Report the Inception Workshop to Introduce Project of Small-scale Fisheries (Online Platform)

SEAFDEC/TD and SEAFDEC/IFRDMD co-organized an online Inception Workshop on the Small-scale Fisheries Project, which was held on 30 July 2025 via a virtual platform. The workshop aimed to kick off the project “Improving Fishers’ Livelihood and Fisheries Co-management in Inland and Coastal Small-scale Fisheries”, supported by the Japanese Trust Fund 7 (JTF7). The main objectives were to introduce the project's goals, objectives, and planned activities, outlining specific actions to be implemented at designated pilot sites. The workshop also served as a platform for SEAFDEC Member Countries to better understand the project’s scope and the specific interventions planned for the selected sites. Through open dialogue, participants were encouraged to share insights and contribute to aligning the project’s implementation with regional priorities

Report of the Regional Workshop on Gender Mainstreaming in Fisheries in Southeast Asia

This workshop focuses on promoting gender mainstreaming in Southeast Asia’s small-scale fisheries (SSF), recognizing the vital role of women in fisheries and the need for gender equality. Organized by SEAFDEC and supported by the Japanese Trust Fund, the project aims to integrate gender perspectives into fisheries management and livelihood improvement. The workshop strengthened participants’ knowledge of gender inclusion, shared case studies, and updated information on gender activities in fisheries. The expected outcomes included improved understanding of gender mainstreaming and practical suggestions for advancing gender equality and social inclusion in SEAFDEC Member Countries

การประยุกต์ใช้การจัดการประมงโดยแนวทางเชิงระบบนิเวศและการจัดการร่วม เพื่อพัฒนาคุณภาพชีวิตในชุมชนบ้าหาดทรายขาว จังหวัดระนอง ประเทศไทย

ชุมชนประมงขนาดเล็กในประเทศไทยต้องเผชิญกับความท้าทายจากการลดลงของทรัพยากรทางทะเลและการเปลี่ยนแปลงของระบบนิเวศ การจัดการประมงโดยแนวทางเชิงระบบนิเวศ (EAFM) และการจัดการร่วม (co-management) เป็นกรอบการทํางานที่สําคัญในการส่งเสริมการใช้ทรัพยากรทางทะเลอย่างยั่งยืน ควบคู่ไปกับการรักษาสมดุลระหว่างความเป็นอยู่ที่ดีของมนุษย์และความอุดมสมบูรณ์ของระบบนิเวศ ซึ่งแนวทาง EAFM ได้ถูกนําไปใช้ทั่วไปในหลายพื้นที่ทั่วโลก เพื่อส่งเสริมการจัดการแบบองค์รวม โดยเน้นการบริหารจัดการทั้งระบบนิเวศ ส่งเสริมความยั่งยืน และบูรณาการความต้องการทั้งทางด้านระบบนิเวศและมนุษย์ การศึกษานี้มุ่งประเมินประสิทธิภาพของ EAFM และการจัดการร่วมในชุมชนประมงขนาดเล็กบ้านหาดทรายขาว จังหวัดระนอง โดยมุ่งเน้นไปที่การดําเนินการหลัก 3 กิจกรรม ได้แก่ 1) การจัดตั้งธนาคารหมึกเพื่อเพิ่มปริมาณทรัพยากร, 2) การส่งเสริมการแปรรูปสัตว์น้ํา เพื่อความหลากหลายทางเศรษฐกิจ, และ 3) การปล่อยพันธุ์สัตว์น้ํา เพื่อฟื้นฟูระบบนิเวศ ผลการศึกษาพบว่า การเพิ่มการมีส่วนร่วมของชุมชนและการจัดการที่ปรับเปลี่ยนได้ตามสภาพพื้นที่และปัจจัยสิ่งแวดล้อม เป็นปัจจัยสําคัญที่ทําให้การดําเนินการเหล่านี้ประสบความสําเร็จ โดยมีการพัฒนาทั้งในด้านการอนุรักษ์ทรัพยากรทางทะเลและการส่งเสริมคุณภาพชีวิตของชุมชน การศึกษานี้เน้นย้ําถึงศักยภาพของการบูรณาการ EAFM และการจัดการร่วมในการบรรลุเป้าหมายการจัดการประมงอย่างยั่งยืน และสามารถเป็นแนวทางให้กับชุมชนประมงขนาดเล็กในบริเวณชายฝั่งอื่นๆ ที่เผชิญกับความท้าทายที่คล้ายกั

