    The development of new energy storage technology must be heavily weighted toward the application. The requirements for transitioning low risk technology into operational space vehicles must remain the central theme even at the preliminary development stages by the development of efforts to define operational issues and verify the reliability of the system. Failure to follow a complete plan that results in a flight qualified unit may lead to an orphan technology. Development efforts must be directed toward a stable development where changes in design are evolutionary and end items are equivalent to flight units so that life and qualification testing can be used as a vehicle to demonstrate the acceptability of the technology

    An industry and government survey: A nickel-hydrogen testing data base

    A survey of the testing data base for nickel-hydrogen (NiH2) battery cells was performed. The objective of this survey was to evaluate the status of testing of cells in general and of the Air Force design nickel-hydrogen cell in particular. Sufficient detail was sought so that a critical evaluation of the test results and of cell performance could be made. Realizing that subtle differences in test conditions can result in large differences in cell performance, an effort was made to define the actual test environment as closely as possible. These data were obtained in the time period February to May 1984, and reflect the status of tests at that time. Periodic updates of the information are planned. The testing data collected from most North American sources indicates that the basis for use of NiH2 cells in high orbits is firm. Results from over 227 cells produced only 14 failures up to 1000 cycles. The failures are of the type that have either been corrected or would be screened out in a flight program. Recent flight experience appears to support this position

    An analysis of the inability of the provisional government to prevent the Bolshevik seizure of power and the failure of Kerensky's coalition politics in 1917

    This thesis examines the weaknesses of the Provisional Government and Kerensky's coalition politics. It is argued that a teleological deterministic view of Russian history must be laid aside if the study is to progress. It is shown that whilst Provisional Government policies were not successful on the key issues of bread, land and peace, these issues were not resolvable in the short term, and the Bolshevik promise of bread was fallacious. On the question of peace, however, the Provisional Government failed to recognise Russia’s need for peace, and consequently failed to prioritise Russia's withdrawal from the war, which was a major factor in the Provisional Government's inability to win widespread support. It is shown that the war was a financial and logistic crisis for the Provisional Government. There was an implicit contradiction in the soldiers' desires to retain their new rights and freedoms, and the desire of senior command to restore order in the army. The position of the Petrograd workers was crippled by the failure of moderation and legitimate means to improve workers living conditions. As a result, 1917 saw a definitive move to the left in the workers' movement. The three moderate political parties all lacked a firm party organisation and discipline, and had no experience of coalition politics. The two socialist parties were unable to reconcile their differences constructively, and allowed personal enmity to interfere with political life in 1917. The SR-Menshevik alliance had the potential to prevent the Bolsheviks from gaining control of the Soviets, and combined the popular support of the SR's with the mature leadership of the Mensheviks. Although Miliukov and the Kadets had the greatest political experience, they handicapped the coalition because they would not accept radical social change. Assessment of the role of Alexander Kerensky in die events of 1917 shows that much of the criticism he has faced is unjust, and that he acquitted himself well in 1917

    An unfactored implicit method for the unsteady, turbulent Navier-Stokes equations is adapted for pitching aerofoil flows. The mesh is moved rigidly with the aerofoil. Parameter tests on the method are presented. Test cases examined are from the AGARD aeroelastic configurations and involve the NACA0012 and NACA64A010 aerofoils. Detailed comparisons with experiment are presented
