    Negotiating Inner-city Redevelopment: Engaging Residents in Housing Requisition in Shanghai

    Housing requisition (Fangwu Zhengshou) is defined as the power to take residents’ property for public use by the state. Between 1995 and 2010, one million residential units were relocated from the inner city of Shanghai to the outskirts of the city or suburban counties. Historically, residents have been excluded stakeholders in large-scale urban renewal in post-reform China. Starting in 2011, Shanghai requires residents to vote on property takings for inner-city renewal. In March 2013, residents voted down the Block 59 project in the North Bund area in Shanghai, which marks the first housing requisition project for inner-city redevelopment rejected by residents in Shanghai. This research illustrates how citizen participation frames or structures the relocation decision-making and whether participation matters. This dissertation investigates four lines of inquiry: 1) How are housing requisition regulations and negotiations shaped at the district level in Shanghai? 2) What roles do the state and local authorities play, and how is this associated with urban redevelopment regimes under neoliberal governance? 3) Do the more “participatory” approaches to housing requisition for urban redevelopment address power relations and conflicts among local groups in different districts? If so, how? 4) What strategies do residents use to negotiate inner-city redevelopment? I utilize qualitative methods to recognize the complexities of citizen participation in urban renewal in Shanghai, and to develop an understanding of the dynamics of citizen participation and governance structures. The 2011 regulations provide a more transparent, open and interactive process for community residents directly affected by housing requisition projects. However, the term “public interest” is ambiguously defined under the 2011 regulations. Findings suggest that state-led participation in housing requisition is a tool for the government authorities to facilitate economic growth through requisition and strengthen the legitimacy for requisition among the relocated residents. The shift of compensation from counting the number of people in a household to considering the size and value of the apartment illustrates the shift from a social welfare approach to a market approach. The participation schemes promote fairness in a certain way that people who hold out for more compensation lose the power

    Early life growth patterns persist for 12 years and impact pulmonary outcomes in cystic fibrosis

    BACKGROUND: In children with cystic fibrosis (CF), recovery from growth faltering within 2 years of diagnosis (Responders) is associated with better growth and less lung disease at age 6 years. This study examined whether these benefits are sustained through 12 years of age. METHODS: Longitudinal growth from 76 children with CF enrolled in the Wisconsin CF Neonatal Screening Project was examined and categorized into 5 groups: R12, R6, and R2, representing Responders who maintained growth improvement to age 12, 6, and 2 years, respectively, and I6 and N6, representing Non-responders whose growth did and did not improve during ages 2-6 years, respectively. Lung disease was evaluated by % predicted forced expiratory volume in one second (FEV1) and chest radiograph (CXR) scores. RESULTS: Sixty-two percent were Responders. Within this group, 47% were R12, 28% were R6, and 25% were R2. Among Non-responders, 76% were N6. CF children with meconium ileus (MI) had worse lung function and CXR scores compared to other CF children. Among 53 children with pancreatic insufficiency without MI, R12 had significantly better FEV1 (97-99% predicted) and CXR scores during ages 6-12 years than N6 (89-93% predicted). Both R6 and R2 experienced a decline in FEV1 by ages 10-12 years. CONCLUSIONS: Early growth recovery in CF is critical, as malnutrition during infancy tends to persist and catch-up growth after age 2 years is difficult. The longer adequate growth was maintained after early growth recovery, the better the pulmonary outcomes at age 12 years

    The Trapping and Characterization of a Single Hydrogen Molecule in a Continuously Tunable Nanocavity

    Using inelastic electron tunneling spectroscopy with the scanning tunneling microscope (STM-IETS) and density functional theory calculations (DFT), we investigated properties of a single H2 molecule trapped in nanocavities with controlled shape and separation between the STM tip and the Au (110) surface. The STM tip not only serves for the purpose of characterization, but also is directly involved in modification of chemical environment of molecule. The bond length of H2 expands in the atop cavity, with a tendency of dissociation when the gap closes, whereas it remains unchanged in the trough cavity. The availability of two substantially different cavities in the same setup allows understanding of H2 adsorption on noble metal surfaces and sets a path for manipulating a single chemical bond by design.Comment: 11 pages, 4 figure

    Towards Empathetic Dialogue Generation over Multi-type Knowledge

    Enabling the machines with empathetic abilities to provide context-consistent responses is crucial on both semantic and emotional levels. The task of empathetic dialogue generation is proposed to address this problem. However, lacking external knowledge makes it difficult to perceive implicit emotions from limited dialogue history. To address the above challenges, we propose to leverage multi-type knowledge, i.e, the commonsense knowledge and emotional lexicon, to explicitly understand and express emotions in empathetic dialogue generation. We first enrich the dialogue history by jointly interacting with two-type knowledge and construct an emotional context graph. Then we introduce a multi-type knowledge-aware context encoder to learn emotional context representations and distill emotional signals, which are the prerequisites to predicate emotions expressed in responses. Finally, we propose an emotional cross-attention mechanism to exploit the emotional dependencies between the emotional context graph and the target empathetic response. Conducted on a benchmark dataset, extensive experimental results show that our proposed framework outperforms state-of-the-art baselines in terms of automatic metrics and human evaluations.Comment: arXiv admin note: text overlap with arXiv:1911.0869

    Towards Explainable Conversational Recommender Systems

    Explanations in conventional recommender systems have demonstrated benefits in helping the user understand the rationality of the recommendations and improving the system's efficiency, transparency, and trustworthiness. In the conversational environment, multiple contextualized explanations need to be generated, which poses further challenges for explanations. To better measure explainability in conversational recommender systems (CRS), we propose ten evaluation perspectives based on concepts from conventional recommender systems together with the characteristics of CRS. We assess five existing CRS benchmark datasets using these metrics and observe the necessity of improving the explanation quality of CRS. To achieve this, we conduct manual and automatic approaches to extend these dialogues and construct a new CRS dataset, namely Explainable Recommendation Dialogues (E-ReDial). It includes 756 dialogues with over 2,000 high-quality rewritten explanations. We compare two baseline approaches to perform explanation generation based on E-ReDial. Experimental results suggest that models trained on E-ReDial can significantly improve explainability while introducing knowledge into the models can further improve the performance. GPT-3 in the in-context learning setting can generate more realistic and diverse movie descriptions. In contrast, T5 training on E-ReDial can better generate clear reasons for recommendations based on user preferences. E-ReDial is available at https://github.com/Superbooming/E-ReDial
