    On handling urban informality in southern Africa

    In this article I reconsider the handling of urban informality by urban planning and management systems in southern Africa. I argue that authorities have a fetish about formality and that this is fuelled by an obsession with urban modernity. I stress that the desired city, largely inspired by Western notions of modernity, has not been and cannot be realized. Using illustrative cases of top–down interventions, I highlight and interrogate three strategies that authorities have deployed to handle informality in an effort to create or defend the modern city. I suggest that the fetish is built upon a desire for an urban modernity based on a concept of formal order that the authorities believe cannot coexist with the “disorder” and spatial “unruliness” of informality. I question the authorities' conviction that informality is an abomination that needs to be “converted”, dislocated or annihilated. I conclude that the very configuration of urban governance and socio-economic systems in the region, like the rest of sub-Saharan Africa, renders informality inevitable and its eradication impossible

    Jerusalem - its past, present and future - will serve as the foundation of our understanding of the geographies of cities within contemporary urban theory and practice in the 21st century. The underlying theoretical supposition in this special feature1 is that what have been labelled con- tested cities have growing similarities to less polarized cities similarities found in the expansion of ethnic, racial and class conflicts that revolve around issues of housing, infrastructure, participation and identity. In this sense, Jerusalem represents a rather exceptional case study and demonstrates a powerful spatio-political urban pattern in the field of urban studies. The examination of Jerusalem can advance our understanding of the relationship between planning conflicts and urban geopolitics in a growing number of cities worldwide

    This article provides the initial contours of an argument that uses International Law to challenge the validity of Israeli apartheid. It challenges the conventional discourse of legal debates on Israel’s actions and bordersand seeks to link the illegalities of these actions to the validity of an inbuilt Israeli apartheid. The argument also connects the deontological doctrine of peremptory norms of International Law (jus cogens), the right of self-determination and the International Crime of Apartheid to the doctrine of state recognition. It applies these to the State of Israel and the vision of a single democratic state in historic Palestine

    Jewish Immigrants in Israel: Disintegration Within Integration?

    In her chapter, ‘Disintegration within integration’, Amandine Desille examines more recent transformations of Israel’s Law of Return – the Israeli immigration policy which provides the (imagined) repatriation of Diaspora Jews to Israel – in a context of liberalisation of the Israeli economy and the devolution of power to local authorities. Today, new immigrants follow two paths of ‘integration’: ‘direct absorp-tion’, where immigrants are granted benefits while being free to settle wherever they find fit; and ‘community absorption’, where immigrants are placed in ‘absorption centres’ and see their entitlements conditioned by residence, religious observance and more. Those two paths are ‘ethnicised’ in the sense that they depend on country of origin – Western immigrants, considered as economically useful, benefit from direct absorption and a more pluralist attitude of local governments, while immi-grants from Africa and Asia are the objects of an assimilationist policy. This situa-tion of ‘(dis)integration’ within what is supposed to be an inclusive immigrant policy for all Jews, shows the extent to which new criteria of perceived economic performance limit the integration of specific segments of newcomers.     Beyond incommensurability: Jerusalem and Stockholm from an ordinary cities perspective

    This paper’s core argument is that we should start creating theories that encompass different cities and include them in a more flexible and relational comparative framework. This must include a new urban terminology which does not continue the all-too-fashionable labelling of cities on a continuum between first world and third world, global North-West and South-East or as I emphasize below, including what have been labelled extremely contested cities in a more flexible and relational ordinary cities framework. To introduce such a comparative approach, I will examine Jerusalem and Stockholm via three contrastive and relational patterns: institutional segregation; urban violence; and non-governmental organization involvement in planning. In so doing, I point towards the necessity to open up research on extreme urban conflicts, suggesting that when assessing specific contextual patterns, those labelled as extremely contested cities (such as Jerusalem) share more similarities with other more ordinary cities (represented by Stockholm) than was previously perceived, often stemming from ethnic, racial and class conflicts revolving around issues of politics, culture and identity, among others
