    Ottomentality: neoliberal governance of culture and neo-ottoman management of diversity

    This essay proposes an alternative concept–Ottomentality–in order to more adequately assess Turkey’s growing neo-Ottoman cultural ensemble. This concept is deployed here to underscore the convergence of neoliberal and neo-Ottoman rationalities and the discursive practices that are developed around them for governing culture and managing a diverse society. The essay contends that the convergence of these two rationalities has significantly transformed the state’s approach to culture as a way of governing the social, constituted a particular knowledge of multiculturalism, and a subject of citizenry increasingly subjected to exclusion and discipline for expressing critical views of this knowledge. © 2017 Informa UK Limited, trading as Taylor & Francis Group

    Transparent Films Made of Highly Scattering Particles

    Today, colloids are widely employed in various products from creams and coatings to electronics. The ability to control their chemical, optical, or electronic features by controlling their size and shape explains why these materials are so widely preferred. Nevertheless, altering some of these properties may also lead to some undesired side effects, one of which is an increase in optical scattering upon concentration. Here, we address this strong scattering issue in films made of binary colloidal suspensions. In particular, we focus on raspberry-type polymeric particles made of a spherical polystyrene core decorated by small hemispherical domains of acrylate with an overall positive charge, which display an unusual stability against aggregation in aqueous solutions. Their solid films display a brilliant red color due to Bragg scattering but appear completely white on account of strong scattering otherwise. To suppress the scattering and induce transparency, we prepared films by hybridizing them with oppositely charged PS particles with a size similar to that of the bumps on the raspberries. We report that the smaller PS particles prevent raspberry particle aggregation in solid films and suppress scattering by decreasing the spatial variation of the refractive index inside the film. We believe that the results presented here provide a simple strategy to suppress strong scattering of larger particles to be used in optical coatings

    Spina bifida-predisposing heterozygous mutations in Planar Cell Polarity genes and Zic2 reduce bone mass in young mice

    Fractures are a common comorbidity in children with the neural tube defect (NTD) spina bifida. Mutations in the Wnt/planar cell polarity (PCP) pathway contribute to NTDs in humans and mice, but whether this pathway independently determines bone mass is poorly understood. Here, we first confirmed that core Wnt/PCP components are expressed in osteoblasts and osteoclasts in vitro. In vivo, we performed detailed µCT comparisons of bone structure in tibiae from young male mice heterozygous for NTD-associated mutations versus WT littermates. PCP signalling disruption caused by Vangl2 (Vangl2Lp/+) or Celsr1 (Celsr1Crsh/+) mutations significantly reduced trabecular bone mass and distal tibial cortical thickness. NTD-associated mutations in non-PCP transcription factors were also investigated. Pax3 mutation (Pax3Sp2H/+) had minimal effects on bone mass. Zic2 mutation (Zic2Ku/+) significantly altered the position of the tibia/fibula junction and diminished cortical bone in the proximal tibia. Beyond these genes, we bioinformatically documented the known extent of shared genetic networks between NTDs and bone properties. 46 genes involved in neural tube closure are annotated with bone-related ontologies. These findings document shared genetic networks between spina bifida risk and bone structure, including PCP components and Zic2. Genetic variants which predispose to spina bifida may therefore independently diminish bone mass

    Cyclical period changes in HT Cas: a clear difference between systems above and below the period gap

    We report the identification of cyclical changes in the orbital period of the eclipsing cataclysmic variable HT Cas. We measured new white dwarf mid-eclipse timings and combined with published measurements to construct an observed-minus-calculated diagram covering 29 years of observations. The data present cyclical variations that can be fitted by a linear plus sinusoidal function with period 36 yr and semi-amplitude ~ 40 s. The statistical significance of this period by an F-test is larger than 99.9 per cent. We combine our results with those in the literature to revisit the issue of cyclical period changes in cataclysmic variables and their interpretation in terms of a solar-type magnetic activity cycle in the secondary star. A diagram of fractional period change (Delta P/P) versus the angular velocity of the active star (Omega) for cataclysmic variables, RS CVn, W UMa and Algols reveal that close binaries with periods above the gap (secondaries with convective envelopes) satisfy a relationship Delta P/P \propto Omega^{-0.7+/-0.1}. Cataclysmic variables below the period gap (with fully convective secondaries) deviate from this relationship by more than 3-sigma, with average fractional period changes ~ 5 times smaller than those of the systems above the gap.Comment: Submitted to Astronomy & Astrophysics (7 pages and 3 figures

