    Modelling & Improving Flow Establishment in RSVP

    RSVP has developed as a key component for the evolving Internet, and in particular for the Integrated Services Architecture. Therefore, RSVP performance is crucially important; yet this has been little studied up till now. In this paper, we target one of the most important aspects of RSVP: its ability to establish flows. We first identify the factors influencing the performance of the protocol by modelling the establishment mechanism. Then, we propose a Fast Establishment Mechanism (FEM) aimed at speeding up the set-up procedure in RSVP. We analyse FEM by means of simulation, and show that it offers improvements to the performance of RSVP over a range of likely circumstances

    REDO RSVP: Efficient Signalling for Multimedia in the Internet

    Alarming reports of performance and scalability problems associated with per-flow reservations, have led many to lose belief in RSVP and the Integrated Services Architecture that relies on it. Because we are convinced of the need for some form of resource reservation, to support multimedia communications in the Internet, we have set about trying to improve RSVP. By careful study of the protocol, we have identified areas for improvement, and propose REDO RSVP, a reduced overhead version that includes a fast establishment mechanism (FEM). In this paper we describe the rationale for REDO RSVP and present a detailed analysis of its features and operations. We also analyse REDO RSVP by means of simulations, and show that it offers improvements to the performance of RSVP

    Proximal operators for multi-agent path planning

    We address the problem of planning collision-free paths for multiple agents using optimization methods known as proximal algorithms. Recently this approach was explored in Bento et al. 2013, which demonstrated its ease of parallelization and decentralization, the speed with which the algorithms generate good quality solutions, and its ability to incorporate different proximal operators, each ensuring that paths satisfy a desired property. Unfortunately, the operators derived only apply to paths in 2D and require that any intermediate waypoints we might want agents to follow be preassigned to specific agents, limiting their range of applicability. In this paper we resolve these limitations. We introduce new operators to deal with agents moving in arbitrary dimensions that are faster to compute than their 2D predecessors and we introduce landmarks, space-time positions that are automatically assigned to the set of agents under different optimality criteria.     In 2015 two major international events will coincide: the United Nations Climate Change Conference in Paris and negotiations on a new set of Millennium Development Goals for 2030, including measures to combat poverty. Until now these two dossiers have mainly been treated separately, but the stakes for development and the measures required to avoid unbridled climate change are inextricably linked, particularly in developing countries. In the build-up to the 2015 Paris Climate Conference, this article presents a proposal which seeks to reconcile development strategies with policies on climate change and adaptation, by promoting various forms of synergy between these two fields, in such a way as to make satisfying basic needs an absolute priority and to clear up the dispute between industrialized and developing countries regarding the latter’s commitment to combating climate change. Our Climate and Development Convergence Mechanism advocates an approach based on voluntary, sector-based, flexible participation enabled by output-based aid and indicators of the satisfaction of basic needs

    Note produite dans le cadre du programme gouvernance globale, Asia Centre, ParisCe texte vise à décrire le positionnement de l'Inde vis-à-vis du changement climatique dans le but de cerner les marges de manœuvres existantes dans la contribution de l'Inde à l'atteinte d'un accord international lors de la COP 21 à Paris en 2015. Les première et seconde parties montrent respectivement les défis d'une Inde à la fois fortement exposée aux impacts du changement climatique et dont le développement économique est rendu dépendant du développement résilient d'un secteur énergétique. La troisième partie explique en quoi le positionnement historique de l'Inde dans les négociations internationales sur les questions d'équité a bloqué l'émergence de politiques climatiques en Inde jusqu'à 2007. Néanmoins, depuis la préparation de la Conférence de Copenhague, l'Inde s'est engagée dans des politiques climatiques que nous décrivons. Enfin, nous décrivons en quoi la position actuelle de l'Inde dans les négociations internationales en amont de la COP21 s'est récemment refermée

    Urban and rural policies and the climate change issue: the French experience of governance

    This article describes and analyses each level of governance relevant to address climate mitigation within France. This refers either to climate policies or to measures adopted for other reasons but which impact on greenhouse gas (GHG) emissions. The first part describes the French context related to GHG emissions to emphasize the importance of taking into account local specificities when considering the determinants of GHG emissions. The second part analyses the framework of French governance relevant to climate mitigation at the national and at the local levels to emphasize tools at the disposal of local authorities to undertake mitigation actions. The last part describes and analyses actions undertaken in rural and urban areas to show the limits of the current articulation between the central state and decentralized levels of governance regarding climate issues and to propose improvements

    National audienceLes politiques climatiques ne seront pas acceptées par les pays en développement tant qu'elles seront perçues comme une contrainte supplémentaire sur leur développement. La répartition du fardeau imposée par le changement climatique sur ces pays doit donc être perçue comme équitable. Cependant, la diversité des métriques envisageables pour juger du caractère équitable d'une allocation de quotas compromet la possibilité d'aboutir à un accord. Par contre, un système de permis d'émissions négociables induit des transferts compensatoires qui peuvent être importants et aider à la mise en place d'un ensemble de quotas et de mesures d'accompagnement visant la levée de barrières au développement
