    Between a rock and a hard place: The burdens of uncontrolled fire for smallholders across the tropics

    Once fire-resistant rainforests are becoming fire prone. Uncontrolled fires reflect new ecologies of the Anthropocene, driven by interactions of multiple actors and sectors across scales. They threaten the ecological integrity of tropical forests, impact global climate regimes and importantly cause considerable social and economic burdens. Numerous smallholder farming communities throughout the forested tropics experience the immediate place-based damages of uncontrolled fires and increasingly flammable landscapes. However, these burdens remain largely ‘invisible’ as leading narratives concentrate on losses accrued at aggregate scales, including to climate and biodiversity. Rather, smallholder farmers are often cast as culprits of contagion rooted in colonial condemnation of their customary fire-based agricultural practices. We use an environmental justice lens, notably the dimensions of recognition and distribution, to reveal the distributional burdens of uncontrolled fires for these land managers. We use empirical data from four case studies in three countries: Brazil, Madagascar and the Philippines, to explore the i) burdens of uncontrolled fire, ii) changing risks, iii) drivers and iv) responses to uncontrolled fire, and finally, the v) level of smallholder dependence on intentional fire. We show that place-based burdens of uncontrolled landscape fire are significant, including in landscapes where fire frequency is low. Burdens are both material and non-material and include infringements on food security, health, livelihoods, social relations and the burden of prohibitive fire policy itself. Equitable responses to uncontrolled fires must be sensitive to the distinctions between fire types. Further, we suggest that through bringing visibility to the place-based burdens of uncontrolled fires, we can begin to co-design resilient responses that avoid placing the final burden of risk reduction on to marginalized smallholder farming communities

    Remote sensing combined with social-ecological data: The importance of diverse land uses for ecosystem service provision in north-eastern Madagascar

    Through ongoing deforestation in the tropics, forest-related ecosystem services are declining, while ecosystem services provided by agricultural land uses are on the increase. Land system science provides a framework for analysing the links between land use change and the resulting socio-environmental trade-offs. However, the evidence base to support the navigation of such trade-offs is often lacking, as information on land use cannot directly be obtained through remote sensing and census data is often unavailable at sufficient spatial resolution. The global biodiversity hotspot of north-eastern Madagascar exemplifies these challenges. Combining land use data obtained through remote sensing with social-ecological data from a regional level household survey, we attempt to make the links between land use and ecosystem service benefits explicit. Our study confirmed that remotely sensed information on landscapes reflects households’ involvement in rice production systems. We further characterized landscapes in terms of “ecosystem service bundles” linked to specific land uses, as well as in terms of ecosystem service benefits to households. The map of landscape types could help direct future conservation and development efforts towards places where there is potential for success

    Landscape mosaics maps as a basis for spatial assessment and negotiation of ecosystem services and their trade-offs at the meso-scale: Examples from Laos, Madagascar and China

    Mapping ecosystem services (ES) and their trade-offs is a key requirement for informed decision making for land use planning and management of natural resources that aim to move towards increasing the sustainability of landscapes. The negotiations of the purposes of landscapes and the services they should provide are difficult as there is an increasing number of stakeholders active at different levels with a variety of interests present on one particular landscape.Traditionally, land cover data is at the basis for mapping and spatial monitoring of ecosystem services. In light of complex landscapes it is however questionable whether land cover per se and as a spatial base unit is suitable for monitoring and management at the meso-scale. Often the characteristics of a landscape are defined by prevalence, composition and specific spatial and temporal patterns of different land cover types. The spatial delineation of shifting cultivation agriculture represents a prominent example of a land use system with its different land use intensities that requires alternative methodologies that go beyond the common remote sensing approaches of pixel-based land cover analysis due to the spatial and temporal dynamics of rotating cultivated and fallow fields.Against this background we advocate that adopting a landscape perspective to spatial planning and decision making offers new space for negotiation and collaboration, taking into account the needs of local resource users, and of the global community. For this purpose we introduce landscape mosaicsdefined as new spatial unit describing generalized land use types. Landscape mosaics have allowed us to chart different land use systems and land use intensities and permitted us to delineate changes in these land use systems based on changes of external claims on these landscapes. The underlying idea behindthe landscape mosaics is to use land cover data typically derived from remote sensing data and to analyse and classify spatial patterns of this land cover data using a moving window approach. We developed the landscape mosaics approach in tropical, forest dominated landscapesparticularly shifting cultivation areas and present examples ofour work from northern Laos, eastern Madagascarand Yunnan Province in China

