetes mellitus patients with hypoglycemia who have visited the emergency room of General Hospital A located in Seoul. The data collection period was from March 28 to June 6 of 2008. Structural survey, medical record review and semi-structural surveys have been adapted together with a 30 minute interview for data collection. Descriptive statistics for variables method has been used for data analysis and the interview was conducted according to category, concept and means. The research results are as follows. 1. The experimental group patients have shown to have been undergoing the disease for 15.75 years with 90.3% of type 2 diabetes mellitus and 74.2% with complication. Average blood sugar level has shown to be 36.9mg/dl, HbAlc level 6.7% and serious illness due to mental change 81% while 65% of the experimental group has had inappropriate diet as the main reason of hypoglycemia. 2. Self-care behavior points have shown to be an average of 4.70 points (0.68) and family support to be an average of 3.65 points (1.06). Medication therapy (4.70) was of the highest preference while glucose control was the least preferred at 2.50 points. As for family support, emotional support (3.65 points) has shown to be higher than physical support (2.18 points). 3. Facilitator factor of self-care behavior were habitual, periodical medical appointments, physical adaption, self-restraint, early determination of physical change, and consciousness upon complication. Barriers factors were lack of recognition of care, subjective judgement of disease process experience, physic al limitations, aging, deterioration of desire control abilities, drug dependence, social & environmental limitation, lack of family support, illiteracy, disbelief on medical team, hypoglycemia unawareness and do not own blood glucose tester. 4. Facilitator factors of family support were devotional care, peaceful family, comfort and acceptance. Meanwhile barriers factors were self-assertion of non·acceptance, inefficient family structure, loss of family function, family relation conflict, personal life of family, and lack of family knowledge. Such results have shown that habitual and family support has been the greatest promoting factors of self-care behavior for diabetes mellitus patients with hypoglycemia in emergency rooms. Physical limitations due to complicati on and serious illness, characteristics of the elderly, and subjective judgment of long term disease have shown to be the main factors of barriers. As for family support, devotional care was the most important facilitator factor with family structure and situational factors from various family traits have shown to be the factors for barriers. Therefore, there is a need for intensified situational coping education program in consideration to elderly patients and patients undergoing serious illness. Furthermore, educational programs must be developed as to prevent hypoglycemia and its management. Having family members participate in the education program will contribute in prevention of hypoglycemia and in improving quality of life of patients undergoing diabetes.ope

