    Education’s Fiscal Cliff, Real or Perceived?

    What would an education fiscal cliff do to public charter school funding, not to mention overall public education funding? And what role, if any, did federal funds play in averting a funding disaster for all public education? This research team currently is looking for answers to these questions. A new research project has been funded to evaluate the revenues provided to traditional public schools and public charter schools during the FY11 school year, and a report on the findings in 30 states and the District of Columbia will be released in spring 2014. Prior to the release of this report, however, we can review data in five cities to see if the alarms matched the reality of school funding

    A Simplified Method of Elastic-Stability Analysis for Thin Cylindrical Shells

    This paper develops a new method for determining the buckling stresses of cylindrical shells under various loading conditions. In part I, the equation for the equilibrium of cylindrical shells introduced by Donnell in NACA report no. 479 to find the critical stresses of cylinders in torsion is applied to find critical stresses for cylinders with simply supported edges under other loading conditions. In part II, a modified form of Donnell's equation for the equilibrium of thin cylindrical shells is derived which is equivalent to Donnell's equation but has certain advantages in physical interpretation and in ease of solution, particularly in the case of shells having clamped edges. The question of implicit boundary conditions is also considered

    The equation for the equilibrium of cylindrical shells introduced by Donnell in NACA Technical Report no. 479 to find the critical stresses of cylinders in torsion is applied to find critical stresses for cylinders with simply supported edges under other loading conditions. It is shown that by this method solutions may be obtained very easily and the results in each case may be expressed in terms of two nondimensional parameters, one dependent on the critical stress and the other essentially determined by the geometry of the cylinder. The influence of boundary conditions related to edge displacements in the shell median surface is discussed. The accuracy of the solutions found is established by comparing them with previous theoretical solutions and with test results. The solutions to a number of problems concerned with the buckling of cylinders with simply supported edges on the basis of a unified viewpoint are presented in a convenient form for practical use.     The funding of K-12 education remains a contentious public policy issue. Questions of funding adequacy and equity across school sectors, school districts and individual schools are prominent in discussions of how to improve educational outcomes, especially for students from disadvantaged backgrounds (Downes & Stiefel 2008; Ladd 2008). Although scholars are divided regarding the extent to which money affects student outcomes in K-12 education (Jackson, Johnson, & Persico 2015; Hanushek, 1997; Burtless 1996), there is basic agreement that more education revenue is better so long as the increased resources are directed towards productive educational activities and programs (Murnane & Levy 1996).     Finite element computer program to analyze cracked orthotropic sheets

    A two dimensional orthotropic sheet with through-the-thickness cracks and temperature gradient was analyzed. The program includes special crack tip elements that account for singular stress fields associated with crack opening and crack sliding displacements at the crack tip. The program also includes a linear spring element and a constant strain, triangular element. A number of problems for which closed form solutions exist were analyzed to demonstrate the capabilities of the program

    The revenue study is based on Fiscal Year 2010‒11 (FY11) data for each of 30 selected states plus the District of Columbia (D.C.). Traditional school districts and public charter schools were analyzed and aggregated “statewide.” For each state, one to three “focus areas” were selected based on larger concentrations of charter students – most focus areas are large cities, some are metropolitan counties. Traditional school districts and charter schools were analyzed separately in each focus area. The analytic team collected and analyzed all revenues, public and private, flowing to traditional district and public charter schools. FY11 funding includes Federal, State, Local, Other, PublicIndeterminate, and Indeterminate sources
