[EN]This article contributes to the advancement and evolution of outranking decision-making methodologies, with a novel essay on the ELimination and Choice Translating REality (ELECTRE) family of methods. Its primary target is to unfold the constituents and expound the implementation of the ELECTRE II method for group decision making in complex Pythagorean fuzzy framework. This results in the complex Pythagorean fuzzy ELECTRE II method. By inception, it is intrinsically superior to models using one-dimensional data. It is designed to perform the pairwise comparisons of the alternatives using the core notions of concordance, discordance and indifferent sets, which is then followed by the construction of complex Pythagorean fuzzy concordance and discordance matrices. Further, the strong and weak outranking relations are developed by the comparison of concordance and discordance indices with the concordance and discordance levels. Later, the forward, reverse and average rankings of the alternatives are computed by the dint of strong and weak outranking graphs. This methodology is supported by a case study for the selection of wastewater treatment process, and by a numerical example for the selection of the best cloud solution for a big data project. Its consistency is confirmed by an effectiveness test and comparison analysis with the Pythagorean fuzzy ELECTRE II and complex Pythagorean fuzzy ELECTRE I methodsPublicación en abierto financiada por el Consorcio de Bibliotecas Universitarias de Castilla y León (BUCLE), con cargo al Programa Operativo 2014ES16RFOP009 FEDER 2014-2020 DE CASTILLA Y LEÓN, Actuación:20007-CL - Apoyo Consorcio BUCL

    Get PDF
This paper presents preliminary results on employing Terahertz (THz) technology for measuring the water contents of leaves. The main purpose of this work is to highlight transmission constraints of terahertz radiation through the plants in the THz frequency region. Multiple leaves of plants are examined using the THz Swissto12 system, and the effect of thickness and water contents on transmission loss and attenuation are observed at different frequency regions, which can lead to meaningful information to study and analyse the existence of any pesticides in leaves with terahertz frequencies. The results of this paper pave the way for applicability of terahertz frequencies for sensing the quality of life in plants

Human Rights Violation of the Elderly People in Bangladesh: Do They Enjoy Basic Needs?

    Get PDF
Basic needs are the fundamental human rights recognized by national and international law. This study is an attempt to reveal the picture of human rights violations of the elderly people in Bangladesh focusing particularly on the deprivation of the basic needs of the aged people. In this study, data have been collected from both primary and secondary sources. It reviews the right to basic needs, such as adequate food, clothes, shelter, healthcare, and education. As a human being, everybody deserves these basic needs as fundamental human rights and it is a fundamental responsibility of the state to secure these rights according to the constitution of Bangladesh, Article 15(a). But the study found that these basic rights are not implemented properly in the case of elderly people of the study area. Lacks of moral education and humanity have been identified as mainly responsible hindrances in this sphere. Corruption and poverty are also strong impediments in this regard. The paper proposes some workable suggestions. The government, responsible institutions, and concerned families should come forward to ensure proper education, to ensure proper and sound socialization with native culture, and to raise far-reaching consciousness regarding the welfare of elderly people

Background: Antenatal care is a very important component of maternal health services. It provides the opportunity to learn about risks associated with pregnancy and guides to plan the place of deliveries thereby preventing maternal and infant morbidity and mortality. In ‘Pakistan’ antenatal services to rural population are being provided through a network of primary health care facilities designated as \u27Basic Health Units and Rural Health Centers. Pakistan is a developing country, consisting of four provinces and federally administered areas. Each province is administratively subdivided in to ‘Divisions’ and ‘Districts’. By population ‘Punjab’ is the largest province of Pakistan having 36 districts. This study was conducted to assess the coverage and quality antenatal care in the primary health care facilities in ‘Punjab’ province of ‘Pakistan’. Methods: Quantitative and Qualitative methods were used to collect data. Using multistage sampling technique nine out of thirty six districts were selected and 19 primary health care facilities of public sector (seventeen Basic Health Units and two Rural Health Centers were randomly selected from each district. Focus group discussions and in-depth interviews were conducted with clients, providers and health managers. Results: The overall enrollment for antenatal checkup was 55.9% and drop out was 32.9% in subsequent visits. The quality of services regarding assessment, treatment and counseling was extremely poor. The reasons for low coverage and quality were the distant location of facilities, deficiency of facility resources, indifferent attitude and non availability of the staff. Moreover, lack of client awareness about importance of antenatal care and self empowerment for decision making to seek care were also responsible for low coverage. Conclusion: The coverage and quality of the antenatal care services in ‘Punjab’ are extremely compromised. Only half of the expected pregnancies are enrolled and out of those 1/3 drop out in follow-up visits

Introducing a Novel Technique of Detecting Fruits Contaminations Using Terahertz Sensing

    Get PDF
This paper mainly presents preliminary results by employing terahertz technology for determining the moisture content (MC) of fruits slices over the course of seven days. In this paper, a novel technique has been presented to determine the transmission and path-loss response of fruits during the loss of moisture content by employing the integrated system of vector network analyzer (VNA) techniques and Swissto12 system over the frequency range from 0.75 THz to 1.1 THz. The results presented in this paper showed that the decreasing MC with the every passing day caused the differences in transmission and path-loss response, which further indicates that the different concentration of substances in fruit emerges a unique absorption characteristic. The application proposed here can be employed for the feasible and non-invasive method of determining the quality control of fruits

Accessibility of antenatal services at primary healthcare facilities in Punjab, Pakistan

Introduction: Almost one-fifth of the world\\u27s population constitutes women of reproductive age who are repeatedly exposed to pregnancy and childbearing. Many are often at high risk of illness and mortality during pregnancy and require maternal healthcare services for early detection of complications. More than 0.5 million women die every year worldwide due to pregnancy-related complications. Almost 0.03 million of them are in Pakistan. Maternal healthcare in Pakistan is poor and results in high rates of morbidity and mortality. This paper evaluates the accessibility of antenatal care (ANC) services in primary healthcare settings in the Punjab province of Pakistan during the period June 2010-August 2011. Methods: The paper uses a cross-sectional study including mix methods (qualitative and quantitative).Nine districts were included in the project; one from each administrative tier or division. Nineteen health facilities, including two rural health centres (RHCs) and 17 basic health units (BHUs) were randomly selected from each district. The total sample was 171 health facilities. The qualitative assessment was carried out through focus-group discussions (FGDs) and in-depth interviews with clients, providers, and health managers. Results: The reasons for the gaps in service accessibility were the distant location of facilities, a lack of transport, and inconvenient facility working hours. The issues of service accessibility were further exacerbated by socio-cultural factors such as low levels of client awareness, a lack of decision-making by clients, and the influence of spiritual healers and quacks. Health managers further pointed out weak co-ordination between vertical programmes and routine integrated health services, and a lack of human resources in distantly located facilities. Conclusion: In order to increase the accessibility of ANC services, facility working hours must be extended and adjusted according to the convenience of clients in primary healthcare (PHC) facilities. The utilisation of ANC services can also be increased through client awareness and gender empowerment for ANC decision-making
