Voronoi summation formulae and multiplicative functions on permutations

We prove a Tauberian theorem for the Voronoi summation method of divergent series with an estimate of the remainder term. The results on the Voronoi summability are then applied to analyze the mean values of multiplicative functions on random permutations.Comment: 43 pages. Susceptibility sets and the final outcome of collective Reed–Frost epidemics

This paper is concerned with exact results for the final outcome of stochastic SIR (susceptible → infective → recovered) epidemics among a closed, finite and homogeneously mixing population. The factorial moments of the number of initial susceptibles who ultimately avoid infection by such an epidemic are shown to be intimately related to the concept of a susceptibility set. This connection leads to simple, probabilistically illuminating proofs of exact results concerning the total size and severity of collective Reed–Frost epidemic processes, in terms of Gontcharoff polynomials, first obtained in a series of papers by Claude Lef`evre and Philippe Picard. The proofs extend easily to include general final state random variables defined on SIR epidemics, and also to multitype epidemics

La démocratie locale en question

L’auteur présente « quelques réflexions » autour du thème de la démocratie locale, principalement au sujet des conditions d’exercice de la démocratie. Parmi ces conditions mentionnons celle d’un espace pertinent défini non pas uniquement en terme géographique mais également en termes social et culturel. Mentionnons aussi les « précautions formelles » relatives à la diffusion de l’information, par exemple, ou encore au mode de relations entre les associations et les pouvoirs publics locaux. Mentionnons enfin celle de la nécessité de poursuivre une interrogation fondamentale sur la légitimité du pouvoir. Si d’emblée le local apparaît un lieu privilégié pour l’exercice de la démocratie, les choses ne vont pas toujours de soi. Plusieurs « menaces » demeurent sans cesse à surmonter!The author presents some of his ideas on the question of local democracy. One of the conditions necessary for authentic democracy on this level is that it be related to a "space" which is not only geographical but also social and cultural. He also looks at the ways information circulates and the role of interest groups in municipal politics. He emphasizes the need for more careful thought on the question of "legitimacy" as it applies to local politics. Even though local politics would seem to hold great potential for the exercise of democracy, this is by no means a guaranteed result. Several obstacles must be overcome if this potential is to become reality.El autor presenta "algunas reflexiones" sobre el tema de la democracia local, principalmente sobre las condiciones de ejercicio de la democracia. Entre estas condiciones, mencionemos la de un espacio pertinente definido no solamente en términos geográficos, sino también en términos sociales y culturales. Mencionemos también las "precauciones formales" relativas a la difusión de la información, por ejemplo, o el modo de relaciones entre las asociaciones y los poderes públicos locales. Mencionemos, finalmente, la de la necesidad de continuar una interrogación fundamental sobre la legitimidad del poder. Si, en una primera impresión, el nivel local parece ser un lugar privilegiado para el ejercicio de la democracia, la realidad puede ser otra. ¡Varias son las "amenazas" que hay que sobrepasar sin cesar
