How incidental values from the environment affect decisions about money, risk, and delay
How different are £0.50 and £1.50, or "a small chance" and "a good chance", or "three months" and "nine months"? Our experiments show that people behave as if these differences alter after incidental everyday experiences. Preference for a £1.50 lottery rather than a £0.50 lottery was stronger after exposure to intermediate supermarket prices. Preference for "a good chance" of winning rather than "a small chance" was stronger after predicting intermediate probabilities of rain. Preference for consumption in "three month" rather than "nine months" was stronger after planning for an intermediate birthday. These fluctuations offer a direct challenge to economic accounts which translate monies, risks, and delays into subjective equivalents by stable functions. The decision by sampling model, in which subjective values are rank positions constructed from comparisons with samples of monies, probabilities, or delays, predicts these effects and indicates a primary role for sampling in decision making
Ancient DNA from lakes. Insights into plant response to past climate changes
Considerable advances during the last decade in DNA sequencing technology and bioinformatics have enabled in-depth study of the genome from a larger number of ancient samples derived from a larger variety of substrates and environments. In particular, extraction and analysis of ancient DNA from lake sediments has provided important clues regarding the evolution of past environments in relation to climate change. This information is essential for understanding the importance of climate and plants' dispersal ability in determining their distributional ranges, and for predicting the response of plants to ongoing climate change
Genetics and evolution of the Mediterranean Abies species
This thesis summarizes and discusses results o f five separate studies in which molecular techniques have been used to study the genetic variability and evolution o f the Abies taxa occurring in the Mediterranean region. In particular, the investigation focused on the rare species Abies nebrodensis (Lojac.) Mattei, endemic to the island of Sicily, and the three neighbouring species A. alba (Mill.), A. cephalonica (Laud.) and A. numidica (De Lann.).
The main aim of the studies was to determine the amount and distribution of the genetic variability within and among Mediterranean taxa of Abies, at both the nuclear and chloroplast levels, in order to elucidate their origin and evolution and to shed light on the taxonomic position o f A. nebrodensis. In studies I, II and V allozyme markers were used to provide information on the level and distribution o f genetic variation among and within natural populations of A. alba, A. cephalonica, A. nebrodensis and A. numidica and to estimate the outcrossing rate within A. alba.
In studies III and IV, DNA markers from the chloroplast genome were developed and employed at the intra- and inter-specific levels to estimate the degree of cpDNA variation in the genus and to derive inferences concerning species relationships. Two different approaches were used: the first involved a comparative restriction-site analysis of ten different amplified chloroplast DNA fragments and the second involved the analysis of six chloroplast hypervariable repetitive simple-sequence repeats (cpSSRs or microsatellites). Analyses of both allozyme and cpDNA data indicated that A. nebrodensis differs from the neighbouring Abies species and justified its classification as a separate species. Based on results from studies III, IV and V we suggested that A. nebrodensis originated during the Messinian crises of the latest part o f the Miocene, through hybridisation between A. alba and A. numidica. During the warmer period of the Holocene A. nebrodensis became more isolated from both A. numidica and A. alba, promoting further divergence.
Results from studies III, IV and V agreed well with the hypothesis that the genus Abies had an Asiatic origin and then differentiated along an east-west axis (beginning in the Miocene) in the Balkan and Middle East regions. Taxa like A. alba, A. bornmuelleriana, A. nordmanniana, A. cephalonica and A. cilicica were the first to differentiate from the common Abies ancestor. Abies pinsapo and A. numidica appear to have differentiated much later, and to have remained isolated for a long time after their settlement in Spain and North Africa. The lower levels o f polymorphism observed in these two species appear to be a consequence of genetic drift due to isolation and small population size
Fra Curia Avignonese e arcivescovado di Pisa : per una biografia di Giovanni Scarlatti (ca. *1300 – †1362)
La figura di Giovanni Scarlatti, figlio cioè di Scarlatto, è una delle meno indagate nella serie degli arcivescovi pisani del Trecento e tale lacuna non può che risultare singolare.
Si consideri, infatti, benché a titolo meramente introduttivo e per sommi capi, che egli si forma presso la Curia Romana, ove a cavallo tra gli anni Trenta e Quaranta è avvocato, uditore giudiziario e lettore nello studio generale; è successivamente nunzio apostolico in Corsica, istruttore del processo che al riconoscimento dell’ordine monastico di San Basilio – i cosiddetti Bartolomiti armeni – e promotore della congregazione benedettina di Santa Maria di Monte Oliveto nel territorio pisano, occasione in cui si dimostra anche committente artisticamente sensibile.