Handbook Socioeconomic Data Collection in Small-scale Fisheries (Based on SEAFDEC Experiences)

The handbook “Socioeconomic Data Collection in Small-scale Fisheries” was developed based on SEAFDEC’s experiences and contributions from resource persons at Kasetsart University, Prince of Songkla University, the Department of Fisheries, Thailand, and the Ministry of Marine Affairs and Fisheries, Indonesia. The objective of this handbook is to serve as a practical guide, providing examples of data sources and types of their key elements, for fisheries officers working in the field of small-scale capture fisheries on how to collect and analyze socioeconomic data. However, this handbook only provides instruments for interviewing small-scale fisheries. By using this handbook, fisheries officers can better understand the methods for socioeconomic data collection and its key elements, such as income, employment, education, and access to resources, which significantly influence the success of fisheries management interventions. The handbook provides a step-by-step guide to the socioeconomic data collection process, including the following steps: 1. Defining goals and objectives 2. Constructing study design 3. Sampling design 4. Conducting data collection 5. Inputting and analyzing data 6. Reporting the results

Regional Training on Traceability and Effective Management Tools for Fish and Fishery Products in Southeast Asia was organized by the Southeast Asian Fisheries Development Center (SEAFDEC) under the ASEAN-JICA Capacity Building Project on IUU Fishing Countermeasures in Southeast Asia. The Workshop on Introduction of Socioeconomic Monitoring (SocMon) for Coastal and Small-scale Fisheries Management in Southeast Asia was conducted from 5 to 7 November 2024 in Phnom Penh, Cambodia. This workshop was part of a human resources development program, support from the U.S. Department of the Interior’s International Technical Assistance Program (DOI-ITAP), aimed to introduce the SocMon guidelines and enhance knowledge of fisheries officers responsible for socioeconomic data collection attended by 15 fishery officers (male 13, female 2) from the Fisheries Administration of Cambodia, focusing on the socioeconomic aspects and data collection of small-scale fisheries with lead session by two SEAFDEC/TD staff served as resource persons

Report of Core Expert Meeting on the Development of the Handbook for Socioeconomic Data Collection in Small-scale Fisheries

SEAFDEC, Training Department (SEAFDEC/TD) has implemented the project on Small-scale Fisheries Management for Better Livelihood and Fisheries Resources and conducted the project activity on socioeconomic data collection to understand the current status and gain better understanding of the situation in the pilot learning sites in Ranong and Krabi Province, Thailand, and Kawthaung, Myanmar. Moreover, the project initiated to develop the “Handbook for socioeconomic data collection in small-scale fisheries” to gather key elements of socio-economic data collection and outline the process for data collection in small-scale fisheries. The two Core Expert meetings were held on 22–23 August and 11 December 2024 to develop this Handbook, these meetings brought together regional and national experts including academic institutions: Kasetsart University and Prince of Songkla University and government agencies from Ministry of Marine Affairs and Fisheries Indonesia, Department of Fisheries Thailand and SEAFDEC Secretariat and SEAFDEC/TD, to establish a robust framework for collecting and analyzing socioeconomic data from coastal and inland small-scale fisheries. The key elements for socioeconomics were discussed, which composed of livelihoods, gender roles, demographic data, community participation, and the challenges posed by environmental changes. The importance of incorporating modern tools such as the Kobo Toolbox was addressed to enhance data collection efficiency and improve the management of small-scale fisheries. The handbook provides step-by-step methodologies for study design, data collection, and analysis, along with sample surveys, offering practical instructions on setting objectives, developing tools, conducting fieldwork, and communicate the results. By addressing critical factors such as income patterns, fishing operations, and financial access, the handbook aims to support sustainable fisheries management and improve the socioeconomic conditions of fishing communities throughout Southeast Asia. These initiative meetings represent a significant step toward socioeconomic data collection framework to support the fisheries management plan to strengthening livelihoods and promoting sustainability in small-scale fisheries

