    Neonatal Seizure Detection using Convolutional Neural Networks

    This study presents a novel end-to-end architecture that learns hierarchical representations from raw EEG data using fully convolutional deep neural networks for the task of neonatal seizure detection. The deep neural network acts as both feature extractor and classifier, allowing for end-to-end optimization of the seizure detector. The designed system is evaluated on a large dataset of continuous unedited multi-channel neonatal EEG totaling 835 hours and comprising of 1389 seizures. The proposed deep architecture, with sample-level filters, achieves an accuracy that is comparable to the state-of-the-art SVM-based neonatal seizure detector, which operates on a set of carefully designed hand-crafted features. The fully convolutional architecture allows for the localization of EEG waveforms and patterns that result in high seizure probabilities for further clinical examination.Comment: IEEE International Workshop on Machine Learning for Signal Processin

    Socratic Appetites as Plotinian Reflectors: A New Interpretation of Plotinus’s Socratic Intellectualism

    Enneads I: 8.14 poses significant problems for scholars working in the Plotinian secondary literature. In that passage, Plotinus gives the impression that the body and not the soul is causally responsible for vice. The difficulty is that in many other sections of the same text, Plotinus makes it abundantly clear that the body, as matter, is a mere privation of being and therefore represents the lowest rung on the proverbial metaphysical ladder. A crucial aspect to Plotinus's emanationism, however, is that lower levels of a metaphysical hierarchy cannot causally influence higher ones and, thus, there is an inconsistency in the Egyptian's magnum opus, or so it would seem. Scholars have sought to work through this paradox by positing that Plotinus is a "paleolithic Platonist" or Socratic. The advantage of this approach is that one may be able to resolve the tension by invoking Socrates's eliminativist solution to the problem of weakness of will, as found in The Protagoras. In the following article, I argue that such attempts are not wrong-headed just underdetermined. They take up the standard reading of Socratic moral intellectualism, namely the "informational" interpretation and, therefore, fail to render a coherent view of Plotinus's moral philosophy. The following paper, in contrast, utilizes a new reading of intellectualism advanced by Brickhouse and Smith, which, when subtended with a "powers approach" to causality, resolves the aforementioned, problematic passage of Enneads

    Where there is a central government with an exclusive mandate over municipalities, along with a state executive structure using the Westminster model, then the consolidation of squabbling municipalities within metropolitan boundaries becomes a distinct possibility A general model of municipal restructuring for the Canadian metropolis is more widespread than the superficially unique circumstances of each case might suggest. The thinking here is informed by Clarence Stone’s urban regime model, which helps to clarify what influences constituted the political tipping point for central government action. The paper focuses primarily on the Toronto and Montreal city-regional municipal consolidations at the end of the last century. It is argued that the decisive element in setting the stage for significant change lay in the pervasive influence of corporate Canada in generally shaping provincial political discourse. What has not previously been of much interest for investigators is the matter of direct consequences for the low politics of city-regional governance.