    Synthesis and Characterization of Rutile TiO2Nanopowders Doped with Iron Ions

    Titanium dioxide nanopowders doped with different amounts of Fe ions were prepared by coprecipitation method. Obtained materials were characterized by structural (XRD), morphological (TEM and SEM), optical (UV/vis reflection and photoluminescence, and Raman), and analytical techniques (XPS and ICP-OES). XRD analysis revealed rutile crystalline phase for doped and undoped titanium dioxide obtained in the same manner. Diameter of the particles was 5–7 nm. The presence of iron ions was confirmed by XPS and ICP-OES. Doping process moved absorption threshold of TiO2into visible spectrum range. Photocatalytic activity was also checked. Doped nanopowders showed normal and up-converted photoluminescence

    An efficient algorithm for the stochastic simulation of the hybridization of DNA to microarrays

    <p>Abstract</p> <p>Background</p> <p>Although oligonucleotide microarray technology is ubiquitous in genomic research, reproducibility and standardization of expression measurements still concern many researchers. Cross-hybridization between microarray probes and non-target ssDNA has been implicated as a primary factor in sensitivity and selectivity loss. Since hybridization is a chemical process, it may be modeled at a population-level using a combination of material balance equations and thermodynamics. However, the hybridization reaction network may be exceptionally large for commercial arrays, which often possess at least one reporter per transcript. Quantification of the kinetics and equilibrium of exceptionally large chemical systems of this type is numerically infeasible with customary approaches.</p> <p>Results</p> <p>In this paper, we present a robust and computationally efficient algorithm for the simulation of hybridization processes underlying microarray assays. Our method may be utilized to identify the extent to which nucleic acid targets (e.g. cDNA) will cross-hybridize with probes, and by extension, characterize probe robustnessusing the information specified by MAGE-TAB. Using this algorithm, we characterize cross-hybridization in a modified commercial microarray assay.</p> <p>Conclusions</p> <p>By integrating stochastic simulation with thermodynamic prediction tools for DNA hybridization, one may robustly and rapidly characterize of the selectivity of a proposed microarray design at the probe and "system" levels.     Ki-67 as prognostic marker in early breast cancer: a meta-analysis of published studies involving 12 155 patients

    The Ki-67 antigen is used to evaluate the proliferative activity of breast cancer (BC); however, Ki-67's role as a prognostic marker in BC is still undefined. In order to better define the prognostic value of Ki-67/MIB-1, we performed a meta-analysis of studies that evaluated the impact of Ki-67/MIB-1 on disease-free survival (DFS) and/or on overall survival (OS) in early BC. Sixty-eight studies were identified and 46 studies including 12 155 patients were evaluable for our meta-analysis; 38 studies were evaluable for the aggregation of results for DFS, and 35 studies for OS. Patients were considered to present positive tumours for the expression of Ki-67/MIB-1 according to the cut-off points defined by the authors. Ki-67/MIB-1 positivity is associated with higher probability of relapse in all patients (HR=1.93 (95% confidence interval (CI): 1.74–2.14); P<0.001), in node-negative patients (HR=2.31 (95% CI: 1.83–2.92); P<0.001) and in node-positive patients (HR=1.59 (95% CI: 1.35–1.87); P<0.001). Furthermore, Ki-67/MIB-1 positivity is associated with worse survival in all patients (HR=1.95 (95% CI: 1.70–2.24; P<0.001)), node-negative patients (HR=2.54 (95% CI: 1.65–3.91); P<0.001) and node-positive patients (HR=2.33 (95% CI: 1.83–2.95); P<0.001). Our meta-analysis suggests that Ki-67/MIB-1 positivity confers a higher risk of relapse and a worse survival in patients with early BC

The technique that is suitable in some application is not necessarily useful in other application, thus, saliency enhancement is application oriented. In this paper, a new technique of extracting the salient regions from an image is proposed which utilizes the local features of the surrounding region of the pixels. The level of saliency is then decided based on the global comparison of the saliency-enhanced image. To make the process fully automatic a new Fuzzy-Based thresholding technique has been proposed also. The paper contains a survey of the state-of-the-art methods of saliency evaluation and a new saliency evaluation technique was proposed
