    The "water-specific PPP risk model"

    Get PDF
Risk assessment is one of the key success factors of public-private partnerships (PPP) water projects. Factors such as utility condition problems, unsustainable increase in water supply requirements, socio-technical issues and changes in government policies can cause such capital-intensive projects to overrun planned budget and schedule allocations. Where the project is a commercial asset, delayed completion time and cost overruns usually have significant impact on the profitability of the project as well as the estimated returns on investment over the operational phase of the project. Understanding the specific risks involved in PPP water projects can be very crucial in designing containment measures to deal with their likely impact on the projects. Through the combination of review of literature and questionnaires, different risk elements in PPP water projects were first identified. The identified elements were then rated and prioritized using the Analytical Network Process (ANP) to demonstrate the complex interactions among those risks and to establish the most salient Value-for-Money (VFM) variables on PPP water projects. The outcome of this research is an innovative ANP-based model known as the “Water-Specific PPP Risk Model” that offers a platform to incorporate tangible and intangible risk variables into a risk assessment process in water infrastructure projects

    Get PDF
Joint collaborative research surveys in the Gulf of Thailand and the South China Sea around the east coast of Peninsular Malaysia during the pre northeast monsoon (4 September - 4 October, 1995) and the post northeast monsoon (24 April - 17 May, 1996) periods were carried out on board the MV SEAFDEC. The microplankton from the sampling stations consisted of more than 205 taxa consisting predominantly of blue green algae (2 species), diatoms (> 120 species), dinoflagellates (> 80 species) and microzooplankton (> 30 groups). The dominant diatom species comprised of Chaetoceros lorenzianum,C. coastatum, Thalassionema frauenfeldii, Skeletonema costatum, Pleurosigma elongatum, Bacteriastrum comosun, Bacillaria paxillifera, Coscinodiscus jonesianus and Rhizosolenia calcar-avis. The genera Chaetoceros, Rhizosolenia, Coscinodiscus, Bacteriastrum and Ceratium were found to contain a wide range of species. Skeletonema bloom (1.12 x 106/m3; 47% of the total cell count) occurred around the Johore waters of the South China Sea. Dinoflagellate was also present during the premonsoon period, especially in offshore waters of the Gulf of Thailand and Terengganu nearshore waters of the South China Sea. The microzooplankton consisted of more than 30 species dominated by copepod nauplii while the foraminifera consisted mainly of the Globigerina species. The diversity index (H) and evenness index (J) values were usually high at stations near to the coast

A method for group formation using genetic algorithm

    Get PDF
Due to the increasing of complexity in software projects, group work is becoming more important in order to ensure quality software products can be delivered on time. Thus, in universities, group work is seen as a good preparation for students to enter industry because by working in group, it can reduce the individual workload, improve the ability to manage a project and enhance the problem solving skills. However, due to lack of programming skills especially in Java programming language, most of the students’ software project cannot be delivered successfully. To solve this problem, systematic group formation is one of the initial factors that should be considered to ensure that every group consists of quality individuals who are good in programming. This paper presents a method for group formation using genetic algorithm, where the members for each group will be generated based on the students’ programming skill

A Visual Analysis of a Malaysian English School Textbook: Gender Matters

    Get PDF
AbstractIn the Malaysian education system, attention is highly paid on reading words. Visual images are often treated as “decoration”, or are dismissed altogether (Kress & Leeuwen, 1996). Many local researchers (Saedah 1990, Bahiyah et al., 2008) have only analysed written texts to see how social practices deemed negative such as gender biasness are reflected in the words (lexical items) and linguistic structures. Currently, no systematic research has been undertaken in Malaysia to analyse visual images in English language school textbooks to study how visual images can reflect gender biasness. This research project addresses gender biasness found in visual images in school textbooks, i.e., the treatment of one gender over the other especially of women and girls. The project adopts three widely used approaches for analyzing visual images; content, socio semiotic and ethno-methodology analyses. This paper will however highlight its preliminary analysis focusing on image analysis based on participation, gender and representational meanings. Its aim is to identify the types of images and the representation of gender biasness and stereotyping found in the textbook. The preliminary findings should expose the sexism and gender biasness in the visual images of a sampled textbook; i.e. an English school textbook that is abound with visual images that sometimes, more so than written texts, can articulate more forcefully social and cultural meanings

Intelligent cooperative web caching policies for media objects based on J48 decision tree and Naive bayes supervised machine learning algorithms in structured peer-to-peer systems

Web caching plays a key role in delivering web items to end users in World Wide Web (WWW).On the other hand, cache size is considered as a limitation of web caching.Furthermore, retrieving the same media object from the origin server many times consumes the network bandwidth. Furthermore, full caching for media objects is not a practical solution and consumes cache storage in keeping few media objects because of its limited capacity. Moreover, traditional web caching policies such as Least Recently Used (LRU), Least Frequently Used (LFU), and Greedy Dual Size (GDS) suffer from caching pollution (i.e. media objects that are stored in the cache are not frequently visited which negatively affects on the performance of web proxy caching). In this work, intelligent cooperative web caching approaches based on J48 decision tree and Naïve Bayes (NB) supervised machine learning algorithms are presented. The proposed approaches take the advantages of structured peer-to-peer systems where the contents of peers’ caches are shared using Distributed Hash Table (DHT) in order to enhance the performance of the web caching policy. The performance of the proposed approaches is evaluated by running a trace-driven simulation on a dataset that is collected from IRCache network. The results demonstrate that the new proposed policies improve the performance of traditional web caching policies that are LRU, LFU, and GDS in terms of Hit Ratio (HR) and Byte Hit Ratio (BHR). Moreover, the results are compared to the most relevant and state-of-the-art web proxy caching policies. Ratio (HR) and Byte Hit Ratio (BHR).
