Kontradiksi Kewenangan Dewan Perwakilan Daerah Ditinjau dari Segi Kemandirian Lembaga dalam Sistem Bikameral

Perubahan UUD NRI Tahun 1945 telah membawa dampak besar dalam sistem kelembagaan negara, khususnya dalam bidang legislatif. Dimana dalam lingkup kekuasaan legislatif telah dibentuk lembaga perwakilan daerah yaitu DPD. Kekuasaan DPD diatur dalam Pasal 22C UUD NRI Tahun 1945. DPD bersama-sama dengan DPR mempunyai wewenang dalam menyusun dan membahas suatu rancangan undang-undang. Terkait susunan dan kedudukan kedua lembaga tersebut diatur dalam UU No 17 Tahun 2014 tentang MPR, DPR, DPD, dan DPRD. Namun dalam realitanya kedudukan dan kewenangan DPD dalam program legislasi lebih kecil dibanding DPR yang memegang kekuasaan membentuk undang-undang, sehingga muncul upaya hukum melalui pengujian undang-undang oleh DPD kepada MK, untuk menguatkan kewenangannya khususnya dalam bidang legislasi

Problematika Penggunaan Aksara Arab

Arabic script is a system of written language used to symbolize the sounds of Arabic. It constitutes the category of written system of ortography and it is made based on the pronounciation of a sound independently or separated from the context of a word. As a result, there are latters arranged alphabetically, well-known as al-huruf al-hijaiyyah. All this time, Arabic script is acknowledged as a consistent language of the sound sign. It is understood considering that every Arabic letter has special character and it is completed by spelling rules. By such characters and spelling rules, every letter can write both its sound and its variances. It needs comprehensive understanding on the characters and the spelling rules of Arabic letters to write the sounds of Arabic scripts correctly. Without understanding it, the mistakes in writing a sound of Arabic scripts will appear. To avoid mistakes in writing the sounds of Arabic scripts, this article tries to explain the character of every Arabic letters as well as it spelling rules. Eksistensi Badan Pertanahan Aceh Sebagai Perangkat Daerah Di Aceh Dalam Aspek Kepastian Hukum Bidang Pertanahan

Under the provisions of Article 253 of Law No. 11 Year 2006 regarding Aceh Government insists on the transitional status of the Regional Office of the National Land Agency of Aceh and District Land Office / City into the device unit area of Aceh and district / city, which is limited to the budget end of 2008. However, the status of the new transition can be completed in the year 2015 with the issuance of Presidential Decree No. 23 Year 2015 on the transfer of the Regional Office of the National Land Agency of Aceh and District Land Office / City Land Agency Become Aceh and Aceh Land Office Regency / City. The problems that arise as a result of the enactment of legislation that is related to the authority of the President of the Regional Office of the National Land Agency of Aceh are still centralized, resulting in disharmony between the legal provisions of Law No. 11 of 2006 by Presidential Decree No. 23 Year 2015. The purpose of this paper is intended to examine the form of disharmony legal provisions of Article 253 of Law No. 11 Year 2006, which refers to Memorendum of Understanding (MoU). And, examine the impact of the authority of the National Land Agency of Aceh on the enforceability of Presidential Decree No. 23 Year 2015

Implementation of zakat management set out in the legislation is one of the government's efforts in tackling economic inequalities in society so that the basic rights of the people in economics can be fulfilled. Obstacles encountered in the management of zakat in general are in the mechanism of distribution of zakat since the charity is based on some legislation that put zakat as regional income resulting in a very bureaucratic withdrawal prcess of funds from the charity accountant area. As the result, it hampers the distribution of zakat hence economic rights of the people cannot be optimally fulfilled