    Competition over land is at the core of many sustainable development challenges in Myanmar: villagers, companies, governments, ethnic minority groups, civil society organisations and non-governmental organisations from local to the international level claim access to and decision-making power over the use of land. Therefore, this article investigates the actor interactions influencing land-use changes and their impacts on the supply of ecosystem services and human well-being. We utilise a transdisciplinary mixed-methods approach and the analytical lens of the social-ecological systems framework. Results reveal that the links between land-use changes, ecosystem services and human well-being are multifaceted; For example ecosystem services can decline, while human well-being increases. We explain this finding through three different pathways to impact (changes in the resource systems, the governance systems or the broader social, economic and political context). We conclude with implications of these results for future sustainable land governance

    How national and local contexts shape the impacts of foreign investment in land: a comparative analysis from three African countries

    Recent changes in the global agro–food–energy system, driven in part by consumption trends and climate change mitigation efforts, have led to renewed interest in investment in agriculture and a rush to acquire land among investors. The broader socio-economic and ecological impacts of these land use changes are not always clear and many assessments focus mainly on short-term effects at the local level, without relating them to the wider agrarian and socio-economic transformations that are now underway. Against this backdrop, the objective of the Belmont Forum supported AFGROLAND project is to analyze how large-scale investments in land and agriculture impact on natural resources, poverty, food security, rural economies and local policies in African countries. The project focuses on 3 countries that are, according to a decreasing level of experience in terms of large scale agricultural investments: Kenya, Mozambique and Madagascar. Based on political sciences, economy, sociology, geography and agronomy analytical grid, it adopts a mixed methods approach coupling GIS data, qualitative interviews and quantitative data production (households survey) to conduct within- and cross-country analyses of these dynamics of agricultural investments. The project comprises 3 main components. It tries to understand what drivers and rules of the game pull, push or regulate agricultural investments at the global and at the national level. It also deciphers the investors' strategies and studies how their business models evolve (or not) in relation to global drivers and national/local governance. It then evaluates how these agricultural investments impact on natural resources (soil, water and vegetation), poverty as well as food security at the national, local and household levels. By taking a cross-country comparative approach, looking at three country cases in the South-Eastern sub-region of Africa, we shed light on differences in the national contexts that reshape the influence of international drivers and shape the concrete outcomes and impact of these agricultural investments. Preliminary results of the project suggest that although the international drivers at work are the same, the outcomes at local levels in terms of land use change, ecological impacts, food security and livelihoods differ significantly due to differences in national policy frameworks, land tenure rights, business climate, resource endowments and path-dependencies regarding investment and business practices. In our presentation, we discuss those differences in terms of the business models applied, the success and failures of investments, as well as their impacts at local level, considering the three dimension of sustainable development. The presentation will contribute to a better understanding of how national contexts mediate the impacts of distant drivers on local-level land system outcomes. Furthermore, these results contribute to a better understanding of the multi-scale impacts of global agro-food-energy system changes, allowing for the identification of leverage points for managing sustainability trade-offs and synergies in the global land rush

Um unsere Lebens- und Wirtschaftsgrundlagen zu erhalten, braucht es eine Neuausrichtung ĂŒber die gesamte Wertschöpfungskette. Diese ist gleichzeitig ein SchlĂŒssel zur Erreichung der Agenda 2030 fĂŒr nachhaltige Entwicklung. SDSN Schweiz hat das wissenschaftliche Gremium ErnĂ€hrungszukunft Schweiz initiiert, um einen Wegweiser zu entwickeln. Er soll es der Schweiz erlauben, Chancen rechtzeitig anzupacken und unkontrollierbare Kostenfolgen zu vermeiden. Das wissenschaftliche Gremium hat international wegweisende Pionierarbeit geleistet. In einem interdisziplinĂ€ren wissenschaftlichen Prozess wurde zum ersten Mal fĂŒr ein Land ein umfassender Handlungspfad zur Neuausrichtung des ErnĂ€hrungssystems im Einklang mit den Zielen fĂŒr nachhaltige Entwicklung ausgearbeitet. Die beteiligten Forschenden schaffen damit eine wichtige Grundlage fĂŒr die weitere politische Diskussion in der Schweiz und international