การศึกษาศักยภาพผลิตภัณฑ์ประมงชุมชนโดยการวิเคราะห์ต้นทุนและผลตอบแทน: กรณีศึกษา กลุ่มแปรรูปผลิตภัณฑ์ประมง จังหวัดกระบี่

การศึกษานี้มีวัตถุประสงค์เพื่อประเมินความเป็นไปได้ทางเศรษฐกิจของผลิตภัณฑ์ประมงชุมชนในจังหวัดกระบี่ ประเทศไทย โดยมุ่งส่งเสริมอาชีพที่ยั่งยืนและสนับสนุนเศรษฐกิจท้องถิ่น กลุ่มเป้าหมายคือกลุ่มแปรรูปผลิตภัณฑ์สองกลุ่ม ได้แก่ กลุ่มบ้านไหนหนัง อําเภอเมือง และกลุ่มบ้านท่าหิน อําเภอคลองท่อม โดยใช้ข้อมูลจากการสัมภาษณ์เชิงลึกและสนทนากลุ่มกับสมาชิกกลุ่มละ 10 คน เพื่อวิเคราะห์ต้นทุน-ผลตอบแทน และการวิเคราะห์ SWOT (จุดแข็ง จุดอ่อน โอกาส และอุปสรรค) ผลการศึกษาพบว่า ทั้งสองกลุ่มมีเป้าหมายเพื่อเพิ่มรายได้ครัวเรือนและสร้างมูลค่าเพิ่มให้ผลิตภัณฑ์ประมง กลุ่มบ้านไหนหนังผลิตน้ำพริกตาแดง น้ำพริกปลากรอบ และน้ำพริกกุ้งเสียบ โดยน้ำพริกปลากรอบมีกําไรสูงสุด 10.43 บาทต่อชิ้น ส่วนกลุ่มบ้านท่าหินมีผลิตภัณฑ์หลักคือ กะปิหวาน กะปิแท้ และน้ำปลาหวาน โดยกะปิหวานมีกําไรสูงสุด 21.47 บาทต่อชิ้น การวิเคราะห์ SWOT พบว่าทั้งสองกลุ่มมีจุดแข็งด้านความเป็นเอกลักษณ์ของผลิตภัณฑ์และคุณภาพผลิตภัณฑ์ รวมถึงมีความร่วมมือที่แข็งแกร่งจากสมาชิกและการสนับสนุนจากหน่วยงานภาครัฐ แต่ยังมีข้อจํากัดด้านอุปกรณ์บรรจุภัณฑ์ การควบคุมคุณภาพ และการเข้าถึงตลาด ดังนั้นเพื่อเสริมสร้างศักยภาพของผลิตภัณฑ์ประมง ควรสนับสนุนให้ทั้งสองกลุ่มได้รับการรับรองมาตรฐานผลิตภัณฑ์ประมงและได้รับการสนับสนุนในการเข้าถึงช่องทางการตลาดออนไลน์ การเข้าร่วมโครงการของกรมประมง เช่น ร้าน Fisherman Shop นอกจากนี้การส่งเสริมนวัตกรรมในการออกแบบผลิตภัณฑ์และบรรจุภัณฑ์รวมถึงการใช้การเล่าเรื่องเพื่อสะท้อนตัวตนของชุมชน สามารถช่วยเพิ่มมูลค่าและขยายโอกาสทางการตลาดได้ ผลการศึกษานี้สามารถใช้เป็นกรอบในการส่งเสริมอาชีพทางเลือกอย่างยั่งยืนสําหรับประมงขนาดเล็กด้วยการพัฒนาผลิตภัณฑ์ของชุมช
