    Campaigning and advertising: an evaluation of the components of constituency activism at recent British General Elections

    It is becoming increasingly accepted among analysts of British voting behaviour that, contrary to the conventional wisdom, local campaigning matters. The widespread view, largely propagated by David Butler and his co-workers on the Nuffield election studies, has been that campaigning in the constituencies by party activists and their candidates has no influence on the outcome: the distribution of votes across the parties in each constituency is a function of the national campaign only. This view was initially challenged by studies of canvassing in the 1970s, and extended during the 1980s by studies of campaign spending in the constituencies; further support was provided by work in the late 1980s and early 1990s on party canvassing activity. This note takes the challenge forward with an analysis of the impact of different aspects of constituency campaigning

    Hanging on the telephone? Doorstep and telephone canvassing at the British General Election of 1997

    After years of neglect, a growing literature has reclaimed the constituency campaign as an important aspect of British elections. However, relatively little work has been done to disentangle which aspects of the local campaign are effective, and which are not. For much of the twentieth century, the mechanics of the local campaign were in essentials unchanged. But changing campaign technologies in the last decade offer new possibilities to party campaign managers. The 1997 British general election was the first in which parties made extensive use of telephone canvassing as well as the more traditional doorstep canvass. This article provides a comparative analysis of the effectiveness of traditional versus telephone constituency campaigns.     The Conservative-Liberal Democrat coalition government formed in May 2010 in the United Kingdom has instituted a programme of considerable electoral and constitutional reform. The first major element of this was the Parliamentary Voting System and Constituencies Bill, which was debated at great length in Parliament over a five‐month period. During its passage through the House of Lords debate over this Bill raised a number of issues relating to both the country’s constitution and the role and operations of that House. This paper uses those debates, in particular the sections dealing with the number of MPs and the rules for defining constituencies, to illustrate those substantial concerns and their implications for the future role of the House of Lords.electoral reform, constitution, House of Lords

    On Estimates of Split-Ticket Voting: EI and EMax

    Cho and Gaines have recently criticized work by Burden and Kimball on split-ticket voting in the USA, suggesting that their estimates of the volume of such voting (derived using King�s EI method) across Congressional Districts and States are unreliable. Using part of the Burden-Kimball data set, we report on a parallel set of estimates generated by a different procedure (EMax), which employs three rather than two sets of bounds. The results are extremely similar to Burden and Kimball�s, providing strong circumstantial evidence for their conclusions regarding the impact of campaign spending and other influences on the volume of split-ticket voting

    Field Evaluations Test Plan for Validation of Alternative Low-Emission Surface Preparation/Depainting Technologies for Structural Steel

    Headquarters National Aeronautics and Space Administration (NASA) chartered the Acquisition Pollution Prevention (AP2) Office to coordinate agency activities affecting pollution prevention issues identified during system and component acquisition and sustainment processes. The primary objectives of the AP2 Office are to: (1) Reduce or eliminate the use of hazardous materials (HazMats) or hazardous processes at manufacturing, remanufacturing, and sustainment locations. (2) Avoid duplication of effort in actions required to reduce or eliminate HazMats through joint center cooperation and technology sharing. To achieve a substrate condition suitable for the application of a coating system, both new and old (in-situ) substrates must undergo some type of surface preparation and/or depainting operation to ensure adhesion of the new coating system. The level of cleanliness or anchor profile desired is typically a function of the type of coating to be applied and the specification being adhered to. In high performance environments, cleanliness and surface profile requirements for carbon steel (the dominant substrate for facilities, structures and equipment) dictates the use of abrasive media. Many of the abrasive media currently used across NASA and Air Force Space Command (AFSPC) installations generate large quantities of fugitive particulate emissions and waste. The high quantities of airborne dust and waste generated from these operations pose significant environmental concern. Efforts to contain emissions and the reduce quantity of waste generated have significant implications on project cost; this is often a deterrent to engaging in maintenance activities. In response to recent technological developments and NASA's and AFSPC's need to undertake environmentally conscious corrosion prevention projects, a review of the industry needs to be undertaken to evaluate surface preparation technologies (materials and processes) for embrace. This project will identify, evaluate and approve alternative surface preparation technologies for use at NASA and AFSPC installations. Materials and processes will be evaluated with the goal of selecting those processes that will improve corrosion protection at critical systems, facilitate easier maintenance activity, extend maintenance cycles, eliminate flight hardware contamination and reduce the amount of hazardous waste generated. This Field Evaluations Test Plan defines the field evaluation and testing requirements for validating alternative surface preparation/depainting technologies and supplements the JTP. The field evaluations will be performed at Stennis Space Center, Mississippi, under the oversight of the Project Engineer. Additional field evaluations may be performed at other NASA centers or AFSPC facilities

    Referendums are rare events in the United Kingdom. Only one UK-wide referendum has been held - on membership of the European Community (as it then was) in 1975 - and before 1997 there had been only three other significant referendums: in 1973, in Northern Ireland, on the constitutional position of the province, and in 1979, in Scotland and Wales, on proposals for devolution. Thus the scarcity of cases available for study in itself makes the 1997 referendum on a Scottish parliament worthy of close attention. In addition, however, the fact that Scottish voters were asked to vote on, not one, but two questions - whether or not they were in favour of a Scottish parliament and whether such a parliament should have tax-varying powers - made the Scottish referendum unique among the (admittedly few) referendums that have been held in Britain

    Mobile communication devices, such as mobile phones and networked personal digital assistants (PDAs), allow users to be constantly connected and communicate anywhere and at any time, often resulting in personal and private communication taking place in public spaces. This private -- public contrast can be problematic. As a remedy, we promote intimate interfaces: interfaces that allow subtle and minimal mobile interaction, without disruption of the surrounding environment. In particular, motionless gestures sensed through the electromyographic (EMG) signal have been proposed as a solution to allow subtle input in a mobile context. In this paper we present an expansion of the work on EMG-based motionless gestures including (1) a novel study of their usability in a mobile context for controlling a realistic, multimodal interface and (2) a formal assessment of how noticeable they are to informed observers. Experimental results confirm that subtle gestures can be profitably used within a multimodal interface and that it is difficult for observers to guess when someone is performing a gesture, confirming the hypothesis of subtlety
