    Dengan adanya bentuk pelaksanaan pembelajaran dalam pengembangkan bahasa anak selama pembelajaran daring di Taman Kanak-Kanak Karya Kota Padang yang memiliki bentuk kegiatan pembelajaran dalam mengembangkan bahasa anak yang unik sehingga anak berkembang baik bahasanya meski dengan proses pembelajaran daring. Penelitian ini bertujuan untuk melihat gambaran pelaksanaan pembelajaran daring dalam mengembangkan bahasa anak. Penelitian ini bersifat deskriptif dengan menggunakan data kualitatif sehingga pemerolehan hasil penelitian didapatkan melalui observasi dan proses wawancara bersama informan. Hasil penelitian secara umum menujukkan bahwa dalam pelaksanaan pembelajaran daring dalam mengembangkan perkembangan bahasa anak di Taman Kanak-Kanak Karya Kota Padang guru telah mempersipakan Rencana Pelaksanaan Pembelajaran Harian dan setelah itu dijadikan dalam bentuk kegiatan pembelajaran daring yang dibantu oleh orang tua dirumah melalui metode bercerita dan pembiasaan dan media yang digunakan adalah handphone android guna merekam dan memfoto hasil tulisan anak serta aplikasi whatapps sebagai alat untuk mengirimkan hasil video dan gambar anak kepada guru kelas melalui grup whatapps dan setiap harinya guru akan melakukan penilaian terhadap aspek perkembangan bahasa anak melalui video dan hasil gambar tersebut.

    [Resumen]: La violencia contra las mujeres incide sobre su personalidad, su integridad moral y su libertad física, y lo hace a través de acciones específicas y de opresión social. Este tipo de violencia incluye todas las formas a través de las cuales nuestra sociedad convierte a las mujeres en objetos y las reprime. La mujer albanesa siempre ha estado a la sombra del hombre, tanto del padre como del marido. Paulatinamente se han tratado de hacer pequeños cambios, pero lo cierto es que todavia no se ha logrado la igualdad entre el hombre y la mujer. La mujer es estereotipada como "sexo débil" y siempre ha estado subordinada al hombre. Estra realidad es la que mås afecta a la violencia doméstica, pues la misma responde a normas culturales y tradicionales. Por esta razón, para prevenir este tipo de violencia en Albania, es preciso analizar las formas en las que se manifesta, sus causas y sus consecuencias[Abstract]: Violence against women is a violation of a woman's personality, integrity or mental or physical freedom of movement through specific actions and social oppression.     TROUBLESHOOTING BASEL II: THE ISSUE OF PROCYCLICALITY

    A widespread concern about Basel II capital requirements is that it might amplify business cycle fluctuations, forcing banks to restrict their lending when the economy goes into recession. Under the IRB approach of Basel II, capital requirements are increasing functions of the probability of default (PD), loss given default (LGD) and exposure at default (EAD) parameters estimated for each borrower, and these inputs are likely to rise in economic downturns. In this paper, we compare two alternative procedures that are designed to somehow moderate the procyclical effects induced by Basel II - type capital regulation. The starting points of our analysis consist Jokivuolla, Kiema and Vesala (2009) and Repullo and Suarez (2009), who both examined the impact of regulatory capital's procyclical effects. It's vital to note remarks of Caprio (2009), that is, making regulatory capital levels countercyclical could worsen the state of an economy during a recession. As we do not have access to the Romanian Central Credit Register database, we compute a model-economy that stands as a proxy for the Romanian firms' sector. Our simulated Romanian economy can be characterised by all Romania-specific macroeconomic controls. Then we estimate a model of PDs during the period 2000 - 2010, and based on the estimated probabilities of default we compute the corresponding series of Basel II capital requirements. After the diagnosis of procyclicality, we analyze two procedures that try to mitigate the cyclical effects of capital regulation: smoothing the output of the Basel II formula, and smoothing the input, by construction of through-the-cycle (TTC) PDs. The comparison of the different procedures is based on the criterion of minimizing the root mean square deviations of each adjusted series. Our results show that the best ways to moderate procyclicality are either to smooth the input of the Basel II formula by using through-the-cycle PDs, or to smooth the output with a multiplier based on GDP growth. We conclude that the GDP-based smoothing may be more efficient than the use of TTC PDs in terms of simplicity and transparency. In terms of the GDP adjustment, regulatory capital levels should increase with approx. 1,31% during an economic growth period and decrease with 4,03% during a recession, in order to mitigate the cyclical effects induced by Basel II - type capital regulation.Basel II, procyclicality, regulatory capital, probability of default, credit-crunch

