Systematic Competitiveness in Colombian Medical Tourism: An Examination

This chapter analyzes the role of the central government of Colombia in the strategy for the improvement of the medical tourism industry through a critical approach of the traditional model of competitiveness. Based on a mixed method, the feasibility of the associative systemic competitiveness model and its effectiveness on the quality of medical services offered to foreign patients is determined. Under the current competitiveness model, the central government implements a series of strategies based on executive orders in an isolated way. The proposal for the implementation of systemic competitiveness model improves the perception of quality of medical services by foreign patients. In order to implement the proposed model, it recommended the expansion of free taxation zones, the proliferation of medical service clusters, and the strengthening of strategic alliances with international operators

First descriptive approach on low value added intellectual property and competition distortion: Case of the US

This research paper analyzes the disadvantages of patenting low added value inventions considered obvious on the operation of the free market under the free market theoretical perspective for the U.S case. Gaps are strong in relation to considered obvious inventions which discourages business innovation as a result of imperfect information flow limiting knowledge of existing patents. Also discourage competition from small and micro enterprises who choose to go the legal system to maintain market share. The analysis method is based on data research form different official sources.El presente artículo de investigación tiene como objetivo analizar los inconvenientes del otorgamiento de patentes de bajo valor agregado, consideradas obvias sobre el funcionamiento del libre mercado bajo la perspectiva teórica de libre mercado para el caso de Estados Unidos. Se encuentran fuertes vacíos en la normativa estadounidense referente a los inventos considerados obvios, que desincentivan la innovación empresarial como consecuencia del flujo imperfecto de información que limita el conocimiento de patentes preexistentes y aumento artificial de costos al consumidor. Inversión pública y restricción presupuestaria en la infraestructura de transporte en Colombia: 1960-2011

The article analyzes the historical evolution of public investment and the budget constraint in transport infrastructure in Colombia during the period 1960-2011 by identifying periods of fiscal adjustment and its relationship to the evolution of investment in this sector. The purpose is to understand the causes of the progressive deterioration of infrastructure investment in the transport sector from the analysis of macroeconomic variables and economic policy for the sector during the period of investigation. The methodology is part of the complementarity of quantitative and qualitative analysis of macroeconomic variables with the historical analysis of economic policy making for the sector, resulting in a comprehensive diagnosis of the current situation in Colombia transport.El artículo analiza la evolución histórica de la inversión pública y la restricción presupuestaria en la infraestructura de transporte en Colombia durante el periodo 1960-2011 mediante la identificación de los periodos de ajustes fiscales y su relación con la evolución de la inversión en dicho sector. La finalidad es conocer las causas del deterioro progresivo en la inversión de infraestructura del sector transporte a partir del análisis de variables macroeconómicas y política económica para el sector durante el periodo de investigación. La metodología aplicada se inscribe en la complementariedad del análisis cuantitativo y cualitativo de variables macroeconómicas que junto con el análisis histórico de adopción de política económica para el sector, arroja un diagnóstico integral sobre la situación actual del transporte en Colombia

Challenges for the colombian central government in post-agreement financing

El presente artículo de investigación analiza las dificultades en el aumento de ingresos del gobierno central en un entorno de post-acuerdo. A través de un análisis de componentes principales y hechos estilizados se encuentra que no existen suficientes recursos monetarios disponibles para ejecutar el acuerdo de paz. Esto puede resultar en una implementación incompleta de los acuerdos que implique una revisión del gasto público en educación, sistema pensional, sistema sanitario, economía rural, servicio de deuda, infraestructuras de transporte y el fortalecimiento de la DIAN para incrementar y redistribuir la carga tributaria.This paper analyzes the difficulties in raising tax revenue for the central government in a post-agreement era. Through an analysis of main components and stylized facts it is found that there are not enough monetary resources available to implement the peace agreement. This may result inan incomplete implementation of the agreement and a revision of public spending in education, pension system, health system, rural economy, debt service, transport infrastructure and strengthening the DIAN to increase and redistribute the tax burden

Ética y responsabilidades de agentes facilitadores en el turismo médico internacional

Este artículo de investigación analiza los riesgos y responsabilidades de los operadores del turismo médico internacional desde una perspectiva teórico-critica. A través de un método cualitativo-descriptivo se determinan las causas y consecuencias de la incertidumbre que genera la industria a partir de la escasez de información, la asimetría de esta y la limitada institucionalidad internacional que permite la actuación no regulada de los operadores. Se encuentra que la acreditación internacional en procesos médicos y administrativos, así como la estandarización de protocolos internacionalmente aceptados para la captación de pacientes extranjeros puede limitar las distorsiones propias de una industria mixta en crecimiento

Reforma sanitaria en Estados Unidos y su aproximación al turismo médico global

The purpose of health care reform in the United States is to increase coverage to insured individuals parting from an equitable approach on expenses distribution between employees and employers, and elimination of restrictions of time and previous medical condition to the new users of the system. This article analyzes the US health care system, the implemented reform, and impact on medical tourism as a low cost ensuring alternative, with risk of quality of the provided service. It is found that such reform not necessarily incentives market agents to contract new insurance policies, due to the many variables, while facilitating agents of medical tourism face several challenges to be considered for the potential exploitation of migrating trend for health care purposes in curing and preventive field.La reforma sanitaria en Estados Unidos busca aumentar la cobertura de asegurados a partir de un enfoque equitativo en la distribución de gastos entre empleados y empleadores, y la eliminación de restricciones de tiempo y condición médica preexistentes a los nuevos usuarios del sistema. Se analiza el sistema sanitario de Estados Unidos, la reforma implementada y el impacto sobre el turismo médico como alternativa de aseguramiento a bajo coste con riesgos en calidad del servicios prestado. Se encuentra que la reforma no necesariamente incentiva a los agentes del mercado a contratar nuevas pólizas de seguro debido a múltiples variables mientras los agentes facilitadores del turismo médico encuentran varios retos por considerar para la potencial explotación de la tendencia migratoria con fines sanitarios en el campo curativo y preventivo

Caída del ingreso petrolero y sus efectos sobre la economía venezolana

This article reflects on the use and management of oil revenues on the national economy over the last decade emphasizing in the poor performance on domestic production and continuous dependence oil revenues for economic and social policy at the expense of productive efficiency of the company PDVSA from a quantitative approach using economic, commercial and financial variables. This paper also reflects about the poor planning in income diversification and reactivation of alternative productive sectors having the nation in an economic environment with negative outlook in an adverse environment of oil prices externally and productive inefficiency internally.El presente artículo reflexiona sobre la utilización y administración de los ingresos provenientes del petróleo sobre la economía nacional a lo largo de la última década haciendo énfasis en el deficiente desempeño de la producción nacional y la continua dependencia del sector para efectos de política económica y social a costa de la eficiencia productiva de la compañía PDVSA a partir de un análisis cuantitativo de variables económicas, comerciales y financieras. A lo largo del mismo se hace una crítica sobre la escasa planeación en la diversificación de ingresos y dinamización de sectores productivos alternativos a los hidrocarburos, que tiene a la nación en una coyuntura económica con perspectiva negativa en un entorno adverso de precios de petróleo nivel externo e ineficiencia productiva a nivel interno
