Fighting irregular fighters: Is the law of armed conflict outdated?
The law of armed conflict has often been described as outdated and ill suited to military conflicts in the twenty-first century. Both academics and practitioners have argued that todayâs wars tend to be asymmetric conflicts between states and nonstate actors, whereas the law of armed conflict was made with a view to symmetrical interstate war. This article challenges that notion.Non peer reviewe
'The most beautiful of wars' : Carl von Clausewitz and small wars
Carl von Clausewitz was both an avid analyst of small wars and peopleâs war and, during the wars of liberation, a practitioner of small war. While Clausewitz scholars have increasingly recognised the centrality of small wars for Clausewitzâs thought, the sources and inspirations of his writings on small wars have remained understudied. This article contextualises Clausewitzâs thought on small wars and peopleâs war in the tradition of German philosophical and aesthetic discourses around 1800. It shows how Clausewitz developed core concepts such as the integration of passion and reason and the idea of war in its âabsolute perfectionâ as a regulative ideal in the framework of his works on small wars and peopleâs war. Contextualising Clausewitz inevitably distances him from the twenty-first-century strategic context, but, as this article shows, it can help us to ask pertinent questions about the configuration of society, the armed forces and the government in todayâs Western states.PostprintPeer reviewe
Value-based management control processes to create value through integration: a literature review
In the last decades, management accounting faced increasing challenges to adopt new approaches, designed to fit the changes in the economic environment and to correct perceived inefficiencies in existing controlling structures. This paper focuses on one of those recent developments, viz. value-based management (VBM). Since VBM is claimed to be changing financial management at the highest level in some of the world's largest companies, this literature review compares the value-based management approaches of six consultants, viz. Stern Stewart & Co, Marakon Associates, McKinsey & Co, PriceWaterhouseCoopers, L.E.K. Consulting and HOLT Value Associates and tries to assess the potential of their management frameworks. Value-based management can be defined as an integrated management control system that measures, encourages and supports the creation of net worth. Although VBM is more than metrics, we first focused on a non-exhaustive number of value-based metrics, divided in two segments, the listed perspective-segment and the non-listed perspective. Since metrics are a means and not the goal of a VBM-program, we compared not only the metrics used by the six consultants, but also analysed their value-based management constructs as a whole. This analysis was based on the fundamental components of a holistic VBM-program, as defined by several researches on value-based management. This comparison revealed some clear similarities between the approaches, but also demonstrates distinctions and different accents. There is for instance a clear unanimity about the focus on maximizing shareholder value, about the conviction that the interests of all stakeholder groups are best served when putting the shareholder first and about the impact of value-based management on collaboration. Notwithstanding the similarities, they all six suggest using different types of measures, combine different systems and processes, have other views on strategy development and advocate their own training & education program
Irregular auxiliaries after 1945
Collaboration with native auxiliaries in wars in the peripheries of the international system is an age-old practice, the relevance of which is likely to increase in the twenty-first century. Yet, the parameters of such collaboration are understudied. This article aims to contribute to the nascent yet fragmentary scholarship on the use of native auxiliaries. It identifies three intellectual templates of the collaboration between Western regular forces and native auxiliaries: the eighteenth-century model of auxiliary âpartisansâ as tactical complements to regular armed forces; the nineteenth-century transformation of the âpartisanâ into the irregular guerrilla fighter and the concomitant rise of the âmartial racesâ discourse; and, finally, the post-1945 model of the loyalist auxiliary as a symbol of the political legitimacy of the counter-insurgent side in wars of decolonisation and post-colonial insurgencies. The article focuses on the rise of loyalism after 1945 in particular, a phenomenon that it seeks to understand within the broader context of irregular warfare and the moral reappraisal of irregular fighters after the Second World War.PostprintPeer reviewe
'Do not despair at your fate' : Carl von Clausewitz in French captivity, 1806-1807
Carl von Clausewitzâs time in French captivity is well documented, but has never been studied in its own right. However, it is both fascinating and relevant, as Clausewitzâs experience of captivity took place against the backdrop of the nationalization of war and the concomitant politicization of prisoners in war. Clausewitz framed his observations by contrasting the âFrenchâ and the âGermanâ national characters. While Germany as a political identity ceased to play a role for Clausewitz after his return to Prussia, he held on to his characterization of the French as a politically backward society and, ultimately, as an empire in decline.PostprintPeer reviewe

MILP Model for Energy Supply Design to overcome the Cannibalization of Solar Thermal Plants and large-scale Heat Pumps in Urban District Heating Systems
Urban infrastructure is accountable for a large share of carbon emissions, especially energy supply to meet the demand for thermal heat and domestic water. Regarding the climate agreements these systems have to be decarbonized. In urban neighbourhoods, district heating systems (DHS) are efficient solutions to supply heat and favoured by locally or regionally operating municipal utilities. To integrate renewable heat from solar thermal plants or waste heat from lakes or rivers by using heat pumps, DHS in highly densed agglomerations face major problems. On the one hand the availability of land respectively free space is limited. On the other hand operating times of solar thermal plants and large-scale heat pumps are similar considering a long-term planning horizon. In this contribution a mixed integer linear programming (MILP) model is developed todetermine the implementation of both options solar thermal plants as well as large-scale heat pumps in DHS with adjustable generation plants in an optimal way. The model computes minimal investment costs and related emission savings for different alternatives integrating heat of renewable sources. The results can support the decision-making regarding the feasibility. Furthermore, good combinations of different renewable energy sources and their integration into a DHS can be identified even though the sources are distributed over the DHS. Main decision variables are the choice of possible plant sizes under consideration of the (existing) DHS-network layout and available space in highly densed urban districts. The networktopology as well as energetic and ecological constraints (e.g. maximum flow capacity in pipes or operating times of heat pumps due to boundary conditions of heat sources) lead to a selection of plant combinations which represent the optimal solution to lower the emissions at acceptable investment costs. The developed model is applied to a case study for an DHS in a newly built neighbourhood with several available heatsources for heat pumps and free areas for solar thermal collectors. The results proof the function of the model and illustrate that an energetic improvement of the DHS is possible by integrating solar thermal plants and large-scale heat pumps at economically acceptable conditions