    Gender perspective in Kosovo foreign affairs : [presentation given December 15, 2010]

    This paper addresses exclusion of the Kosovo women in building its foreign affairs (FA) and involvement in a newly established diplomacy. Women are not admitted to the FA in appreciable number. In decision making, executive appointments and in the foreign affairs women are few. Having chosen the male in leader decision making position is common in the Kosovo public institutions as such to the foreign affairs. Application of laws and some affirmative measures in Kosovo condition the changes of cultural values and professional preferences, which means that more women are considering participation in decision making, politics and diplomacy as naturally as their men colleagues. Nevertheless Kosovo Constitution ensures gender equality (GE) as a fundamental value for the democratic development of the society. Kosovo women remain under represented in all public offices though. Kosovo must comply with its constitution which endorses the UN landmarks including the Convention on the elimination of all forms of discrimination against women (CEDAW ); beside with EU requirements and in accordance with the international mechanisms to take action to provide an environment, in which women and men could pursue equal career opportunities in all and state institutions. This paper is not about inclusion of more women in public offices but it is to encourage ‘productive interaction and communication of women and men in working processes, based on full gender equality. Further this paper identifies gender equality mechanisms in Kosovo and the EU and its shortcomings putting forward recommendations as to how the gender equality should be implemented in full. Having inclusion of women with merits in foreign affairs within Kosovo government, will upgrade the organizational structure in Kosovo institutions

    Enabling prosperity: success factors in Indigenous economic development

    Public discussion about ‘closing the gap’ between Indigenous and non-Indigenous Australians tends to focus on measures such as life expectancy, child mortality, early childhood education, literacy and numeracy, and employment.  These are, rightly, essential markers of health and well-being for all people, and for decades they have provided evidence that Australia’s health and social systems have not met the needs of Indigenous Australians. However, there is another story, one that focuses on the measures of success, as evident in the many thriving Indigenous businesses and corporations around the country.  Across Australia, there is a growing story of economic security and success, in which Indigenous Australians are creating enterprises combining sound business principles with strong cultural and social foundations for the benefit of individuals, families and communities. Urbis was commissioned by Westpac to undertake research into Indigenous business development, to provide an evidence base to support the work of the Empowered Communities group. The report, Enabling Prosperity: Success Factors in Indigenous Economic Development, suggests that these factors are much the same as for any other businesses: human capital, access to capital and markets, infrastructure, location and an authorising environment created through government policy and regulation. In practice, businesses succeed because of more than one factor, and multiple factors can strengthen the capacity of a business to grow and develop.  For instance, access to capital often relies on the development of successful partnerships, while ownership of land and resources requires human capital to realise its potential. Indigenous culture can be both a support and a resource. Individual attitude and vision are also essential ingredients in business success, while government plays an important role in ensuring the regulatory environment enables rather than hinders business efforts. Much can be learned by examining successful Indigenous businesses both in Australia and internationally. Businesses are the key driver for wealth creation, helping to provide job opportunities and improve social and economic conditions. Fostering business success, therefore, has the potential to increase employment, improve living standards, and contribute to stable and nurturing communities. Current government policy frameworks, such as the Indigenous Economic Development Strategy, are largely focused on increasing education and training and generating opportunities for private sector employment and enterprise.  This is important. Just as important is the contribution that successful community or non-profit enterprises can make in providing employment, generating business investment for growth, building partnerships and demonstrating positive role models. The Empowered Communities group is such a national initiative. Formed in 2013, the group brings together Indigenous leaders from eight communities across Australia and seeks to strengthen Indigenous individuals and communities through a range of activities (see https://empoweredcomms.wordpress.com for more information). Strategies that strengthen both individual and community business initiatives will help to ensure that more Indigenous Australians have the opportunity to live successful and productive lives.  Everyone has a contribution to make in this regard. Governments can create an enabling regulatory environment. Banks can enable access to capital. Local chambers of commerce can foster business development through support and networks for new entrepreneurs. Communities and individuals can purchase goods and services from Indigenous businesses. Building a strong and vibrant Indigenous business and social enterprise sector can then contribute to improving many of the health and social indicators, such as improving nutrition and healthy lifestyle choices, and increasing employment and education.  Efforts to improve Indigenous outcomes really are everyone’s business
