The formation of financial industries in USA, France and Russia

Despite the multiplicity of research on the surge of the financial industry the world over, little is done to understand the national context shaping the objectives and designs of this economic sector. The overall image that emerges from the literature is that globalisation and liberalisation of economies make the expansion of this sector indispensable for further development. This paper stresses the heterogeneity of the socio-psychological origins of the need for saving and contribution management, as well as the heterogeneity of the sources of savings and loan funding. In particular this paper discusses the following national characteristics: 1) the social belief in trust that smoothes the progress of insurance and pension fund business in the USA, 2) the traditional preference for saving and lending in France that explains the advance of banks and credit institutions for analysis of financial risks, and 3) the natural resources ground rent of Russian State provides the formation of sovereign-wealth funds, which require an up to date knowledge based investment management. Education in Russia: The evolution of theory and practice

This article investigates the relationships between the evolution of Russian social psychology and the transformations of the modes of education in Russia. Social psychology is a science born the last century and also a status of the social conscience of people, forged historically on the basis of proper cultural artifacts. In Russia education is mainly the process of human development and, like wherever, it is the institution of knowledge transmission. We show on the case of Russian history that the scientifically proven educational practice can contribute enriching development of social conscience after ideological and economic shocks.analysis of education ; cultural economics ; Russia

Economic development and restructuring: Look after Russian context

The main approaches to the determination of growth and development in the contemporary global economy are examined. Special attention is given to the measures of services, mainly in the spheres of health and finance, and of those services increasing knowledge. The paper discusses the short run advantages of the Russian economy, connected to natural resources, on the one hand, and to the scientific and technological culture of the workforce, on the other hand. It analyses the utilization of the accumulated financial resources, provided by the sale of natural resources, for investment in mega-projects in the sphere of science-intensive production and financial control. A schema of the flexible reconstruction of the existing system of production with the aid of the credit policy by the Central Bank is proposed.Les principales approches de détermination de la croissance et du développement dans l'économie globale contemporaine sont examinées. Une attention particulière est accordée aux méthodes de prise en compte du secteur des services, principalement ceux des finances, ceux de la connaissance et de la santé. Le papier discute les atouts à court terme de l'économie russe, liés aux ressources naturelles, d'une part, et à la culture scientifique et technologique suffisamment élevée de la population, d'autre part. Il rapporte l'utilisation des moyens financiers accumulés grâce à la vente des ressources naturelles, pour l'investissement des mégaprojets dans la sphère scientifiquement intensive de la production. Un schéma de la reconstruction flexible du système productif existant à l'aide de la politique de crédit par la Banque Centrale est proposé

L'image globale qui se dégage de la littérature est que la mondialisation et la libéralisation des économies sont indispensables à l'expansion de ce secteur. Ce papier insiste sur des origines sociales et psychologiques de constitution du secteur financier qui expliquent l'hétérogénéité des modes de l'épargne et de gestion des contributions, ainsi que l'hétérogénéité des sources constituant l'épargne et le crédit. En particulier, l'étude porte sur les caractéristiques nationales suivantes : 1) les croyances sociales qui tissent la confiance en fonds privés d'assurance et de retraite aux Etats-Unis, 2) la traditionnelle préférence pour l'épargne et de crédit en France qui explique le renforcement des institutions analysant des risques financiers et 3) la rente provenant des ressources naturelles du sol appartenant à l'Etat russe assure la formation des fonds souverains qui nécessitent une mise à jour des règles de gestion des placements fondées sur la connaissance. Ce document sert de signal d'alarme indiquant que la tentative de constituer des secteurs financiers selon une seule et même règle n'est qu'une perte de temps et peut entraîner des problèmes sociaux et économiques graves

Industrie hospitalière : les conséquences des réformes en ex-RDA

The paper reports on the evolution of the hospital industry in Germany according to three targets of analysis: first, I examine the reasons of the reforms; for that, I position the hospital in the offer of care and in the structuring the regional industrial spaces of Germany, called "professional" or "based on the knowledge" economy. Then I find out the applicability of the health economy improvements into the medical policy: I evoke the succession of the reforms in Germany and in particular on the territory of ex-GDR i.e. the reforms of convergence, those which remedy current demographic deteriorations, and those which are impelled by the evolution of economic situation.Ce texte fait le point sur l'évolution du secteur hospitalier en Allemagne depuis 1990, selon trois cibles d'analyse. D'abord, sont examinés les raisons des réformes. Pour le faire, l'hôpital est placé dans l'offre des soins et dans la structuration des espaces industriels régionaux, appelés "professionnels" ou "l économie basée sur la connaissance". Puis, l'applicabilité de la théorie économique de santé à la politique médicale est analysée pour évoquer la succession des réformes sur le territoire de l'ex-RDA, les réformes de la convergence, celles qui remédient à des détériorations démographiques et celles qui sont provoquées par l'évolution de la situation économique générale dans la RFA

Dans le modèle stochastique intertemporel les qualités de performances économiques et financières des entreprises sont résumées à l'aide des matrices de migration entre les classes de risque de défaillance et sont liées aux indicateurs de croissance macroéconomiques et aux capacités d'accès aux crédits. Les conditions d'octroi des crédits aux entreprises sont les paramètres de contrôler de ce système. Je cherche les moyens de faire évoluer le système : financement - production, qui permettraient d'agir sur son évolution avec pour objectif d'éviter les crises systémique