원격탐사 다중센서 기반 적조 탐지 및 예측 연구

본 학위논문은 원격탐사를 기반으로 하는 다중센서를 활용한 적조 탐지와 예측 연구에 대하여 기술하고 있다. 적조현상은 전 세계적으로 증가하고 있으며, 특히 한반도 주변해역은 1995년 이후 유해성 적조가 점차 대규모화, 광역화, 만성화되는 추세를 보인다. 이러한 현상은 관광 산업, 어업 및 양식업 등에서의 경제적 피해를 증가시키고 있어 심각한 사회․경제적 문제가 되고 있다. 따라서 한반도 해역의 적조 감시를 위한 탐지 및 예측의 중요성이 증가하고 있다. 현재까지는 선박을 이용한 정점 조사를 중심으로 적조와 관련된 현장자료가 제공되고 있다. 하지만 이러한 방법으로는 인력, 비용, 시간적 측면뿐만 아니라 점차 광역적으로 발생하고 있는 적조 영역을 감시하기에는 한계가 있다. 위성 및 항공기를 통해 획득된 원격탐사 자료는 적조 발생 시 빠르고 정확한 감시 차원에서 주기적이고 광역적인 탐지 및 모니터링을 가능하게 해준다. 적조 탐지 연구는 적조 면적 산출, 적조 종 구분, 적조 셀 농도 정량화로 나누어 연구되었다. 이에 대한 연구를 위하여 적조 발생 시 획득된 해수 스펙트럼, 클로로필 농도, 적조 셀 농도가 분석되었다. Margalefidinium polykrikides 적조 종을 포함한 스펙트럼은 570 nm와 680-710 nm 부근에서 최대값을 보인 반면 Noctiluca scintillans 적조 종은 청색 파장대에서는 낮은 값을 보이고 580 nm 이후에 높은 반사도가 나타났다. 한반도 남해안 해역에서 획득된 M. polykrikoides 적조 종의 셀 농도와 현장 클로로필 농도 자료를 분석한 결과, 클로로필 농도로부터의 셀 농도 추정은 유효하지 않았다. 적조 면적 산출과 관련하여 두 가지 연구를 수행하였다. 첫 번째는 해색 센서인 GOCI 영상과 육상 센서인 OLI 영상을 이용하여 공간적인 융합과 분광기반 융합을 시도하였다. 두 영상의 공간 융합을 통해서 GOCI 영상에서 관측 불가능했던 연안지역의 적조와 OLI 영상의 품질이 낮았던 외해역의 적조 모두 개선된 탐지결과 획득이 가능하였다. 분광기반 융합은 Feature-level과 rawdata-level로 나누어 수행하였다. 두 방법을 통해 산출된 적조 면적은 큰 차이를 보이지 않았지만, feature-level 방법에서 영상의 공간해상도가 낮을수록 적조 면적이 과대추정되는 경향이 나타났다. 두 번째는 연안에서 발생하는 적조를 대상으로 다중 센서를 활용할 때 발생하는 시너지 효과에 대한 연구를 수행하였다. 동일 시기에 획득된 다중 센서 영상을 활용하여 적조 통합 맵을 생성하여 현장 자료와 비교해 본 결과, 단일 센서를 사용했을 때보다 다중 센서를 사용했을 때 탐지 정확도가 높게 산출되었다. 이러한 결과를 통해 한반도 남해안과 같이 해안선이 복잡한 연안 해역에서의 적조 면적 산출 시에는 단일 센서보다 다중 센서를 활용하는 것이 보다 효과적이라는 것을 알 수 있었다. 적조 종 구분을 위하여 스펙트럼 분석 결과와 기존 적조 탐지 인덱스를 활용한 체계도를 생성하였다. GOCI 영상을 활용하여 총 8개의 적조 종의 스펙트럼 자료를 기반으로 적조 종 구분을 위한 decision tree가 개발되었다. Noctiluca 적조 종은 555 nm 파장밴드의 정규수출광량 값과 FRTD 인덱스 값을 통해 구분이 가능했다. Prorocentrum donghaiense 적조 종은 SS 인덱스 값으로 나머지 6종에서부터 구분이 가능했으며, 청색과 녹색 파장 대역의 기울기를 활용하여 나머지 적조 종을 두 개의 그룹으로 나눌 수 있었다. 412 nm와 443 nm 밴드의 기울기를 활용하여 Case-1과 Case-2 해역의 적조 발생 구분도 가능했다. GOCI 영상을 decision tree에 적용하여 추출된 영역을 확인해 본 결과, 실제 적조 발생 영역과 유사한 패턴을 보여 개발된 decision tree의 유효성을 확인하였다. 적조 셀 농도를 정량화하기 위하여 항공기 기반 초분광 자료를 활용한 새로운 인덱스 개발을 수행하였다. 현장 조사를 통해 획득된 M. polykrikoides 적조 셀 농도 자료와 해수 스펙트럼을 활용하여 기존 적조 탐지 인덱스의 최적화와 밴드 상관도가 분석된 후 이를 기반으로 green-to fluorescence ratio (GFR) 인덱스가 제안되었다. 초분광 영상에 GFR 인덱스에 적용한 결과, 0.52의 R2, 877.98 cells mL-1의 RMSE, -18.42 cells mL-1의 MBE를 보였다. 생성된 셀 농도 맵은 정밀한 적조 분포를 제공하였고, 5,000 cells mL-1 수준의 셀 농도 범위 추정이 가능했다. 적조 발생 시기 예측을 위하여 1998년부터 2016년까지의 M. polykrikoides 적조 발생 자료를 기반으로 deep neural network model인 long short-term memory (LSTM)를 sea surface temperature (SST)와 photosynthetically available radiation (PAR) 위성 영상 자료에 적용하였다. 2017년과 2018년 적조 발생 자료를 통해 평가한 결과, 적조가 발생하지 않았던 2017년은 100% 예측한 반면 2018년은 0.233의 RMSE, 94.8%의 정확도로 적조 발생 시기를 예측하였다. 본 학위논문은 위성 영상과 항공기 기반 초분광 영상을 활용하여 적조 면적 산출, 적조 종 구분, 적조 셀 농도 추정, 적조 발생 시기 예측을 수행하였다. 적조 면적 산출과 적조 종 구분은 위성 기반 해색 센서와 육상 센서 자료를 통해 유효한 결과를 보였으며, 적조 발생 시기는 위성 기반 SST와 PAR 자료를 활용하여 높은 정확도의 예측이 가능했다. 적조 셀 농도는 높은 분광 해상도를 갖는 항공기 기반 초분광 자료를 통해 정량화가 가능하였다. 이러한 연구 결과들은 적조를 탐지함에 있어서 원격탐사를 활용한 연구에 유용한 자료가 될 것으로 기대된다.1.