A dispetto di questa carriera, però, Giovanni è un personaggio alquanto “schivo” dal punto di vista documentario: fatto questo, che deve aver contribuito non poco al formarsi di un’aura di storiografica disattenzione attorno alla sua persona.
La ricerca consiste principalmente in un sistematico spoglio della documentazione pisana disponibile per gli anni del suo mandato d’arcivescovo (1348-†1362). Il profilo biografico che ne deriva è quello di un oculato amministratore e di un accorto monitore della politica e della spiritualità cittadina e non solo, nonché di un presule sensibile alle avanguardie della spiritualità monastica ed uomo di fiducia dei pontefici avignonesi
Deep Learning Object-Based Detection of Manufacturing Defects in X-ray Inspection Imaging
Current analysis of manufacturing defects in the production of rims and tires via x-ray inspection at an industry partner’s manufacturing plant requires that a quality control specialist visually inspect radiographic images for defects of varying sizes. For each sample, twelve radiographs are taken within 35 seconds. Some defects are very small in size and difficult to see (e.g., pinholes) whereas others are large and easily identifiable. Implementing this quality control practice across all products in its human-effort driven state is not feasible given the time constraint present for analysis.
This study aims to identify and develop an object detector capable of conducting defect detection in real-time across all manufactured products to remove the human-in-the-loop from the quality control cycle and leverage subject matter expertise at scale.
A survey of existing literature on object detectors in a defect detection setting was conducted to aid in the selection process of the detector algorithm. Of focus were studies related to the inspection of radiographs in real-time. Additional consideration was given to studies where the performance of small object detection was characterized. Following the literature review, defect detection models were trained and assessed for performance. The object detector utilized in this study is YOLOv3 with a Darknet-53 network
La semplificazione amministrativa strumento necessario per la riforma e l'innovazione della pubblica amministrazione
Negli ultimi venti anni del secolo appena trascorso il rapporto complessivo tra l’amministrazione ed il cittadino è entrato in una crisi profonda: tanto da creare nella collettività la visione di uno Stato distante e lontano dai suoi membri. L’opinione pubblica, negli ultimi decenni, sempre più percepiva la pubblica amministrazione come un apparato parassitario, ostile, autoritario, insensibile ai problemi dei cittadini e delle imprese.
La riforma della Pubblica Amministrazione italiana, avviata a metà degli anni novanta, sta raggiungendo importanti obiettivi per ottenere lo snellimento, la modernizzazione, il recupero di efficienza della macchina burocratica statale. Nella società italiana ogni attore sociale è consapevole che l’inefficienza della pubblica amministrazione si riflette direttamente, con effetti negativi, sulla competitività delle imprese. L’introduzione delle normative sulla semplificazione amministrativa costituisce uno degli aspetti fondamentali del cambiamento possibile. Gli strumenti della semplificazione amministrativa debbono permettere l’affermazione della “cultura del servizio” che deve sostituire quella “cultura del sospetto” che per molti anni ha governato tanta parte della Pubblica Amministrazione italiana.
Questo studio vuole illustrare le tappe fondamentali del cambiamento della pubblica amministrazione che si è avviato a partire dalla fine degli anni settanta ponendo una particolare attenzione alle norme relative alla semplificazione amministrativa e agli sviluppi che essa ha avuto anche in rapporto all’introduzione delle nuove tecnologie informatiche.
Il primo capitolo illustra la storia del processo di riforma, le sue condizioni ambientali e istituzionali: in breve si evidenzia la lenta maturazione dell’avvenimento, l’età della sua incubazione.
Il secondo capitolo è dedicato al momento in cui, agli inizi degli anni ’90, sono state emanate alcune leggi quadro che diventeranno il punto di riferimento di tutta la riforma della pubblica amministrazione.
Il terzo capitolo è dedicato all’analisi dello stato di attuazione della legge 7 agosto 1990 n. 241 di riforma del procedimento amministrativo. Tale analisi è basata su una ricerca effettuata dall’ISTAT per conto del Dipartimento della Funzione Pubblica.
Il quarto capitolo si propone di analizzare le recenti riforme e i progetti di innovazione determinati dalle nuove tecnologie con particolare riferimento alla trasformazione del procedimento “cartaceo” in procedimento “informatico”.
Nel quinto capitolo si affronta il tema del passaggio dalla semplificazione dei procedimenti alla democrazia elettronica favorita dai nuovi mezzi di comunicazione. A tale scopo vengono analizzati e commentati i dati del rapporto Censis 2004 sulle città digitali
